No Helmet, No Fuel: Bhopal, Indore Enforce Strict Rule From August 1
Starting tomorrow, two-wheeler riders in Madhya Pradesh's Bhopal and Indore will not be allowed to refuel at petrol or CNG pumps without wearing a helmet. The orders were issued on Wednesday by Bhopal Collector Kaushalendra Vikram Singh and Indore Collector Ashish Singh, citing a rising number of road accidents involving two-wheelers.
As per the new directive, all petrol and CNG pumps in both cities have been instructed to deny fuel to any rider not wearing an ISI-marked helmet. The order will be enforced from August 1 to September 29, 2025, and those violating it may face legal action under Section 223 of the Indian Penal Code.
Bhopal alone has 192 petrol pumps, with a combined daily fuel consumption of over 21 lakh litres, more than half of which is petrol. The administration's decision effectively makes helmet-wearing mandatory for fuel access, aiming to push riders towards better compliance with road safety norms.
The directive is grounded in Section 129 of the Motor Vehicles Act, 1988, which mandates that both two-wheeler drivers and pillion riders must wear helmets.
The collectors noted that several advisories have been issued by the state and central governments, but compliance remains poor, prompting stricter action.
Exceptions to the rule will be made in cases of medical emergencies or other urgent situations. The order also clarifies that it is supplementary to any existing regulations and does not override any prior rules in place.
Meanwhile, Indore Mayor Pushyamitra Bhargava has gone a step further, urging that helmet rules be extended to government offices as well. In a letter to Collector Ashish Singh, he proposed denying entry to visitors not wearing helmets, reinforcing the need for consistent helmet usage across the city.
While authorities say the measure is meant to curb fatalities and serious injuries, the decision has triggered concerns among fuel dealers. Members of the Petrol Dealers Association have expressed apprehension over the practical challenges of implementing the ban, particularly about confrontations at fuel stations.
"Pump operators may face penalties, but it's unclear what action will be taken against those who forcefully demand petrol without helmets," a representative of the association said.

24-year-old deliveryman man stabbed to death in Delhi; two arrested
New Delhi [India], August 16 (ANI): A 24-year-old delivery worker was stabbed to death in southwest Delhi's Vikaspuri area late Friday night following a drunken quarrel over a money dispute, police deceased, identified as Ashish Verma, a resident of Bhudella village, was attacked around 12:20 am by two neighbours during an altercation. Found Concrete Evidence That YouTuber Jyoti Malhotra Spied For Pak: Sources
A 2,500-page chargesheet has been filed against YouTuber Jyoti Malhotra after three months of investigation and, sources said, the police have found concrete evidence that she was spying for Pakistan. Jyoti Malhotra, aka Jyoti Rani, who ran a travel account on YouTube called 'Travel With Jo', had been arrested from Haryana's Hisar in May. Police had said she was in touch with Ehsan-ur-Rahim alias Danish in the Pakistan High Commission and had gone to the neighbouring country at least twice. After the Pahalgam attack and Operation Sindoor, Rahim had been declared persona non grata and asked to leave India within 24 hours for committing espionage and leaking sensitive information on the movements of the Indian Army. In the voluminous chargesheet, the Hisar Police has said that Malhotra had been spying for a long time. Sources said the chargesheet mentions her connections with Rahim and states she was also in touch with ISI agents Shakir, Hasan Ali and Nasir Dhillon. The chargesheet states Malhotra went to Pakistan on April 17 last year and returned to India on May 15. Just 25 days later, on June 10, she went to China and stayed in the country till July, going to Nepal after that. "During the investigation, we have found concrete evidence that the YouTuber was spying for Pakistan," said a source. "Earlier, when Malhotra went to Pakistan via Kartarpur Corridor, she met the chief minister of Pakistan Punjab and former PM Nawaz Sharif's daughter, Maryam Nawaz Sharif, and interviewed her," the source added. A Haryana officer had earlier said the 33-year-old was allegedly in touch with an officer of the Pakistan High Commission in New Delhi during the four-day conflict between India and Pakistan after the Pahalgam terror attack. He had added, however, that she did not have any direct access to any information related to military operations. Asked about any details on this, the sources said the investigation on the angle is ongoing.

Pregnant Bangladeshi Prisoner Escapes From Mumbai's JJ Hospital
Mumbai: A pregnant Bangladeshi prisoner has escaped from Mumbai's JJ Hospital, bringing into intense scrutiny the security protocols in place for prisoners. Mumbai Police has begun a city-wide search operation after her escape on Thursday afternoon. Rubina Irshad Sheikh, 25, was arrested by Vashi Police on August 7 for obtaining an Indian passport using a fake birth certificate. She was charged under several sections of the Indian Penal Code as well as the Passport Act and the Foreigners Act, and sent to Byculla Women's Jail. Rubina was taken to JJ Hospital on August 11 with complaints of a fever, cold, and skin infection, as well as for a medical checkup related to her five-month pregnancy. During the afternoon on August 14, she managed to give the police escorting her the slip. She pushed a constable and fled, taking advantage of the hospital crowd. The police have intensified the search for the missing prisoner. Every possible effort is being made to arrest Rubina as soon as possible. The incident has also raised big questions on the security system of prisoners who are brought from jail to hospitals.
