FTA's Zero-Bureaucracy Team has reduced Corporate Tax registration time significantly.
Dubai,February 2025: The FTA has today announced and thanked H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, for the FTA's recognition at the first edition of the 'Zero Government Bureaucracy Award', where it won first place in the 'Economic Impact' category.
The 'Economic Impact' category focuses on the zero-bureaucracy approach to supporting operations in business sectors, with the team achieving impressive results in simplifying the registration procedures of the corporate tax system.
H.E. Khalid Ali Al Bustani, Director-General of the FTA, directed his praise towards the specific efforts of the Authority's 'Zero Government Bureaucracy Team' for this achievement. His Excellency also noted that this accolade provides further incentives to continue the diligent work in providing convenient and efficient services to the community, facilitating operations and supporting the business sector, and increasing the Authority's customers satisfaction rates.
Commenting on today's announcement, His Excellency said: 'Winning this distinguished award is testament to the remarkable efforts of the FTA team. Their ongoing dedication to enhancing performance and fostering a culture of innovation across all sectors aligns seamlessly with our vision to be a global leader in tax governance. We are also committed to collecting tax revenues responsibly and cultivating a culture of voluntary compliance to ensure financial sustainability for our communities and the nation.'
H.E. added: 'We are immensely proud to achieve this accolade, which reflects the FTA's commitment to supporting the process of excellence, in line with government priorities and directives, by contributing to many other initiatives related to delivering effective procedures. In addition to speeding up the completion of services, reducing the use of paper-based documentation as much as possible, and other providing service facilities that can achieve tangible impact within short periods, we are meeting and exceeding the requirements of the Zero Bureaucracy Programme. All of which helps provide a new generation of proactive integrated services to make UAE government services the best in the world.'
The FTA's Director-General also explained that Corporate Tax registration times had now been reduced significantly.
In its inaugural year, The Zero Government Bureaucracy Award recognises organisations that have achieved the highest level of bureaucracy reduction, thereby having a significant economic impact by removing hurdles for the business sector. This, in turn, stimulates a companies' strategic growth, improves operational efficiency, directs resources towards core operations and reduces overall operational costs.
The FTA's innovative use has been instrumental in achieving these goals. This has facilitated a decreasing number of steps in processing, saving costs for customers, and expediting service completion times, which has contributed to enhancing the country's leadership in the field of tax operations.
The FTA has previously been recognised for similar achievements through its attainment of the top position in both the Tax and Bureaucracy Index and the Convenient Tax Payment Index, further strengthening its leadership position in its field.
The Zero Government Bureaucracy Award was introduced to celebrate organisations and individuals who have excelled in streamlining government procedures. The award is presented in seven categories, including 'Zero Bureaucracy Champions', 'Social Impact', 'Economic Impact', 'Community Engagement', 'Government Partnership', 'Innovative in Eliminating Bureaucracy', and 'Humanitarian Impact'.
The Federal Tax Authority was established by Federal Decree-Law No. (13) of 2016 to help diversify the national economy and increase non-oil revenues in the UAE through the management and collection of federal taxes based on international best practices and standards, as well as to provide all means of support to enable taxpayers to comply with the tax laws and procedures. Since its inception in 2017, the FTA has been committed to cooperate with the competent authorities to establish a comprehensive and balanced system to make the UAE one of the first countries in the world to implement a fully electronic tax system that encourages voluntary compliance, with simple procedures based on the highest standards of transparency and accuracy – beginning from registration, to the submission of tax returns, to the payment of due taxes through the Authority's website: www.tax.gov.ae.

FRA nears completion of regulatory framework for online real estate platforms
Mohamed Farid, Chairperson of the Financial Regulatory Authority (FRA), announced that the Authority is close to finalising a new regulatory framework to govern the operations of electronic platforms in the real estate sector. Speaking at the Akhbar El Youm Real Estate Conference on Monday, Farid underscored the importance of supporting the real estate sector in achieving its development goals by exploring financing opportunities through the non-banking financial sector. Farid delivered a comprehensive overview of the financing solutions and services offered by the non-banking financial sector under the FRA's supervision. He outlined mechanisms such as listing and offering on the stock exchange, which provide diversified financing tools to help companies reach their objectives. He also highlighted securitisation bonds and sukuk as capital market instruments available to unlisted companies. In addition, he pointed to the adoption of updated accounting standards that allow companies to revalue their assets based on fair market value. He emphasised the strategic role of securitisation bonds and sukuk, citing the New Urban Communities Authority's recent securitisation bond issuance as a leading example. Farid also referenced the potential of real estate investment funds (REIFs) as a vital financing tool for the sector. The FRA Chairperson noted that, in recent months, the Authority has held a series of meetings as part of its broader strategy to maintain open and effective dialogue with stakeholders. These discussions are intended to inform the development of regulations that deliver tangible benefits across sectors under FRA supervision, while ensuring the protection of stakeholder rights, market stability, and the solvency and professionalism of service providers. These meetings brought together major figures from the real estate development sector as well as operators of digital platforms involved in the sale of fractional property shares to the public. Farid explained that the discussions involved a review of the FRA's vision for regulating such activities within the framework of existing non-banking financial laws. The Authority concluded that the most suitable and realistic legal model would be the real estate investment fund framework. This model aligns with market demand for diversified financing options and provides individuals with a structured, secure investment product governed by clear oversight and protective measures. Farid reaffirmed the FRA's commitment to continued engagement with market participants to support sectoral development, create new opportunities for companies, and clarify the reforms and prospects emerging from these changes. He stressed the importance of establishing a shared language of dialogue between public and private sector stakeholders. He further noted the value of the recent consultations, emphasising that the detailed inquiries raised by participants could only be thoroughly addressed through direct discussions between the Authority and relevant stakeholders. As a result of these engagements, three companies operating electronic platforms offering fractional real estate ownership have formally submitted requests to the FRA to regularise their legal status. Each company is proceeding with the establishment of two separate entities: one to operate as a real estate investment fund, and the other to undertake promotion, underwriting, and investment fund management activities. Farid stated that this positive response reflects a growing awareness among companies of the importance of complying with legal and regulatory frameworks, and their willingness to operate under formal oversight. This ensures the delivery of services in an organised and monitored manner, protects the rights of all involved parties, and expands access to the financial tools offered by the non-banking financial sector. These developments are expected to significantly enhance financial, investment, and insurance inclusion—especially through real estate investment funds. He also pointed out that listing and offering shares on the stock exchange enables companies to substantially expand their operations and grow their capital base. Numerous real estate development firms—regardless of size—have already taken this step and have seen notable increases in equity. Moreover, listing supports their ability to expand both within Egypt and internationally, given the improved governance and compliance with listing and trading requirements. Finally, Farid noted that the past period has witnessed a comprehensive overhaul of Egypt's accounting standards. These reforms include a shift from book value to fair value in asset assessments, and enhanced treatment of real estate investments and equity rights. The revised standards now incorporate revaluation models for fixed and intangible assets, and apply fair value principles to real estate investments—enabling companies to reflect the true market value of their assets in financial statements. These changes support more accurate and reliable financial reporting, ultimately strengthening investment and financing decisions.

Milan, June 2025 – COIMA SGR, a leader in the investment, development and management of real estate assets on behalf of institutional investors, has finalised an agreement with lenders to purchase 100% of the legacy debt on the historic Grand Hôtel des Bains, in a move that paves the way for the full restoration of the landmark hotel on the Lido di Venezia. The project to restore and modernise the hotel will be financed through the COIMA Des Bains Fund, a new investment vehicle jointly backed by the COIMA ESG City Impact Fund – Italy's largest national urban regeneration fund – and Eagle Hills, a real estate development and investment company based in Abu Dhabi. Partnering with COIMA, Eagle Hills' entry into Italy represents a strategic expansion of its growing European footprint and reinforces its long-term focus on revitalizing iconic destinations through world-class hospitality. Grand Hôtel des Bains adds to a global luxury hospitality portfolio of over 90 properties under the leadership of Mohamed Alabbar, founder of both Eagle Hills and Emaar Properties. The debt agreement unlocks COIMA's plans to invest circa €200m in the complete restoration and modernisation of the hotel, bringing what was once a monument to Venice's Belle Époque splendour back to life. Under the plans, the hotel – which has remained closed for over 15 years – will be sensitively restored, renovated and returned to use as a modern high end resort hotel. The plans will also see the improvements to the park and public realm surrounding the iconic building, as well as restoration and modernisation of the beach front, which is already underway. The partners will now engage with Venice's public institutions to agree on the restoration programme. The Grand Hôtel des Bains opened in 1900 with 180 rooms and was conceived as a luxurious seaside retreat to attract Europe's elite. Celebrated for its grandeur, the hotel became a symbol of modernity and opulence, and gained literary fame when Thomas Mann stayed there in 1911, inspiring his novella Death in Venice, which was later adapted into a film shot on-site in 1971. Over the decades, it hosted aristocrats, artists, and celebrities, especially during the Venice Film Festival when it was a favoured destination for film stars. However, the hotel has been closed since 2010 when the previous owner, Est Capital, abandoned plans to transform the historic building into luxury apartments.
