Europe's two-front trade war

AS THE US and China wage trade wars against it, the European Union (EU) finds itself on uncharted terrain. It must now devise battle plans that account for the vast differences – and important similarities – between the two confrontations.
The trade war with the US came as something of a shock, though it should not have, given President Donald Trump's open hostility towards the EU and fundamental misunderstanding of trade dynamics. Trump complains about America's trade deficit with the EU, but that deficit extends only to goods; in services, the US runs a surplus with Europe. And Trump's tariffs amount to shooting the US economy in the foot while doing nothing to reduce current-account imbalances, which primarily reflect America's low savings rate.
This is not just a trade matter, but a political one. The Trump administration is seeking to intimidate – and extract concessions from – Europe, even at the risk of endangering US growth. Trump is probably convinced that the Europeans will cave in, allowing him to boast domestically about an easy 'victory'.
The trade war with China is both less surprising and more dangerous, representing an existential challenge for the European economy. Since its 2001 accession to the World Trade Organization (WTO), China has caught up with the advanced economies on productivity, but not in terms of wages and social standards. So, while China is at the frontier of innovation in many industries, its labour costs remain much lower than in the richest countries.
This combination of Silicon Valley-level technology, developing-economy labour costs, and the vast workforce of one of the world's most populous countries makes China a formidable adversary. Large parts of European industry are under threat. It's no longer just about steel and aluminium. The competition extends to cars, chemicals, pharmaceuticals, machinery and equipment, and many others.
Like US tariffs, China's actions are shaped significantly by political considerations. By accumulating industrial overcapacity – a key source of trade tensions with Europe – China's regime is seeking to project its power externally and maintain control of its own people. This explains why repeated calls for rebalancing towards domestic consumption, which would boost Chinese living standards, remain unanswered by China's leaders.

The Greek historian Polybius attributed the fall of the Greek city-states to the Roman empire not to a lack of resources, but to outdated political systems, a lack of unity, and complacency. So, while China's rise fuels concern in the US about the 'Thucydides Trap' – whereby the incumbent hegemon's fear of a rising challenger leads to war – it also raises the spectre of the 'Polybius Trap' leading to Europe's decay.
If Europe wants to remain a global player, it must demonstrate that, like China and the US, it can endure short-term economic pain to protect its long-term strategic interests. Acquiescing to unjustified American demands might be good for next month's growth, but it would be disastrous in the longer term, not only because of the concessions themselves, but also because of the precedent they would set for a US administration bent on extracting more. All global players would doubt Europe's willingness to resist predatory behaviour.
Embracing China as an alternative to the US would be like leaping out of the frying pan into the fire, as it would create a new dependency that could easily be exploited. Either approach is a recipe for vassalisation.
The current period of great-power struggles, one hopes, will not last forever. In the meantime, however, Europe must find ways to strengthen its resilience. This requires finding new levers of growth, pursuing the 'savings and investment' union, dismantling the many remaining internal barriers to trade, and unleashing public investment through new joint borrowing.
To this end, the EU might consider convening an exceptional summit this autumn focused on establishing a 'growth-engine' strategy for the next two years, particularly if trade negotiations with the US fail. Such a plan should aim to accelerate the implementation of the recommendations included in former Italian prime minister and former European Central Bank president Mario Draghi's much-touted report on European competitiveness, including by mobilising the necessary funding.
Throughout this process, Europe must show humility. It must do more than simply acknowledge, as it did in commissioning the Draghi report, that it has fallen behind in many industrial sectors, and make use of the very tools that enabled China to pull ahead. In particular, the EU should introduce a 'European preference' in strategic markets and, even more important, include mandatory technology transfers for certain investments.
Finally, with the WTO framework appearing increasingly outdated, the EU should forge new trade agreements with economies that are not aligned with either the US or China, particularly in South Asia. Emphasising predictability and adherence to rules, these deals could start with targeted industrial cooperation, which is much quicker to implement.
The 19th-century historian Fustel de Coulanges observed that, as Rome advanced on Greece, 'All foreigners knew that the Greeks were for sale, either individually and in secret, or openly and by city.' If the EU is to avoid crumbling before the great powers that would besiege it, it must make clear that this is not true of today's Europeans. PROJECT SYNDICATE

[SEOUL] South Korea's exports rose for the second straight month in July, beating market expectations on strong chip demand and shipments being moved forward ahead of higher US tariffs, which are expected to weigh in the second half of the year. Exports from Asia's fourth-largest economy, an early bellwether for global trade, rose 5.9 per cent from the same month last year to US$60.82 billion, trade data showed on Friday, higher than the 4.3 per cent increase in June and the strongest since December 2024. The figure beat a median 4.6 per cent rise forecast for July in a Reuters poll of economists, who also noted signs of front-loading shipments ahead of an Aug 1 deadline for higher US tariffs. President Donald Trump signed an executive order on Thursday imposing reciprocal tariffs ranging from 10 per cent to 41 per cent on US imports from dozens of countries and foreign locations. With South Korea, Trump announced a trade deal on Wednesday setting tariffs at 15 per cent, lower than a threatened 25 per cent but higher than the current 10 per cent, which officials, companies and economists cheered for reducing uncertainty over the trade environment. 'Despite the trade deal, demand is still expected to weaken from August as overall tariff rates will increase,' said Lee Jeong Hoon, an economist at Eugene Investment Securities. A separate business survey showed on Friday South Korea's factory activity contracted for the sixth straight month in July, as uncertainty over US tariffs weighed on output and orders. The trade-reliant economy grew at the fastest pace in more than a year in the second quarter, buoyed by rebounding consumer spending and a surge in exports driven by demand for technology. Exports of semiconductors jumped 39.3 per cent in July, the biggest annual increase since October 2024, while cars rose by a five-month high of 8.8 per cent on robust demand in non-US markets such as Europe. Ship exports surged 107.6 per cent. By destination, shipments to the US rose 1.4 per cent, after three straight months of declines, as growing technology demand offset the impact of Trump's tariffs on steel and auto parts. Exports to China fell 3.0 per cent, while those to the European Union rose 8.7 per cent. Imports rose 0.7 per cent in July to US$54.21 billion, compared with a gain of 4.3 per cent in June and 2.0 per cent expected by economists. US President Trump's trade deal may present geopolitical challenges for Indonesia: analysts

August 1, 2025 JAKARTA – A celebratory and hopeful tone has been raised over the United States' decision to lower Indonesia's trade tariff to 19 percent, but analysts have warned that the country may still face tricky situations ahead as nonaligned Jakarta works to rebalance ties with other key economic partners. Indonesia's ambition to be less reliant on volatile superpowers could be challenged by its new obligation to purchase more American goods, observers have added, who also warned that the decision to significantly lower trade barriers for Washington may ruffle feathers among other key partners if not managed properly. Countries around the world are wrapping up their trade negotiations with Trump ahead of his Aug. 1 deadline for enforcing his so-called 'reciprocal tariff' policy. Some have finalized the trade agreement in the past weeks, including the European Union, the United Kingdom, Japan and Vietnam. On July 15, US President Donald Trump announced a 19-percent tariff for Indonesia, significantly below the 32 percent level he threatened earlier. As part of the deal, Trump added that Indonesia agreed to purchase US$15 billion in oil and gas, $4.5 billion in agricultural products and 50 Boeing jets. Centre for Strategic and International Studies (CSIS) economist Dandy Rafitrandi suggested that the geopolitical repercussions have already appeared. 'I think, […] we can already tell that the [deal] carries quite a heavy weight because of its non-optional nature and other consequences,' he told The Jakarta Post on Wednesday. Indonesia was granted a lower levy at 19 percent following what Indonesian negotiators described as an 'extraordinary struggle' to reach a fairer deal with Trump. The 19-percent rate, which is the lowest Washington has extended to any country in Southeast Asia so far, may come at a cost, as Indonesia is required to commit to major US purchases and be willing to remove all nontariff barriers for US imports to grant further ease of access for American companies. Included in the list of nontariff barriers to be removed are import restrictions, licensing requirements on US remanufactured goods or parts and local content requirements. The government has so far welcomed the deal with a positive tone, with president Prabowo Subianto affirming his commitment to usher in a 'new era of mutual benefit between two great nations'. The Office of the Coordinating Economic Minister also hailed the deal as a 'huge win for Indonesia's labor-intensive industries', calling it a 'strategic achievement', as quoted in a statement issued earlier this month. Keeping everybody happy? But questions started to emerge over how Indonesia plans to fulfill its pledge to purchase more US goods given its limited fiscal space and longstanding partnerships with several countries over certain commodities. Concerns were also raised over Jakarta's nonaligned stance and growing ambition to deepen ties with alternative partners. Indonesia's obligation to, for example, purchase 50 Boeing planes from the US may consolidate the latter's position as its key aircraft supplier and reduce future orders from alternative companies such as French aircraft manufacturer Airbus. Provisions in the deal may make Indonesia more dependent on the US, making the agreement an obvious victory for Washington, according to international relations expert Ahmad Rizky M. Umar of Aberystwyth University. 'Indonesia has no choice but to buy these goods, which may cost more,' Ahmad said. 'This is also counterproductive to Jakarta's recent efforts to diversify its trading partners, including by finalizing the comprehensive economic partnership agreement with the EU [IEU-CEPA] earlier this month,' he went on to say, referring to the long-awaited deal with the EU to open wider market access. During its months-long negotiations with Washington, Indonesia, which has chosen to cooperate with the US, has at the same time intensified its efforts to strengthen its ties with alternative trading partners, seeking to buffer itself from the uncertainty of the US' increasingly unilateral trade moves. President Prabowo has traveled to at least 14 countries across the Middle East, Southeast Asia and Europe since Trump's tariff announcement in April, which observers say were efforts to intensify Jakarta's economic partnerships amid tariff uncertainties. Yet, as Indonesia becomes increasingly reliant on the US for trade, its alternative partnerships could face challenges because of shifting constellations in economic ties. CSIS economist Dandy compared the deal with Trump with the IEU-CEPA: 'It took the EU a decade to score a zero-tariff deal with Indonesia, while Trump took weeks.' 'We have also now relaxed local content requirements for US imports. Our other trade partners will also want the same perk, and it will be a challenge for Indonesia to keep everyone happy.'

Fancy spending the night near a funeral home? Lavender might be just the place for you - even if not everyone relishes the prospect. A Taiwanese tourist who brought her two young daughters to Singapore in early July had a nasty surprise when she discovered that the hotel she booked was located beside well-known funeral service provider Singapore Casket. "As a tourist who is unfamiliar with the local surroundings, I felt deeply uncomfortable and misled," Shannon, who was unsuccessful in her attempt to get a refund, told Stomp. Neither the booking platform nor the website for Arton Boutique Hotel had mentioned its proximity to the funeral home, she added. "How can hotels in Singapore be allowed to hide such important location information?" A hotel in the area starts from $95. SCREENGRAB: But the hotel that Shannon booked is far from the exception - a search on hotel booking platform listed at least nine hotels in the surrounding area of Singapore Casket. In addition, the storefront of Direct Funeral Services, offering funeral service packages, is located next to the Singapore Casket building. There are at least four funeral homes and service providers in the Lavender area, alongside temples, coffee shops, and other commercial buildings. But not all may be aware of its storied history, or that Lavender was not always known for funeral homes. The two funeral service providers are located beside each other. TNP PHOTO: SEAH JUN DE Not-so-fragrant history Despite its fragrant name, Lavender used to be occupied by Chinese vegetable gardens fertilised with nightsoil and a gasworks plant releasing strong-smelling gases. According to The Urbanist Singapore founder Ho Yong Min, residents proposed the name "lavender" ironically, and the municipality officially accepted it in 1858. "It was associated with working-class trades, clan associations, and community schools. Over time, the neighbourhood grew into a mixed-use zone - part industrial, part residential, and part religious or communal," the 41-year-old heritage educator told TNP. Mr Ho reckoned that the presence of funeral parlours in Lavender today is more likely related to zoning regulations, commercial leasing, and availability of space. "These businesses are typically allowed in commercial or institutional zones, and Lavender's mixed-use landscape makes it a feasible location." The area's mixed-use character and central location have attracted hoteliers as it is a "sweet spot" with easy access to public transportation, heritage charm, and slightly lower operational costs, he added. Do you mind? A convenience store employee said that while there were many tourists in the area, not many knew about the nearby funeral parlours. The presence of funeral homes near their hotel indeed came as a shock to two Chinese nationals who had booked a room at Hotel Yan, a two-minute walk from Singapore Casket. The two women in their 20s, who declined to give their names, told TNP that they were not aware of the presence of a funeral home when they made the booking online. "In China, such things will not be located in an obvious space," one of the women said in Mandarin. However, other tourists did not mind the location. A 25-year-old Indonesian who only wanted to be known as Ms Katut has been visiting Singapore for the past three years to see her sister. It was her first time staying in Lavender. While she admitted that Indonesians are superstitious, she was not disturbed by the nearby funeral parlours, and was not even aware of their presence. A woman in her 20s from the Philippines, who declined to give her name, was staying with her family of three at a hotel in Orchard but had gone to a coin laundry along Tyrwhitt Road. She told TNP that back home, there is no aversion to places associated with death, and the family had no problems with staying nearby. "In the Philippines, there are hotels near cemeteries, so it's just fine," she said. 'Closely integrated with everyday life' Mr Ho of The Urbanist Singapore shared that historically, places linked to death were often closely integrated with everyday life. He cited Sago Lane in Chinatown as an example, where the "street of the dead" was home to funeral parlours, coffin shops, and shophouses that housed the terminally ill. "Rather than being hidden away, these services were visible and embedded in the community fabric." Today, Mr Ho noted, Singapore's urban planning framework is governed by clear zoning laws, public health standards, and land use controls. Funeral parlours are thus subject to many more planning considerations. Muhammad Fariz Daud, a 22-year-old student visiting from Malaysia, told TNP he would have no problem with staying at a hotel beside a funeral home. Nevertheless, most Malaysians would avoid hotels near cemeteries, which are considered more taboo. But Mr Fariz added that he will do research on the hotel's location and public transport connectivity before making a booking. "It's not really the hotel's fault for not informing the customers that there's a funeral home nearby - you can do that research yourself."
