AFP in talks with US to use EDCA sites for PH relief efforts, says Teodoro

The Armed Forces of the Philippines (AFP) is already coordinating with the United States Indo-Pacific Command (USINDOPACOM) to use the Enhanced Defense Cooperation Agreement (EDCA) sites for relief efforts amid the heavy rainfall and floods across the country, Defense Secretary Gilbert Teodoro said Monday.
'Ako po'y kausap si General Brawner, sa ating Armed Forces of the Philippines, at iko-coordinate din po niya ang mga kinakailangan na tulong sa USINDOPACOM upang magamit ang EDCA facilities at iba't-iba pang mga kagamitan na kinakailangan na katulong ng ating Armed Forces of the Philippines upang makarsponde sa ating mga kababayan,' said Teodoro in a video statement.
('I am talking with General Romeo Brawner and the Armed Forces of the Philippines, and he is coordinating the assistance we need from USINDOPACOM so we could use the EDCA facilities and the equipment that the AFP needs to assist our countrymen.)
Signed in 2014, EDCA grants US troops access to designated Philippine military facilities, the right to construct facilities, and pre-position equipment, aircraft and vessels, but rules out permanent basing.
There are currently nine EDCA sites nationwide: Antonio Bautista Air Base (Palawan), Basa Air Base (Pampanga), Fort Magsaysay (Nueva Ecija), Mactan-Benito Ebuen Air Base (Cebu), Lumbia Air Base (Cagayan de Oro City), Naval Base Camilo Osias (Sta Ana, Cagayan), Lal-lo Airport (Lal-lo, Cagayan), Camp Melchor Dela Cruz (Gamu, Isabela), and in Balabac Island (Palawan).
When the country was hit by Typhoon Kristine in October last year, President Ferdinand Marcos Jr. said EDCA sites should be maximized in the government's disaster response and relief efforts.
The EDCA sites were eventually used in the government's disaster response efforts when a series of storms hit the country.
Malacañang suspended classes and work in government offices in Metro Manila, Cavite, Rizal, Batangas, Laguna, Bulacan, Pampanga, Zambales, Bataan at 1 p.m.
State weather bureau PAGASA said earlier in the day that the Southwest Monsoon or Habagat will continue to bring rains over the country. — Vince Angelo Ferreras/RF, GMA Integrated News

"Malinaw sa atin ang tumambad na realidad tungkol sa ating mga kabataan ngayon—ang kakulangan sa kaalaman at kakayahan, lalo na sa matematika, sa agham, sa pagbabasa, at sa wastong pag-unawa," the President said. Expanded support Highlighting his administration's ongoing efforts to eradicate the learning crisis, Marcos touted the rollout of the Academic Recovery and Accessible Learning (ARAL) program for structured interventions in foundational skills. The President also stressed the conduct of summer tutorials and remedial classes, which will be expanded further. Based on the 2022 results of the Programme for International Student Assessment (PISA), the Philippines ranked sixth lowest among the 81 countries and economies that participated in the study, with Filipino learners continuing to lag behind in reading, math, and science. Earlier this month, the nongovernment group Philippine Business for Education (PBEd) sounded the alarm on the worsening state of Philippine education, calling for urgent decentralization and localized reform delivery to address what it called as a "generational crisis" in learning and workforce readiness. The President assured that education remains the most urgent priority of his administration, even more than infrastructure spending. "Sa lahat ng mga pinahahalagahan ng administrasyon, ito pa rin ang nasa rurok (Of all the priorities of this Administration, this remains at the very top)," he stressed. Classroom shortage To address infrastructure gaps in education, Marcos committed to construct 40,000 classrooms before the end of his term in partnership with the private sector. He urged Congress to allocate sufficient funding to meet the growing demand, even as he reported that 22,000 classrooms have been built over the last three years. "Hindi na dapat nabibitin ang oras nila sa klase dahil sa kakulangan sa classroom (Students should no longer lose class hours due to lack of classrooms)," he said. Marcos also underscored the importance of early childhood education, announcing the construction of over 300 Barangay Child Development and Bulilit Centers this year, particularly in underserved communities. President Ferdinand "Bongbong" Marcos Jr. said on Monday that the Philippines is now more peaceful with the elimination of guerrilla fronts. Marcos said this during his fourth State of the Nation Address (SONA), noting that the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and former rebels are working together to maintain peace and order in the country. 'Sa wakas, wala na ring nalalabing grupong gerilya sa bansa, at titiyakin ng pamahalaan na wala nang mabubuo muli,' the President said. (Finally, there are no guerrilla groups left in the country, and the government will ensure that none will be formed again.) 'Magkakasangga ngayon ang AFP, PNP, at mga dating rebelde sa pagpapanatili ng kaayusan at kapayapaan sa BARMM. Kaya naman, ang lipunan natin ngayon ay mas mapayapa at mas mapangalaga rin sa karapatang-pantao, anuman ang edad, kasarian, kundisyon, o pangkat,' he added. (The AFP, PNP, and former rebels now work together in maintaining peace and order in BARMM. President Ferdinand ''Bongbong'' Marcos Jr. during his State of the Nation Address on Monday maintained his administration's foreign policy: 'The Philippines is a friend to all. The Philippines is an enemy to none.' During his fourth SONA at the Batasang Pambansa, Marcos said this would be the main focus as the Philippines will host the ASEAN Summit and Related Summits next year. The President stressed this as the Philippines continue to face threats in its territories. He said defending the Philippines' rights would be heightened, however, the Philippine government would remain ''patient'' in protecting the country's rights. ''Sa harap ng mga bagong banta sa ating kapayapaan at soberanya, mas maigting ngayon ang ating paghahanda, pagmamatyag, at pagtatanggol sa ating sarili,'' Marcos said. ''Gayunpaman, tayo pa rin ay nagtitimpi at nananatiling mapagpasensya, lalo na sa pagtanod sa ating buong kapuluan at sa pangangalaga sa ating interes,'' he added. Tensions continue as Beijing claims almost all of the South China Sea, a conduit for more than $3 trillion of annual shipborne commerce, including parts claimed by the Philippines, Vietnam, Indonesia, Malaysia, and Brunei. Parts of the South China Sea that fall within Philippine territory have been renamed by the government as the West Philippine Sea to reinforce the country's claim on the resource-rich territory. The West Philippine Sea refers to the maritime areas on the western side of the Philippine archipelago including Luzon Sea and the waters around, within and adjacent to the Kalayaan Island Group and Bajo de Masinloc. In 2016, the Permanent Court of Arbitration in the Hague ruled in favor of the Philippines over China's claims in the South China Sea, saying that it had "no legal basis." However, China has refused to recognize the ruling. Marcos has been consistent that the Philippines would never give up a single inch of its territory to aggressors. Overseas Filipino Workers In his SONA, Marcos also highlighted the role of Overseas Filipino Workers, saying that the Philippines is highly regarded by many countries because of observing international laws, as well as the roles of OFWs. He said through OFWs, the skills of Filipinos are being showcased abroad. ''Masasabi natin na mataas ang tingin ng buong mundo sa Pilipinas. Maayos, patas, at mahinahon tayong nakikitungo sa iba't ibang mga bansa. Tumutupad din tayo sa ating mga kasunduan, at sa mga batas at panuntunan ng pandaigdigang komunidad,'' Marcos said. ''Nagpapasalamat tayo sa ating magigiting na mga OFW.
