Retaliatory tariffs: Which EU countries could be impacted the most?

The EU is gearing up for retaliation in case trade negotiations with Washington fail by 1 August. Should there be no agreement, the US will start charging 30% tariffs on almost all goods imported from the bloc.
After having been caught off guard by a letter threatening the 30% duty on EU goods last weekend, the European Commission has quickly tabled a plan to put countertariffs on US exports worth €72 billion, inevitably hitting the European Union's own economy.
This is a follow-up on the European Commission's previously proposed list of US products, worth €95bn, that could be hit with EU countertariffs.
The potential EU retaliatory tariffs target imports of industrial goods from the US, including aircraft and aircraft parts, machinery, automotives, chemicals and plastics, and medical devices and equipment.
These types of imports are worth €65.7bn out of the €72bn total.
It also lists agricultural products, including bourbon, but there are minor though surprising items, such as amusement park rides, toothbrushes, hairbrushes and natural rubber latex.
If imposed, the tariffs mean that European consumers or businesses would buy these products at a higher price, pushing up inflation.
However, according to Sylvain Broyer, chief European economist, S&P Global Ratings, the inflationary effect of countermeasures could be minimal. He told Euronews Business that 'EU tariffs on US goods would have only a modest impact on European inflation — likely just a couple of tenths of a percentage point — and are unlikely to significantly affect overall economic activity.'
The bigger risk may come from supply chain disruptions. Where Europe could really feel the pinch is in services: 'the EU is highly reliant on US services, particularly in sectors like technology, payments and consulting,' Broyer said.
Which EU countries are hit the most by these countermeasures?
Certain industries, propping up various countries' economies, could face serious supply chain disruptions if the EU and the US go into a trade war.
Aviation is one of them, as aeroplanes and aircraft parts are some of the products set to be the most dramatically impacted by EU countermeasures. Potential EU import restrictions on these goods, worth nearly €11bn, according to a document from the European Commission.
Within the member states, the country with the biggest US aircraft imports in 2024 was Ireland, followed by France, the Netherlands and Germany.
Aviation between the US and EU is a highly interconnected sector. French multinational aerospace and defence company Thales supplies US-based Boeing and European competitor Airbus with flight management systems and cockpit displays. In exchange, US aerospace giant Honeywell provides flight management systems for Airbus.
Apart from threatening serious breakdowns in the supply chain, the EU's potential retaliatory tariffs on US-made aircraft is a direct blow to Boeing. The firm sourced 13% or more than $8.7bn (€7.5bn) of its revenues from Europe in 2024.
Any such step from the EU may risk higher US tariffs on European aircraft. For the European firm Airbus, its North America revenue was double that of Boeing's last year, at more than $16bn (€13.8bn).
Ireland left vulnerable
Potential EU countermeasures on aircraft imports, coupled with retaliation from the US administration, could risk Ireland's position as a world-leading hub in aviation.
Ireland is home to more than 50 aircraft leasing companies managing 10,000 aircraft. According to a recent report by aviation investment group Irelandia, this is equivalent to 37% of the global commercial fleet and makes the country a central player in the world's air transport infrastructure.
Ireland is already facing a serious hit to its economy due to potentially high US tariffs on its exports to the US after the 1 August deadline. The country is deemed to be one of the most affected economies in the EU, besides Germany.
Brussels-based think tank Bruegel has estimated that Ireland's cumulative real GDP loss, due to the total impact of US tariffs, could be 3% by 2028.
That's if, as President Trump has promised, pharmaceutical goods face heavy duties.
'In Ireland's case, the aircraft imports amount to over 1% of GDP, in the Netherlands, the large machinery and medicinal equipment imports are equivalent to 6% of GDP,' Rory Fennessy, senior economist at Oxford Economics, told Euronews Business.
Belgium's overall imports from the US are equivalent to 5% of GDP.
Machinery is the second most concerned product group on the Commission's list, imports worth €9.43bn would be hit by countertariffs. That would come as a shock to supply chains in Germany, the Netherlands, France and Ireland.
'Even if countries have a limited direct import exposure to the United States, there can be significant spillovers to other countries simply down to the close supply chain integration and the impact on adjacent support industries due to tariffs,' said Fennessy.
One of the key examples is the close relationship between Germany and the Central and Eastern European countries, including Hungary, Poland and Slovakia, especially with regards to the automotive sector.
Countries in Central and Eastern Europe have been attracting a lot of foreign investment, much of which came from Germany. This plays an important role in driving the region's development.
And vehicles are the third-largest product group exposed to potential retaliatory tariffs. The country with the highest imports of vehicles or parts from the US is Germany, worth nearly €7.5bn in 2024, followed by Belgium (€1.8bn). These countries would feel the most pressure from higher prices in this sector.
'But of course, the exact spillover varies and some countries are more directly exposed in certain sectors, so would likely feel a quicker price impact in such cases,' Fennessy added.
If prices go up, even temporarily, while companies try to find new sources to contribute to their supply chains, that would be another blow to Germany's ailing automotive sector and could lead to more cost-cutting measures from the major brands, including Volkswagen and Mercedes. These firms have production plants in Hungary and elsewhere in central and eastern Europe.
What other products are concerned?
The European Commission's product hit list includes chemicals and plastics, as well as medical devices, with each category amounting to more than €7.5bn worth of imports from the US to the EU in 2024.
The most affected countries are Belgium, the Netherlands and Germany.
As for chemicals, the EU nation that buys the most from the US is Belgium, with €13.7bn worth of imports in 2024. That's followed by the Netherlands with €12.5bn and Germany with €12.3bn. When it comes to plastics, Belgium tops the list with more than €3bn of US imports, followed by Germany (€2bn) and the Netherlands with €1.5bn.
Imports of US medical devices in the EU was the highest in the Netherlands, where these products were worth €4.63bn. That's followed by Germany, with €2.65bn in imports, and Belgium with more than €1bn.
The EU is also considering putting retaliatory tariffs on €6.4bn worth of agricultural products, including bourbon whiskey. The country that imports the most bourbon from the US is the Netherlands, buying goods worth more than €60 million a year. This, on its own, may not hurt the economy. But if the European spirits and drinks sector is exposed to Washington's countermeasures, French wine and Irish whiskey would also be targeted.
If there is no agreement between the US and the EU before Trump's deadline, the European agricultural sector, among many others, will face a 30% tariff on its exports to the US, a consequence labelled catastrophic by French lobbying groups.
Brussels says it is still seeking a deal to avoid a tit-for-tat escalation in the trade war but is poised to retaliate if needed.

The European Union has agreed to impose a new round of sanctions against Russia, targeting the country's energy and financial sectors in a bid to tighten the screws on the Kremlin's war machine and force a temporary ceasefire in Ukraine. The sanctions, endorsed on Friday by ambassadors in Brussels, ban transactions with 22 Russian banks, the Russian Direct Investment Fund and its subsidiaries, and the direct and indirect use of the underwater Nord Stream pipelines, which are currently closed off but which Moscow seeks to restart at some point in the future. Additionally, the EU turns the price cap on Russian crude oil of $60 per barrel into a dynamic mechanism that will remain 15% lower than the average market price, according to diplomatic sources. The new cap will kick in at $47.6 per barrel. The United States, a chief proponent of the cap at the G7 level during the previous administration, has not supported the downward revision. Moreover, a further 105 vessels belonging to the "shadow fleet", the aged tankers that Moscow employs to bypass the price cap on crude oil, are denied access to the EU ports and EU services. This brings the "shadow fleet" blacklist to over 400 vessels. The deal represents the 18th package of sanctions since February 2022. The political breakthrough was only possible after Slovakia relented and lifted its veto, which had until now prevented the approval of the new sanctions. The Slovak opposition related to an entirely different matter: the proposed phase-out of all Russian fossil fuels by the end of 2027. The European Commission unveiled the roadmap in May and presented the draft legislation in June, based on gradual bans on short-term and long-term gas contracts. As a landlocked country, Slovakia vociferously protested the plan, warning it would raise prices for consumers, weaken competitiveness and endanger energy security. Since the phase-out is subject to a qualified majority, Bratislava resorted to sanctions, which require unanimity, to extract concessions from Brussels. During an EU summit last month, Slovak Prime Minister Robert Fico upped the ante with a series of demands for financial compensation. Fico said his country risked facing a lawsuit from Gazprom, Russia's gas monopoly, worth between €16 and €20 billion due to the termination of its long-term contract, which runs until 2034. The Commission argues the gas bans will act as "force majeure" in court and shield governments and companies against damages. Fico's solitary crusade The deadlock intensified dialogue between Bratislava and Brussels, with a focus on practical solutions to diversify Slovakia's energy mix away from Russia, strengthen connections to neighbouring countries and mitigate price volatility. Fico welcomed the outreach as "constructive" but held his ground, surprising diplomats who thought the veto would be lifted sooner. German Chancellor Friderich Merz and Polish Prime Minister Donald Tusk intervened to break the impasse. Ursula von der Leyen, the president of the European Commission, also became involved. Earlier this week, von der Leyen sent Fico a three-page letter with reassurances about the implementation of the phase-out, including the possible deployment of state aid and EU funds to "compensate the negative impacts for households and industry". Von der Leyen also promised to clarify the criteria to trigger the "emergency break" and temporarily suspend the application of the gas bans in case of "extreme price spikes". The letter does not speak of a tailor-made financial envelope for Slovakia. "We have been working closely wth member states most directly concerned, notably Slovakia, to ensure that the EU-wide phase-out of Russian energy imports will be gradual and well-coordinated across the Union," von der Leyen wrote. According to Fico, who posted the entire confidential letter on his social media, von der Leyen's offer was flat-out rejected by his coalition partners. "Their response is that the Commission's guarantees to Slovakia are insufficient – some even described them as NOTHING," he said. He then demanded a complete exemption from the phase-out to continue buying Russian gas until the contract with Gazprom ends in 2034. But a few days later, amid mounting pressure, Fico relented and agreed to lift his veto. "At this point, it would be counterproductive to continue blocking the 18th sanctions package," he said on Thursday evening. "All options have been exhausted for now, and remaining in our blocking position would already endanger our interests." The Slovak promised to continue his crusade against the phase-out, however. "The second stage of our battle with the European Commission on the issue of Russian gas begins. We have a clear plan approved," he said. The deal on the new sanctions comes as US President Donald Trump hardens his rhetoric against Vladimir Putin, pledging to send lethal aid to Ukraine and impose "severe tariffs" on Russia, a major shift that was immediately welcomed across Europe. The White House, however, has so far refused to endorse a lower price cap on Russian oil, leaving other G7 allies to go it alone. For Brussels, the participation of the UK was considered fundamental due to its dominant position in maritime insurance.

The boss of easyJet has said that recent French air traffic control strikes created 'unacceptable challenges for customers and crew'. Kenton Jarvis, chief executive of the budget airline, added that they were 'extremely unhappy' with the strike action in early July, which landed airlines with 'unexpected and significant costs'. More than 1 million passengers were impacted by the walkout from French air traffic controllers on 3 and 4 July over working conditions, according to European aviation coordinator Eurocontrol. EasyJet cancelled 660 flights due to the action, costing a total of £15 million (€17.3 million). French air traffic control has been the leading cause of delays for the carrier since the start of the summer. Jarvis demanded that the French government 'steps in and really works with their ANSP (air navigation service provider) because it has been the worst performing air traffic control area in Europe, and they get ahead of it and do some long-term measures.' Why are French air traffic controllers striking? Two unions, UNSA‑ICNA and USAC‑CGT, took part in strikes on 3 and 4 July. These are the second and third largest air traffic control unions in France. The biggest, SNCTA, didn't take part in the walkout. The action was driven by a number of workplace grievances, which are part of an ongoing dispute with the French Directorate General for civil aviation, such as chronic understaffing and ageing, and unreliable equipment, which unions say is on its last legs. Two unions also complained about what they called 'toxic' management culture with excessive internal surveillance, including the introduction of a new biometric time clock that monitors their work attendance. Ryanair calls for EU action on 'recreational' strikes The easyJet chief's comments add to pressure from budget carrier Ryanair, which has labelled the strikes from air traffic controllers as 'recreational'. The airline accused air traffic control staff in France of wanting 'time off' during the strike action on 3 and 4 July. Jade Kirwan, Ryanair's communications director, told The Telegraph that some staff had continued to strike or had called in sick over the weekend, resulting in two more days of cancellations. Ryanair is concerned that similar action and sickness claims could continue during the summer holidays, causing more travel chaos for passengers. 'What's stopping French air traffic controllers from closing the EU skies again next week or the week after with more of these unjustified recreational strikes?' CEO Michael O'Leary said earlier this month. He claimed that 90 per cent of the flights cancelled over the two-day strike could have been avoided if the European Commission had intervened. The budget carrier has called on the European Union to reform the bloc's air traffic control system to prevent chaos with flights over a country when controllers walk out. The EU's largest airline association, Airlines for Europe (A4E), has also hit out over disruption caused by the strikes. It said in early July that already, French air traffic control had proven to be 'one of the weakest links' in Europe's system. Ourania Georgoutsakou, Managing Director of A4E, said that French air traffic control already delivers some of the worst delay figures and called on policymakers to take action. How did air traffic control walkouts impact flights? Over the two-day walkout, a total of almost 3,000 flights were cancelled and more than 7,400 delayed, according to Eurocontrol figures. It affected more than 1 million passengers, with around 200,000 unable to fly as they had intended due to cancellations. The strikes pushed the percentage of flights arriving and departing on time down from the June average of 75 per cent to 64 per cent over the two days. One in five European flights is normally routed over France, even if they don't land there. Flights to and from the neighbouring countries of Spain, the UK and Italy were particularly badly impacted. The proportion of flights passing over France is much higher, with more like half of its flights being routed over the country. This makes the carrier much more vulnerable to industrial action by French air traffic controllers. Eurocontrol estimates the total cost to the aviation industry of the strikes at €120 million in lost revenue and spending on care for passengers impacted by the disruption. Around €47 million came from the cost of delays and €72 million from cancellations. A European Union official told the Financial Times that this summer could be the worst ever for delays and cancellations due to air traffic control staff shortages, strikes, fires and high demand for travel.

European Data Union Strategy: Let's not avoid the difficult questions

The European Commission's consultation on the European Data Union Strategy ends on July 18. It's an important document, meant to 'streamline existing data rules,' namely, the Open Data Directive, the Data Act, and the Data Governance Act. While some critics argue that the above legislations need more time to be fully evaluated, the consultation document draws a clear picture of what the strategy will and won't address. The Commission wants to: The very first sentence of the European Data Union Strategy (EDUS) consultation summary hints that the General Data Protection Regulation (GDPR) is outside the scope of the process: 'while still upholding privacy and security standards'. The GDPR is also never explicitly mentioned anywhere in the document. It's true that simplifying the GDPR falls within Commissioner McGrath's portfolio, and on July 16th, the Commissioner will meet with a select group of chosen ones to discuss its implementation and potential simplification. Discussing the European data economy without addressing the GDPR simultaneously is problematic, as the EU's definition of personal data is extremely broad, limiting Open Data and other initiatives and ambitions under GDPR constraints. Largely voluntary data sharing mechanisms don't help to facilitate data sharing between European industry players either. EU Member States have a theoretical opportunity to create legal exemptions under Article 6(f) of the GDPR, yet many choose to interpret 'personal data' in the strictest way possible, often without introducing exemptions that would serve legitimate public interests. Unfortunately, the GDPR remains an untouchable and highly sensitive topic, with Commission representatives often arguing that it is 'too politically vulnerable to be reopened'. Unsolved practical problems: 1. B2B data sharing between European players is still far from fair. In theory, the Data Act is supposed to protect startups and smaller data-driven companies from unfair practices, especially when large industry players hoard data and block access. In practice, however, many big European companies still control the playing field, using complex or one-sided contracts that technically allow access, but under terms that are completely unreasonable for smaller players. Dispute resolution mechanisms? Sure, they exist, but if you're a startup or a small company focused on building your product and reputation, the last thing you want is to get tangled in endless legal back-and-forths with a dominant firm. 2. State-owned institutions are asked to open data without being compensated properly. We wrote about this before - state-owned institutions that store and manage public data experience either additional costs or lose revenue from opening data that is normally sold commercially. Moreover, if the ministries or other public bodies overseeing the work of state-owned institutions don't set very clear and sector-specific KPIs, these institutions are free to meet the general KPIs without much benefit to the local data business. If the EU doesn't follow Latvia's example, where the government compensates national registries for lost revenue, we can't expect public institutions to be motivated to open high-value datasets. 3. We're measuring open data maturity, but not business experience with open data infrastructure The EU and individual Member States have done a lot to create data portals, and yes, we do have the Open Data Maturity Index. But what's missing is real business feedback on things like: a) how easy the systems are to work with; b) how valuable the datasets actually are; c) how responsive public administrations are to requests. Comparing your progress to that of other countries (and a little bit of shame) is a strong motivator in many EU Member States, so it's worth revisiting this idea.
