How lowering mortgage buffer could help 400,000 young Australians buy homes

Lowering the mortgage stress test by just half a per cent could help almost 400,000 young Australians finally get a foot on the property housing ladder.
New Finance Brokers Association of Australia research revealed reducing the serviceability buffer from 3 per cent to 2.5 per cent would boost borrowing capacity and allow thousands of would-be homeowners to qualify for a loan.
It comes as first-home buyers continue to battle soaring house prices, tougher lending rules and limited housing supply.
FBAA managing director Peter White said it was a simple move that could make a life-changing difference.
'These are people who can afford the repayments, but they're being unfairly locked out by an unrealistic system,' Mr White said.
CoreData modelling found the tweak would lift national borrowing power by 5 per cent and unlock an extra $276bn in loan capacity.
Around 270,000 more Australians would qualify for a median home loan, with almost 400,000 first-home buyers aged 25 to 34 among the biggest winners.
Buyers agent Cate Bakos said the 3 per cent buffer was a hangover from the era of emergency interest rates, and was now doing more harm than good.
'Dropping the buffer by just half a per cent would put better homes within reach,' Ms Bakos said.
'It could be the difference between buying a one-bedroom apartment or a two-bedroom unit, or getting into a better suburb closer to work and family.'
She said the Melbourne $600,000 to $900,000 market, where many first-home buyers operate, remained 'relatively soft' — giving young buyers a rare opportunity to purchase without fierce competition.
However, independent property economist Cameron Kusher warned the policy could have unintended consequences.
'It would definitely help first-home buyers in the short term,' Mr Kusher said.
'But if you boost borrowing capacity, you inevitably boost prices too, and that could make it even harder for the next group trying to get in.'
Mr Kusher said while a 5 per cent lift in borrowing power was meaningful for buyers on the cusp, it would not fundamentally reshape the market.
He said the real solution to housing affordability was unlocking more supply, not just tweaking lending rules.
Both Ms Bakos and Mr Kusher said the serviceability buffer should be reviewed regularly to reflect changing economic conditions, rather than staying at emergency settings indefinitely.
The FBAA has urged both major parties to commit to a review of the buffer ahead of the federal election.

The increase means about an extra $20,000 come retirement time. The test-case 30-year-old needs to be on at least the median wage though, which is about $75,000. The average Australian wage is $102,741. 'With the 12 per cent super guarantee coming in, we can now say that the system foundations are cemented for young, working people to have a comfortable retirement,' Ms Delahunty said. 'It's a moment all Australians should be proud of.' A comfortable retirement means being able to pay for health insurance, a decent car, phone and internet, regular leisure activities, an annual domestic holiday and an international holiday every seven years. A retiring renter needs an extra 30 per cent. As well as being positive news for Australians only a decade or two into their working lives, the super guarantee increase to 12 per cent has also been heralded as a win for women. Modelling on the change, done by super fund HESTA, projects the increased payments will enhance the stark difference between younger women and women retiring now. Under HESTA's modelling, a woman starting her career in 2025 was now projected to have $712,000 of super when she retired; $411,000 more than the average female retiring this year. At the moment, the average Australian male aged in his early 60s has $395,000 in super, versus $313,360 for women.

A record number of Australians experiencing 'very distressed' financial situations have reached out for debt support, and the pressures are showing no signs of abating. The National Debt Helpline had more than 168,000 people reach out during the 2024-25 financial year. It marks a record high with the most calls and chat messages since 2018-19. 'It's really telling us that people are struggling more than ever,' helpline coordinator Vicki Staff told AAP. The key issues weighing on Australians are housing stress, including mortgages, rent rates and strata or body corporate costs. Utilities including electricity, gas and water costs are among the other concerns as well as problematic credit card debt, personal loans and owing the Australian Taxation Office. Each state and territory can have a different order of the most prominent financial stress. 'You might find that in one state, utilities are actually coming through as the number one presenting issue, and then maybe housing number two,' Staff said. The current financial issues are different to those experienced in 2018-19 when rental stress, strata and body corporate costs were not reported as key pressures. Personal loans were also not a predominant issue in 2018-19. Instead, Buy Now Pay Later schemes were weighing on Australians. When Australians call the debt helpline, it is when they believe they have exhausted all their options to solve their financial woes. 'People have really done their best ... to cope with this cost of living crisis, but eventually they get to a point where they can't think of what else to do,' Staff said. 'It seems pretty insurmountable. They're usually in a highly stressed state.' But the debt crisis shows no sign of slowing, with 15,000 people already seeking support in July for the new financial year. There is hope the Reserve Bank of Australia will lower interest rates — currently at 3.85 per cent — later in 2025, which would ease some pressure on households. The central bank looks set to shave 25 basis points off the cash rate when it meets next week. The National Debt Helpline offers financial counselling and self-help guides to help provide options to overcome difficult financial situations.

Privacy watchdog sues Optus over mass data breach

As the matter is now before the Australian courts, Optus will not be commenting further at this time.' Optus is already facing Federal Court claims by Australia's communications watchdog, the Australian Communications and Media Authority, over the cyberattack. The watchdog claims Optus should have known it had a flaw in its system four years before its customers' data was stolen in 2022. The cyberattack kicked off a hellish period for Australia's second-largest telco, which suffered a separate 12-hour outage about a year later. Optus lost thousands of customers as a result of the outage and CEO Kelly Bayer Rosmarin and other top executives resigned soon after. Bayer Rosmarin was later replaced by former NBN Co chief Stephen Rue. The Optus breach also led to tougher penalties for serious or repeated breaches of customer data; organisations that fail to adequately protect people's data now face fines of $50 million or more. The peak communications consumer body, ACCAN, said it was hopeful the court action would drive cultural change in the telco sector. In June, Optus agreed to pay $100 million in penalties over 'unconscionable conduct' related to selling vulnerable customers products they could not afford or use. 'This court action demonstrates how far short Optus fell from what consumers expect and deserve from their telcos,' ACCAN chief executive Carol Bennett said. 'We have a long way to go to remedy the sorts of practices and behaviours we have seen from Optus over the past few years. It paints a picture of a telco that has lost sight of its obligation to consumers in delivering an essential service that consumers need and rely upon. 'Changing that culture won't be easy and this very significant action from [the Information Commissioner's office] is yet another wake-up call … It seems Optus have been asleep at the wheel when it comes to accepting their moral and ethical responsibility to Australians.' Loading Tom Sulston, the head of policy of lobby group Digital Rights Watch, also welcomed the action and said businesses should be minimising the amount of personal information they store, and the period for which they hold it. He also described the move as a further case for privacy reform. 'As a rule, companies do tend to hang on to more information than they need and for longer than they need it. Some of that is due to regulation – such as metadata retention – but plenty is down to companies' desire to find ways to monetise our information,' he said.
