
AP govt to revamp Bar Policy; new guidelines effective from Sept 1
Sources indicated that the government is considering further relaxation of existing rules to facilitate the establishment of more bars across the state. The policy is also expected to promote the setting up of bars in tourism areas under liberalised conditions. Additionally, the feasibility of allowing relocation of existing bars from one area to another is being studied.
With the current Bar Policy set to expire on Aug 31, the group of ministers (GoM) on excise policy convened a crucial meeting to deliberate on the framework of the upcoming Bar Policy.
The meeting was conducted in hybrid mode. While excise minister Kollu Ravindra and energy minister Gottipati Ravikumar attended the meeting at the secretariat, civil supplies minister Nadendla Manohar, MSME minister Kondapalli Srinivas, and health Minister Satya Kumar Yadav participated virtually.
Principal secretary (excise) Mukesh Kumar Meena briefed the GoM on representations received from key associations, including the AP State Wine Dealers Association, AP Star Hotels Association, and the AP Hotels Association.
He outlined historical sales trends, previous bar disposal methods, and the financial implications of various proposed policy models, focusing on revenue impact and operational feasibility.
Director of Prohibition and Excise Nishant Kumar delivered a detailed presentation on the current Bar Policy (2022–25). He discussed the license disposal system, annual license fees, and bar-to-population ratios. Currently, about 840 standalone bars and 50 establishments in star hotels and microbreweries are operating under the policy.
It was noted that 44 bar licenses were not renewed during the current policy period.
He also presented a comparative analysis of bar policies in Telangana, Karnataka, Tamil Nadu, Maharashtra, Uttar Pradesh, Rajasthan, and Kerala.
Civil Supplies Minister Nadendla Manohar sought updates on the implementation of the current shop policy and its possible implications for bar operations. Health Minister Satya Kumar Yadav recommended that the tourism department be consulted to strengthen tourism linkages in the new policy.
MSME Minister Kondapalli Srinivas emphasized the need to encourage new entrepreneurs to enter the food and beverages sector.
Energy minister Gottipati Ravikumar highlighted the growing need to consider bar relocations in light of expanding industrial corridors across the state. "The excise department will incorporate suggestions from the ministers to further refine the draft policy. A revised proposal will be prepared before the final Bar Policy is approved and notified," said a senior official. The meeting was also attended by Enforcement director Rahul Dev Sharma, additional commissioner M Deva Kumar, joint commissioners and other senior officials from the excise department.

VIJAYAWADA: Chief Secretary K Vijayanand clarified to District Collectors that the State government's intention is for Margadarshis (mentors) to adopt Bangaru Kutumbams voluntarily, without coercion. He directed officials to complete the needs assessment survey within two days. During a video conference from the State Secretariat on Thursday, the CS reviewed the Swarna Andhra P-4 Foundation, MSME park establishment at the constituency level, land issues related to key projects, district-level logistics plans, and PPP-mode projects. He emphasised the goal of adopting 15 lakh Bangaru Kutumbams by August 15. So far, 10.10 lakh have been adopted. He said that public representatives and officials have already been briefed on Swarna Andhra P-4 at the Chief Minister's level, leaving no room for ambiguity. A special handbook has been prepared to clarify the programme and has been shared with all District Collectors. They were instructed to ensure that field officers and staff also receive it and understand the content to implement the initiative effectively. Regarding PPP-mode projects, the CS instructed Collectors to prioritise land identification. He noted that sufficient budgetary allocations have been made for these projects, and urged Collectors to identify suitable land within urban local bodies and upload details to the website Industries Secretary N Yuvraj, through a PowerPoint presentation, addressed land-related issues and logistics plans for establishing 175 MSME parks, one per Assembly constituency, by 2027–28. He informed that Collectors have already identified land for 98 parks, and foundation stone laying and inauguration ceremonies have been completed for 54. The CS urged all officials to work in coordination and ensure the timely implementation of these initiatives, which are crucial for the State's development goals under the Swarna Andhra vision.

Rs 400 cr distributed in one year: Gottipati
Addanki: Energy Minister Gottipati Ravi Kumar announced that Andhra Pradesh is providing unprecedented financial assistance to the public through the Chief Minister's Relief Fund (CMRF), unlike any other state in the country. The minister toured the Addanki constituency on Thursday and interacted with various party workers. At the guest house in Puttavaripalem village of Santamaguluru mandal, the minister distributed CMRF cheques and Letters of Credit (LOCs) to beneficiaries. Sixteen beneficiaries received cheques, while eligible recipients were handed LOC documents worth Rs 34 lakh. Vijayawada: Chief secretary K Vijayanand has directed district collectors to complete a needs assessment survey for the 'Bangaru Kutumbam' (Golden Families) adoption under P4 initiative within two days. He clarified that the programme is strictly voluntary and that no one should be forced to adopt a family. The chief secretary held a video conference with district collectors and relevant department secretaries to review the progress of several key government initiatives. These included the Swarna Andhra P-4 Foundation, the establishment of MSME parks, land acquisition for major projects, district-level logistics plans, and Public-Private Partnership (PPP) projects. Vijayanand said the goal is for mentors to adopt 15 lakh Bangaru Kutumbams by August 15, with 10.10 lakh adoptions already completed. He emphasised that the needs assessment survey, which will identify the requirements of these families, must be finished promptly to facilitate support. To ensure clarity on the Swarna Andhra P-4 Foundation, the Chief Secretary noted that a special handbook has been prepared and shared with all district collectors.
