
EV sales soar as Trump axes $7,500 tax credit: 'People are rushing out' to buy, analyst says
Legislation championed by Republicans on Capitol Hill and signed by President Donald Trump in July eliminates the tax breaks — available for new, used and leased EVs — after Sept. 30.
The Biden-era Inflation Reduction Act had originally offered the tax breaks to consumers through 2032.
'We're expecting Q3 may be [a] record for EV sales because of the tax incentives going away,' said Stephanie Valdez Streaty, a senior analyst at Cox Automotive.
'People are rushing out' to buy, she said.
'Significant volume' of EV sales
Consumers purchased nearly 130,100 new EVs in July, the second-highest monthly sales tally on record, behind roughly 136,000 sold in December, according to Cox Automotive data. The July figures represent a 26.4% increase from June and nearly 20% increase year-over-year, Streaty said.
The share of EV sales in July also accounted for about 9.1% of total sales of passenger vehicles that month, the largest monthly share on record, according to Cox.
'We're seeing significant volume in new EVs,' said Liz Najman, director of market insights at Recurrent, an EV marketplace and data provider.
Meanwhile, there were nearly 36,700 used EVs sold in July, a record monthly high, Cox data shows.
Specific EV models — the Chevy Equinox EV, Honda Prologue and Hyundai IONIQ 5 — also saw record-breaking sales last month, Najman said.
There were 8,500 Equinox EVs sold in July, the highest monthly EV total in the U.S. for any model outside of Tesla, which is the market leader, Najman said.
(This comes as Tesla's sales have declined for two consecutive quarters, by about 12% year-over-year in Q2 and 9% in Q1, according to Cox data.)
$7,500 tax credit puts EVs near price parity
The tax credits — worth up to $7,500 for new EVs and $4,000 for used EVs — aim to make EV purchases more financially enticing for consumers.
The EV tax breaks were one of many policies the Biden administration adopted to try try to cut U.S. greenhouse gas emissions. The transportation sector is the largest source of U.S. greenhouse gas emissions.
EVs are 'unambiguously better' for the environment than traditional cars with an internal combustion engine, according to the Massachusetts Institute of Technology.
However, while EVs tend to be cheaper over the lifecycle of car ownership relative to traditional gasoline vehicles, they generally carry a higher upfront cost, analysts said.
The average transaction price for all new passenger vehicles (aside from battery electric vehicles) in July was $48,078, according to Cox data.
The average for new EVs was $55,689, before any dealer incentives and tax credits, Cox said. If the purchase were to qualify for the full $7,500 tax credit, it'd be near price parity, around $48,189.
The price gap between EV and gasoline cars 'no longer exists,' Tom Libby, an analyst at S&P Global, wrote in July. The disappearance of the federal tax credits 'jeopardizes' price competitiveness, he wrote.
States and utilities may offer additional financial incentives for EVs, depending on where consumers live, analysts said.
EV dealers boost incentives
Dealers are also seeking to capitalize on the upcoming Sept. 30 deadline, stoking a sense of consumer urgency to boost sales, analysts said.
″$7,500 Federal Tax Credit Ending,' was in bold lettering at the top of Tesla's home page as of early afternoon Friday. 'Limited Inventory — Take Delivery Now,' the automaker wrote underneath.
Sept. 30 is the date by which consumers must take ownership of the car (essentially, be driving it off the lot) to qualify for an EV tax credit.
Beyond the tax breaks, dealers are also offering relatively generous financial benefits to entice consumers.
They provided about $9,800 of additional financial incentives, on average, to new-EV buyers in July, worth about 17.5% of the average transaction price, Cox data shows.
That share is the highest percentage dating to October 2017, which was before the 'new era of EV adoption' when monthly sales volume was quite low, Streaty said.
EV sales are likely to 'collapse' in the fourth quarter of 2025, once the tax credit expires and the market adjusts to a new financial reality, she said.
Used EVs are likely to be a bright spot in the near term, analysts said.
Growth has been accelerating, and most buyers today already don't qualify for the $4,000 tax break.
″[A]pproximately one-third of used EVs qualified for the incentive anyway,' Cox Automotive wrote last month. 'With availability growing and incentives for new EVs expected to fall, the used EV market may grow faster in the quarters ahead.'

By Kevin Buckland TOKYO (Reuters) -The U.S. dollar held steady on Tuesday, with markets braced for a key consumer inflation report later in the day that could shape expectations for Federal Reserve interest rate cuts. The Australian dollar was steady hours before a policy decision by the Reserve Bank of Australia. The U.S. dollar index - which measures the currency against six counterparts, including the euro and yen - was steady at 98.497 as of 0046 GMT, after advancing 0.5% over the past two sessions. Prior to that, the dollar had retreated as U.S. President Donald Trump's dovish-leaning pick to replace a Fed governor, and similarly inclined potential candidates for chairman, led traders to increase easing bets. In addition, Fed officials have sounded increasingly uneasy about the labour market, signalling their openness to a rate cut as soon as September. Cooling inflation could cement bets for a reduction next month, but if signs emerge that Trump's tariffs are fuelling price pressures, that might keep the central bank on hold for now. Traders currently put the odds of a quarter-point cut on September 17 at about 89%. "Risk-reward heading into U.S. CPI this week is for a modest USD bounce as any upside surprise will challenge market pricing of almost a full cut by September," TD Securities strategists wrote in a research note. "A downside surprise, on the other hand, is unlikely to move Fed pricing and the USD as much," they said. "The reasoning is that for the Fed to consider an outsized cut of 50 basis points, the catalyst will be further deterioration in the labour market and not a downside CPI miss." Economists polled by Reuters expect core CPI to have risen 0.3% in July, pushing the annual rate higher to 3%. The greenback rose 0.1% to 148.28 yen on Tuesday. The euro was flat at $1.1615. The dollar on Monday largely ignored Trump's signing an executive order extending a pause in sharply higher tariffs on Chinese imports for another 90 days, a move that some market participants said was expected. With the United States and China seeking to close a deal averting triple-digit import tariffs, a U.S. official told Reuters that chip makers Nvidia and AMD had agreed to allocate 15% of China sales revenues to the U.S. government, aiming to secure export licences for semiconductors. The yuan was flat at 7.1935 per dollar in offshore trading. The Aussie fetched $0.6518 , little changed from Monday with economists and investors widely expecting a quarter-point rate reduction from the RBA, after second-quarter inflation came in weaker than expected and the jobless rate hit a 3-1/2-year high. However, the risk of a surprise has been amplified by a change in decision-making at the central bank, and many traders were caught out when the policy board refrained from lowering rates last month. Trump extends tariff truce with China for 90 days
US President Donald Trump has ordered a 90-day extension to a US-China tariff truce, hours before it was due to expire – keeping higher duties on hold until November 10 as both sides continue trade talks. US President Donald Trump on Monday ordered a delay in the reimposition of higher tariffs on Chinese goods, hours before a trade truce between Washington and Beijing was due to expire. The White House's halt on steeper tariffs will be in place until November 10. "I have just signed an Executive Order that will extend the Tariff Suspension on China for another 90 days," Trump wrote on his Truth Social platform. While the United States and China slapped escalating tariffs on each other's products this year, bringing them to prohibitive triple-digit levels and snarling trade, both countries in May agreed to temporarily lower them. Their 90-day halt of steeper levies had been due to expire Tuesday. Around the same time that Trump confirmed the new extension, Chinese state media Xinhua news agency published a joint statement from US-China talks in Stockholm saying it would also extend its side of the truce. China will continue suspending its earlier tariff hike for 90 days starting August 12 while retaining a 10-percent duty, the report said. It would also "take or maintain necessary measures to suspend or remove non-tariff countermeasures against the United States, as agreed in the Geneva joint declaration," Xinhua reported. In the executive order posted Tuesday to its website, the White House reiterated its position that there are "large and persistent annual US goods trade deficits" and they "constitute an unusual and extraordinary threat to the national security and economy of the United States." The order acknowledged Washington's ongoing discussions with Beijing "to address the lack of trade reciprocity in our economic relationship" and noted that China has continued to "take significant steps toward remedying" the US complaints. The 90-day extension means the truce is now set to expire just after midnight on November 10. - Trump-Xi summit? - "Beijing will be happy to keep the US-China negotiation going, but it is unlikely to make concessions," warned William Yang, an analyst at the International Crisis Group. He believes China sees its leverage over rare earth exports as a strong one, and that Beijing will likely use it to pressure Washington. US-China Business Council president Sean Stein said the current extension is "critical to give the two governments time to negotiate an agreement" providing much-needed certainty for companies to make plans. A trade deal, in turn, would "pave the way for a Trump-Xi summit this fall," said Asia Society Policy Institute senior vice president Wendy Cutler. But Cutler, herself a former US trade official, said: "This will be far from a walk in the park." Even as both countries reached a pact to cool tensions after high level talks in Geneva in May, the de-escalation has been shaky. Key economic officials convened in London in June as disagreements emerged and US officials accused their counterparts of violating the pact. Policymakers met again in Stockholm last month. Trump said in a social media post Sunday that he hoped China will "quickly quadruple its soybean orders," adding this would be a way to balance trade with the United States. As part of their May truce, fresh US tariffs targeting China were reduced to 30 percent and the corresponding level from China was cut to 10 percent. Separately, since returning to the presidency in January, Trump has slapped a 10-percent "reciprocal" tariff on almost all trading partners, aimed at addressing trade practices Washington deemed unfair. This surged to varying steeper levels last Thursday for dozens of economies. Major partners like the European Union, Japan and South Korea now see a 15-percent US duty on many products, while the level went as high as 41 percent for Syria. The "reciprocal" tariffs exclude sectors that have been targeted individually, such as steel and aluminum, and those that are being investigated like pharmaceuticals and semiconductors. They are also expected to exclude gold, although a clarification by US customs authorities made public last week caused concern that certain gold bars might still be targeted. Trump said Monday that gold imports will not face additional tariffs, without providing further details. The president has taken separate aim at individual countries such as Brazil over the trial of former president Jair Bolsonaro, who is accused of planning a coup, and India over its purchase of Russian oil.
