Ahmedabad: After a thorough investigation for two years, the
Central Bureau of Investigation
(CBI) absolved a scientist with the Institute of Plasma Research (IPR), who was accused by his institute and its director of cheating and corruption.
As the CBI did not find any prosecutable evidence against Subrata Pradhan for the charge of quid pro quo, it filed a closure report in the court last year. The complainant director and the institute did not raise any objection to the CBI's summary, and the special court accepted the report.
After Pradhan approached the Gujarat high court over alleged harassment by his superior, he, along with other colleagues, was accused of criminal conspiracy, cheating, and corruption by the institute's director,
Shashank Chaturvedi
, in 2022.
The CBI booked Pradhan under IPC and the Prevention of Corruption Act.

In 2024, the CBI filed a closure report in the court stating that while certain procedural lapses were observed, the allegations levelled in the FIR were not proved, and no prosecutable evidence was found against the accused. Specifically, the investigation found no evidence of "quid pro quo" against the officials. The procurement processes were routed through various committees, including the need aspect committee, tender award committee, and senior purchase committee.
The CBI's finding regarding Pradhan's innocence was accepted by IPR's governing council, and Chaturvedi also formally accepted the conclusion and explicitly said that he had no objection to the acceptance of the closure report.
"In view of the detailed investigation carried out by the CBI, the findings of no prosecutable evidence and absence of 'quid pro quo', and the unequivocal consent for acceptance of the closure report from the IPR and the original complainant," the court said while accepting the closure report against the scientist.

Agency: PTI Shimla, Aug 2 (PTI) A man losing Rs 38 lakh to 'escape" an income tax raid, a father giving Rs 93 lakh to 'save" son in a rape case — these are among the cases of digital arrest scam reported in the cyber crime police station in Shimla. Digital arrest scam is a form of fraud that preys on fear and misinformation, where the scammers pretend to be judges, police or CBI officers and extort money from the victims by threatening to implicate them in cases of drug trafficking, money laundering, rape, etc. A total of 12 cases of so-called 'digital arrest" were reported in the state in 2024 and 2025, and a total of Rs 5.91 crore were taken from the victims, out of which Rs 33 lakh have been recovered, Superintendent of Police (SP), State CID, Cyber Crime, Dinesh Kumar told the PTI on Saturday. 'It was a normal call, and the caller, introducing himself as an officer, told me that an amount of Rs six crore has been deposited in my bank account and the income tax team is on its way to my house. I was duped of Rs 38 lakhs after three days of digital arrest to resolve the issue", said a victim, whose case was registered on July 7. In another case, a man shelled out Rs 93 lakh to save his son from being framed in a rape case. He received a call in which the officers told him that his son was involved in a rape case and his mobile was switched off. The culprits extracted money by taking advantage of the victim's fear, police added. The recovery of the money is less as the victims turn to the police very late, Kumar said. The cyber frauds create a fake background of offices and impersonate as court, police and CBI officers by wearing uniforms during their video calls to trick victims into transferring money, he added. Cautioning the general public, Sharma cited a few examples of digital arrest fraud and said that scammers also send fake email messages. Another is a fake parcel case scam in which the fraudsters call and say that a suspicious or illegal package has been found with the victim's name. They sometimes claim that a bank account opened in the victim's name is involved in money laundering or illegal transactions. The cybercriminals pretend to be police officers, CBI agents or cyber cell officers and appear in proper uniform in an office background, wearing ID cards and tell the victim that they are being digitally arrested, Kumar said. The state cyber police has advised the general public not to answer calls from unknown or suspicious numbers, not to transfer money out of fear, immediately inform the local police station and report to the National Cyber Crime Helpline at 1930 and also inform your family members about the scam. A special CBI court in Panchkula has allowed the cross-examination of a key witness in the alleged forcible castration case against Dera Sacha Sauda chief Gurmeet Ram Rahim Singh to be conducted via video conferencing, observing that travel from the United States would cause 'extreme inconvenience' and involve 'huge expenses'. The witness, who is also the complainant and a whistleblower in the case, is currently residing in the US. He had moved an application citing security concerns and logistical challenges in appearing physically. His request was opposed by the accused, who argued that the application was not maintainable and could prejudice his right to a fair trial. However, Special Judicial Magistrate Anil Kumar Yadav, in an order passed Friday, said, 'The present application… for permitting him to get his testimony recorded through Video Conferencing… deserves to be allowed… on the ground of long distance of more than 13,000 kms, on the ground of huge travelling expenses… and extreme inconvenience' The complainant has alleged that he was among 400 sadhus who were forcibly castrated by Ram Rahim with the help of doctors 'in the name of realization of God'. His petition to the Punjab and Haryana High Court in 2012 had led to a CBI probe and subsequent charges against Ram Rahim and two others. The court rejected the defence's contention that the application should have been moved by the prosecution, stating: 'Even the witness does have right to move such application… in view of the case laws relied upon.' The defence had also accused the witness of using the application as a means to secure asylum in the US and argued that he had earlier deposed without raising safety concerns. The court dismissed this as 'not tenable', noting, 'Whether (the applicant) is eligible for asylum or not in USA is a matter to be decided by the US authorities.' Noting that 'courts should adopt a pragmatic approach to facilitate dispensation of justice', the court observed, 'In all cases relied upon… there has been consistent view… that… the facility of Video Conferencing should be allowed… not even a single case… has been denied… by Hon'ble Punjab & Haryana High Court or… Supreme Court of India.' To facilitate the cross-examination, the court directed the CBI's investigating officer to coordinate with the Ministry of External Affairs and the Indian Consulate in the US 'to ensure availability of a secure place' for deposition. The court also asked the CBI to provide a document visualizer and equipment to preserve the audio-visual testimony. The court clarified that the defence will have to submit documents to be used during cross-examination one day in advance and prepare their questionnaires beforehand, in line with the procedure laid down by the High Court in Parminder Singh vs Sukhminder Singh. 'Inconvenience caused to the defence counsel in putting the documents… pales in comparison to the inconvenience caused to the witness in coming from USA… incurring huge traveling expenses,' the court said. The next date of hearing will be fixed after coordination with the Indian Consulate, the order said.
