The Federal Board of Revenue (FBR) has made a steady start to the fiscal year by achieving its first-month target, collecting Rs755 billion in revenues on the back of improved performance in indirect taxes, as both the tax machinery and traders await clarity on several unresolved issues.
The provisional collection exceeded the monthly target of Rs748 billion by around Rs7 billion, according to figures compiled by FBR headquarters on Thursday evening. Compared to last year, the collection was Rs96 billion, or nearly 15%, higher, which was a decent growth rate but still falling short of the pace required to meet the annual target.
The government has set a Rs14.13 trillion revenue target for the current fiscal year, requiring a 20% increase over the previous year. The FBR is relying on improved enforcement measures and the recovery of taxes tied up in litigation. The business community has agitated against new legal powers allowing arrests on suspicion of sales tax fraud. It has also opposed legal provisions permitting the addition of half of all cash expenses over Rs200,000 back into taxable income. Another contentious issue is the deployment of tax inspectors at business premises, which contradicts the government's claim of digitally tracking sales and production.
Last week, the business community strongly criticised the government's attitude, objecting to being labelled as "thieves" and "mafias."
To resolve issues with the business community, the government formed a committee that recommended reconciliatory measures to Prime Minister Shehbaz Sharif. These included raising the cash expense threshold to Rs2.5 million and establishing a grievance committee to address complaints of excessive surveillance of business premises. The FBR had pledged to issue an explanatory note by July 24 to address the business community's concerns, but it failed to meet the deadline.
FBR Chairman Rashid Langrial did not attend office this week due to "health reasons." However, he continued to hold meetings virtually and attended one session at the finance ministry with foreign diplomats. Dr Hamid Ateeq Sarwar, FBR's Member Inland Revenue Operations, officially retired from service last week but is still attending office as the government moves to reappoint him on a contractual basis.
It is expected that Dr Sarwar will continue overseeing the operations wing regardless of his formal title. However, there is uncertainty in this regard, as the acting charge of Member Operations has been given to the Member Administration, who is reportedly not handling the operational duties. Pakistan's economy continues to experience sluggish growth due to stabilisation policies implemented on the instructions of the International Monetary Fund (IMF). Despite this, the FBR has managed to extract revenue from the system.
Details show the FBR met its collection targets for sales tax and customs duties but missed the goals for income tax and federal excise duty. Tax authorities collected approximately Rs300 billion in income tax, Rs15 billion short of the target. However, the collection was still Rs16 billion, or 5.6%, higher than last year. One reason for missing the target was the large advance payments collected in June to help meet the revised annual goal. The government has also slightly reduced income tax rates for salaried individuals.
Sales tax collections reached Rs302 billion, which were Rs12 billion higher than the target, and were Rs46 billion, or 18%, higher than the previous year. Federal excise duty collections stood at Rs46 billion, Rs5 billion below the target. The shortfall was attributed to high duty rates on various products, including beverages, which adversely affected company sales. Nonetheless, excise duty receipts were Rs9 billion, or one-fourth higher than the previous year.
Customs duty collections surged to Rs106 billion, exceeding the target by Rs14 billion. The increase was partly due to the clearance of cargoes previously withheld by importers in anticipation of reduced duties. The collection was also Rs25 billion or nearly one-third more than the last fiscal year. Customs duty revenues are directly tied to import volumes, which in turn depend on foreign currency availability.
Imports are expected to accelerate as the government gradually opens the economy to foreign competition by lowering import tariffs.

The federal government has issued new instructions to pacify the protesting business community and decided to gradually ban major purchases, would treat cash deposits as digital transactions, and linked the use of enforcement powers with consent of the grievances redressal committees. The Federal Board of Revenue (FBR) has issued two separate circulars to explain the taxation measures introduced in the budget and give effect to the understanding reached with the business community. The government has tried to address the concerns of the traders by softening the harsh provisions of the tax laws related to enforcement measures with subordinate legislation. According to the explanatory circular, the FBR maintained that "the board will also ensure that the provisions related to enforcement are carried out in a judicious manner with the redressal committees, consisting of representatives of business community and the Board". The traders closed shops in Lahore and Karachi last month against the government measures including giving the FBR arrest powers in tax fraud cases, allowing it to treat half of the cash expenses over Rs200,000 as income, deploying taxmen in business premises and authorising them to arbitrarily reduce tax refund claims. The FBR has now modified its position on cash expenses and stated that "when a person, whether a national tax number holder or otherwise, deposits the cash against invoices in the bank account of the seller, the payment shall be treated as having taken place through banking channel and no disallowance of the expenditure will be made in this regard under this clause". The explanation through subordinate legislation suggests a significant change in the FBR's earlier stance. The FBR, however, added that the expenditure disallowance power was aimed at enabling the formal sector to capture more market share as compared to that of the informal sector. It further said that this provision will not apply to agricultural produce unless it is sold by middle men. This provision also authorises the board to exempt any class of persons subject to conditions and limitations as it deems appropriate. While explaining the powers to arrest in tax fraud cases, the FBR said that the powers and procedure of inquiry and investigation in cases of sales tax fraud and other offences warranting prosecution under the Sales Tax Act have been streamlined. Warrant of arrest may be issued only after approval from a committee, comprising of three members of the FBR, as may be notified by the chairman, and that too only in the cases where fraud involves amount exceeding Rs50 million and nature of the fraud falls within the ambit of any of the first six sub clauses of the clause (37) of section 2, it added. The FBR said that the officer can only arrest a person, if there is a chance that the accused may tamper with documents, the accused may abscond and the accused does not help investigations despite three served notices However, the explanatory circular also underlined that the tax commissioner can obtain subscriber's information pertaining to the internet protocol in connection with any inquiry or investigation in tax fraud cases from any internet service provider, telecommunication companies and the Pakistan Telecommunication Authority (PTA). The FBR further said that sufficient safeguards have been introduced and multiple approvals are required at inquiry stage as well as investigations stage to prevent the misuse of the provisions of prosecution. The FBR has also altered the mechanisms that it had defined to use artificial intelligence for the purpose of identifying tax evasion by authorising its officers to reduce the amount of sales tax refund claims. The FBR had taken the authority to fix a certain limit of input tax adjustment based on Compliance Risk Management (CRM). The FBR said that now the "input restrictions and conditions shall not be altered without meaningful consultation with the business and trade representatives related to the sector for which such action is intended". The explanation implies that if the FBR has any doubts about the attempt to evade taxes by claiming higher refunds, it would first consult with chambers before making any decision. Last month, the FBR had given nearly 11,000 nudging notices on sales tax anomalies being identified through the CRM system. The FBR also explained its enforcement powers against hard to tax persons and promote documentation of the economy. It added that these measures include bar on the operation of bank accounts, bar on the transfer of immovable property, sealing of business premises, seizure of immovable property and appointment of a receiver. "However, these enforcement measures shall be carried out in conformity with natural principles of justice and in a sequential manner to avoid undue hardships", the FBR explained. It further stated that before taking any extreme measure like freezing bank accounts or business premises, a public notice of hearing will be given and hearing will be conducted jointly by a concerned representative of the chamber of commerce and trade and concerned officer of Inland Revenue. Such decisions will also be made public by placement on FBR's website and newspapers, it added.

Prime Minister Shehbaz Sharif on Monday announced a Rs4 billion relief package for Gilgit-Baltistan (G-B) to help the region cope with recent flood devastation and instructed for establishing an advanced weather alert system to minimise losses in any future eventuality. The prime minister visited G-B to take stock of the devastation caused by persistent heavy rainfall, landslides, and flooding. During his visit, he chaired high-level meetings and also discussed the status of ongoing development projects with the local leadership. The country's northern and central regions have witnessed heavy rains since the monsoon season began in the last week of June. According to the National Disaster Management Authority (NDMA), these rains and subsequent flash floods have resulted in 299 deaths nationwide. Last week, the G-B government declared a state of emergency in 37 flood-ravaged areas across the region. The catastrophic flash floods have claimed at least 10 lives, left several tourists missing, and caused an estimated Rs20 billion in damages. G-B government spokesperson Faizullah Faraq had appealed for federal support in the wake of the massive devastation, expressing hope that the national leadership would step in to assist the victims and help heal their wounds. Speaking at a ceremony in Gilgit on Monday, Prime Minister Shehbaz announced the Rs4 billion package for relief and rehabilitation in the flood-hit areas. He also distributed cheques among the families of those who were killed in the recent floods and rains. Shehbaz directed that work on repairing damaged roads, infrastructure, and other development projects in the area be accelerated. He assured that the federal government would continue to collaborate with the G-B government in its relief efforts. Meanwhile, chairing a meeting on rehabilitation work, the prime minister emphasised the need for early warning systems, preparedness for relief operations, and the construction of climate-resilient infrastructure in vulnerable areas, keeping in view the challenges of climate change. "The NDMA and the Ministry of Climate Change should jointly establish a forecasting and monitoring centre for Gilgit-Baltistan in the coming months," the prime minister told the meeting. He added that a comprehensive system must be developed for immediate rescue and assistance in emergencies. During the meeting, the provincial administration and the NDMA chairman briefed the prime minister on the losses caused by the heavy monsoon rains, the expected weather conditions, and the actions taken so far. The Ministry of Climate Change informed the meeting about the progress on installing an early warning system for Glacial Lake Outburst Floods (GLOF), while the Ministry of Communications provided a briefing on the damage to roads, bridges, and other infrastructure. The prime minister instructed that all damaged infrastructure should be rebuilt with climate resilience in mind. He directed the NDMA to cooperate with the Ministry of Climate Change to complete the installation of the early warning system within the next two months. Regarding development projects, the prime minister announced that Daanish Schools would be established in Gilgit-Baltistan. He also mentioned that he was personally overseeing the solar power project approved by the Central Development Working Party for the region. During his daylong visit, the prime minister met with G-B Governor Mehdi Shah, who apprised him of the post-flood situation. Pakistan on Monday unequivocally condemned the recent storming of the Al-Aqsa Mosque by Israeli ministers, accompanied by settler groups and shielded by Israeli police. "This sacrilege against one of Islam's holiest sites is not only an affront to the faith of over a billion Muslims, but also a direct assault on international law and the collective conscience of humanity," Prime Minister Shehbaz Sharif wrote on his X timeline. He said that such systematic provocations by the occupying power, coupled with reckless calls for annexation, imperil the prospects for peace. The prime minister said that Israel's shameless actions were deliberately inflaming tensions in Palestine and the wider region, pushing the Middle East closer to further instability and conflict. "Pakistan reiterates its urgent call for an immediate ceasefire, an end to all acts of aggression, and the revival of a credible peace process leading to an independent and viable State of Palestine, with Al-Quds Al-Sharif as its capital, under international law and relevant UN resolutions," Prime Minister Shehbaz added. Separately, Islamabad has strongly condemned the provocative and deeply offensive desecration of Al-Aqsa Mosque by thousands of Israeli settlers, including senior ministers, officials, and Knesset members, under the protection of Israeli occupying forces. In a statement, Foreign Office Spokesperson Shafqat Ali Khan said the presence and statements of senior Israeli officials, and the repugnant declaration that "the Temple Mount is ours," are a dangerous and deliberate attempt to provoke religious sentiments across the world, escalate tensions, and alter the status of Al-Aqsa Mosque.
