2022 flood victims: ADB, Sindh govt launch ‘business recovery' initiative

HYDERABAD: The Asian Development Bank (ADB) in collaboration with the Government of Sindh has launched a significant business recovery and empowerment initiative aimed at families affected by the 2022 floods.
A delegation from ADB, led by Gender Specialist Judha Bukhari, visited Hyderabad and held a strategic meeting at the office of the Hyderabad Chamber of Small Traders & Small Industry (HCSTSI).
During the meeting, detailed discussions were held on a new Rs. 440 million project that focuses on business support, skills training, and financial assistance for flood-affected households. She informed participants that approximately 2.1 million families were impacted by the 2022 floods.
In the initial phase, more than 6,000 families will be supported to start small businesses tailored to their needs and capabilities. 'Each family will receive financial assistance ranging from Rs. 100,000 to Rs. 300,000 or more, depending on the viability of their business ideas,' she stated. 'The objective of this initiative is to empower vulnerable communities by enabling them to become self-sufficient through sustainable livelihoods.'
She also highlighted that the core purpose of the meeting was to gather practical business ideas and develop an effective local strategy in collaboration with the community. She appreciated the support extended by HCSTSI for the upcoming business survey in Hyderabad and described the partnership as a model for impactful collaboration.
Speaking on the occasion, HCSTSI Acting President, Ahmed Idrees Chohan lauded the initiative as a 'timely and commendable joint effort by ADB and the Government of Sindh.' He emphasized that the program would particularly benefit women and youth, helping them achieve financial independence.
'Small-scale business models such as sewing machine distribution for home-based women, tailoring services, tiff in services, and e-commerce training can help individuals market their products on digital platforms,' He said. He also stressed the need to promote the establishment of new industries where flood-affected individuals can find employment and contribute to national economic growth.
HCSTSI Vice President Shan Sehgal added that small-scale hospitality and food ventures can have a strong impact. Citing the example of Bangladesh, he noted that millions of women there have become self-reliant through microenterprises a successful model that Pakistan can also adopt. He further suggested that technical training and marketing skills should be imparted to youth, enabling them to independently manage sustainable businesses.

Livestock farmers say their sector has a lot of potential but has been severely neglected by the government. It has highlighted the need for a comprehensive policy to export animals and their meat, and said it needs help to scale down energy costs and get proper water supply to pens,. They said if farmers in Sindh and Punjab are encouraged with proper facilities, it will be a game changer in terms of meat export. Talking to Business Recorder, veteran livestock farmer and Memon Dairy Cooperative Farming Society President Jamil Memon said Saudi Arabia procures over 3 million sacrificial animals, including mostly lambs and sheep, during Hajj from Australia and New Zealand as the animals in Pakistan cost 30% to 40% more. Australia produces more and more lambs when it faces drought and farmers are unable to feed them. These lambs weigh between 60kg to 200kg and are disease-free. In order for Pakistan to compete, policymakers must reduce energy costs including gas, electricity and fuel, ensure proper water supply and water connections to pens, remove encroachments and announce incentives for farmers with a view to promoting animal farming and the export of both live animals and meat. Water issues and property rights Memon said local livestock farmers are facing numerous problems. When it comes to a host of pens on the Superhighway (the M-9 motor from Karachi to Hyderabad), 200,000 to 250,000 big animals including cows and buffaloes are present at a number of pens from Sohrab Goth to Kathore, Gadap Town, Malir District in Karachi. However, not a single sweet water connection is allotted to any pen there and farmers have to use groundwater. The 30-year land lease of the Superhighway areas from 1992 to 2022 has expired and farmers are distraught that they have no property rights. Then there is the Bhains /Cattle Colony in Landhi, which spreads to 3,000 acres and has 400,000 animals. Half of the colony is supplied water by Karachi Water and Sewerage Corporation and the rest of the colony farmers have to use groundwater, according to Memon. He added that its 30-year land lease from 1965 to 1995 has also expired, which means farmers have had no property rights for around 30 years. Due to this, commercial farmers and new investors fall prey to confusion which dents confidence. Sindh's potential Meanwhile Sindh Livestock / Animal Husbandry deputy director Dr Mazhar Ali Rind said Sindh small animals and their breeds such as goats, lambs, sheep and others. These exist in large numbers in Shaheed Benazirabad, Matiari, Tando Allahyar, Tando Mohammad Khan, Hyderabad and other districts, while big animals are available in Tharparkar, Badin, Thatta and others. He said Pakistan can produce and export disease-free and healthy animals if certain policies are implemented. For instance, there is a dire need to establish disease-free zones in areas such as Gilgit-Baltistan, Azad Kashmir, Rahim Yar Khan and Tharparkar. Types of livestock farming When it comes to types of animal farming, livestock experts and commercial farmers said there are three types of farming: range farming, intensive farming, and semi-intensive farming. In range animal farming, animals are raised on open land like pastures and various ranges. In intensive farming, animals are raised under proper shades or pens in a confined area while in semi-intensive farming, animals are reared on open land for some hundred meters and enclosed with metal fences to protect them from predators.

ISLAMABAD: A National Assembly panel headed by PTI stalwart Atif Khan on Monday sought the names of sugar mill directors holding at least 20 percent shares from the Securities and Exchange Commission of Pakistan (SECP), amid reports of Rs 300 billion windfall profits made through price manipulation in connivance with dealers. Officials from the Federal Board of Revenue (FBR) informed the panel that at least 14 FBR officials, allegedly involved in the illegal release of sugar, have been suspended and are currently under investigation. The Additional Secretary of the Ministry of Industries and Production told the committee that millers and dealers manipulated prices following the expiry of the sugar export deadline, earning approximately $440 million from these exports. NA panel to probe Rs300bn sugar windfall He briefed the panel that in the 2024-25 crop year, sugarcane cultivation increased by 1.11% compared to 2023-24. However, due to climate change factors such as heat wave and crop disease, sugarcane yield and sucrose recovery declined. Consequently, sugar production fell to 5.862 million metric tons (MMT), around 1 MMT less than the previous year. Adding carryover stocks of 0.5 MMT, total sugar availability for 2024-25 was estimated at 6.362 MMT, roughly equal to domestic consumption in 2023-24. 'This tight balance between supply and demand led to price increases by the industry from January 2024 onward, following the exports,' he added. The committee, led by the Deputy Prime Minister, held several meetings with key stakeholders including the Pakistan Sugar Mills Association (PSMA), emphasizing price stability. They agreed to cap the ex-mill price at Rs 159/kg and the retail price at Rs 164/kg for one month, until April 19, 2025. 'In May 2025, the committee extended the status quo until June 15, 2025. However, PSMA did not comply and continued to raise prices,' he added. The Ministry of Industries summoned sugar millers, warning them that their actions were unacceptable, but the mills disregarded the ministry's warnings. A track-and-trace system was installed on sugar stocks in November 2021, whereby every sugar sack is stamped with a scanable mark revealing its details, according to FBR officials. However, some sugar bags were released without stamps, allegedly involving officials deputed at the mills. So far, the FBR has seized several trucks carrying unstamped sacks. Sales tax on sugar is deducted at 18% GST rate, amounting to Rs 1,485 per 50 kg sugar bag. Fourteen FBR officials have been suspended, and the Prime Minister has formed a special team including intelligence officials to monitor FBR operations. Sales tax collection from sugar has increased to Rs 100 billion from Rs 65 billion last year, despite a reduction of 1 MMT in sugar production. 'We might not even need to import sugar. The current stock is sufficient until November 15, 2025,' said the Additional Secretary of the Ministry of Industries and Production. It is estimated that only 200,000 tons of sugar may be imported, if any. Notably, 70% of sugar consumption is by industries, not the common man. Officials from the Ministry of National Food Security and Research stated that sugar imports are planned to prevent price hikes and avoid artificial shortages amid concerns about price could rise further in November 2025. After detailed discussions, the panel decided to summon SECP officials to obtain a list of sugar mill directors holding at least 20% shares, which will be shared with the media to reveal any political affiliations. The committee also resolved to review the Public Accounts Committee minutes where the Auditor General of Pakistan claimed sugar millers earned Rs 300 billion in profits within three weeks. LAHORE: The Punjab government will begin receiving applications for the second phase of Chief Minister's Green Tractor Programme from August 13, 2025, offering substantial subsidies to farmers in a bid to modernise agriculture and boost productivity. Under this phase, 10,000 locally-manufactured tractors of 50-65 horsepower will be provided with a Rs. 500,000 subsidy each, while another 10,000 locally-manufactured or imported tractors of 75-125 horsepower will be subsidised at Rs. 1 million each. Digital balloting at the tehsil level is scheduled for September 15. Announcing the initiative at a review meeting on ongoing projects under the transforming Punjab agriculture programme, Punjab Agriculture Minister Syed Ashiq Hussain Kirmani said the provincial government was committed to 'revolutionary programmes' aimed at uplifting farmers' incomes. He revealed that under the high-tech financing programme for the next fiscal year, farmers will receive 11 types of modern agricultural machinery on subsidy, with 1,000 units to be distributed. A budget of Rs. 30 billion has been allocated, offering interest-free loans of up to Rs. 30 million, repayable over five years, for machinery purchase. In water management, the Chief Minister's Water Conservation Project will line 1,400 watercourses and distribute 500 laser land levellers this year, with another 500 next year via transparent balloting. The Minister said the kissan card scheme remains a flagship project, enabling timely purchase of agricultural inputs. In its second phase, Rs. 94.15 billion has been allocated, with farmers already utilising Rs. 49.33 billion. Under the Chief Minister's Wheat Support Programme, Rs. 14 billion has been disbursed and 978 tractors distributed through transparent balloting. The province is also expanding its model agriculture malls, with facilities in Sahiwal, Multan, Bahawalpur, and Sargodha completed and 10 more planned in the next phase. The meeting was attended by Special Secretary Agriculture Nabeel Awan, Additional Secretary Agriculture Planning Aamir Shehzad, Director Generals Ch.
