What the State must do for the unskilled aged

The Socio-Economic Caste Census (SECC-2011) had indicated that over 40 million rural households did not have a 25-year-plus literate person in the household. With one-in-five non-literate households and one-in-four landless agricultural labour households, India must look after a generation of non-literate and unskilled wage labourers as they reach old age. Per capita monthly consumption expenditure at under ₹2,000 (2022-23) in the bottom 20% of families also reminds of households that do not get a dignified survival.
With increasing nuclearisation of families even in rural areas, old persons living by themselves on a few days of work under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), free food-grains, and a paltry pension, are not uncommon. Older people reporting for MGNREGS work is also a reality in states like Punjab where market wages are high. All this points to the gaps in our social security system and its ability to secure a life of dignity for the old. With time, this need for care is going to get bigger as ageing with higher life expectancy is a reality.
Support for the elderly needs holistic attention. Access to cashless secondary and tertiary care under the Pradhan Mantri Jan Arogya Yojana (PMJAY) is welcome, but access to free medicines, caregivers, primary and palliative care, among others, continue to be a challenge. Effective coverage under PMJAY requires last-mile facilitation through community workers and caregivers as mere enrolment is no guarantee of free cashless service. Old-age pension is a part of the National Social Assistance Programme (NSAP). But, at ₹200- ₹500, the support has remained extremely modest. If states did not provide additional support from their own budgets, the NSAP support would mean little to an old and vulnerable household. Being delinked from the Consumer Price Index, there are no periodic upward revisions. It is time for the Union and state governments to have a dialogue on a living wage support for the elderly in need. Participatory identification of the genuine elderly in need of care by involving women's collectives and local governments may be the best approach to identification.
Skilling agricultural labourers works well in a slightly lower age group where a person has many productive working years ahead. For those who have already reached 60 or very nearly there, the option of contributory pension schemes like Atal Pension Yojana is not there. A generation of non-literate, unskilled, ageing families need support from the State and civil society. Experiments with self-help groups of the elderly by the National Rural Livelihood Mission or by HelpAge India have been very effective, and it is time to focus on them. The 100 million women in 10 million women's collectives are an excellent example of social capital leading to diversification of livelihoods on scale. It is time a similar movement for elderly care is built around their social capital with civil society and corporate social responsibility supplementing the efforts of a caring, convergent State. Elderly collectives with community caregivers are the answer for sustainable geriatric care.
Women's collectives have attracted the attention of all political parties in the states as they are also seen as active voters whose numbers make a difference. With time, the constituency of 60-plus non-literate, unskilled wanting lives of dignity is going to grow. They too will become an influential group like farmers and women. The elderly need urgent holistic support. They are already in large numbers in states like Kerala and Tamil Nadu with lower fertility rates and high life expectancy for some decades.
While elderly care does not constitute a separate Sustainable Development Goal (SDG), better care for the elderly will facilitate the achievement of other SDGs such as those on poverty and health care. The Pradhan Mantri Awas Yojana Gramin has given some dignity to the old, especially women as homeowners. Given the nuclearisation of households, we need to address the challenge of support for the vulnerable elderly.
The urban areas throw up their own challenges in connecting households to public services. Public spaces for social and cultural engagement become very important in the context of the elderly. While some support through old-age homes and elderly care centres is there, given the growing size of the elderly and vulnerable, we will have to scale up our level of operations to be really a caring society. Local governments with flexible resources for community-based care are the way forward.
Support for the elderly cannot be through centralised vertical initiatives. They must figure high in the work agendas of Accredited Social Health Activists (ASHAs) and the Community Resource Persons under the National Rural Livelihood Mission. Mobilisation of the elderly through elderly self-help groups or associations and facilitation of their social activities, with access to civil society support, can go a long way in improving the lives of those in need.

Contribute now New Delhi: Despite the Union government's consistent efforts to underplay the primacy of the Mahatma Gandhi National Rural Employment Guarantee Scheme, a report by Indian Express finds that the Ministry of Rural Development has sought an increased outlay – of Rs 5.23 lakh crore – for the scheme for five years until 2029-30. The report makes public findings from the rural development ministry's May 15 proposal to the Expenditure Finance Committee, that functions under the finance ministry and appraises all government schemes and projects. The report says that the outlay for five years till 2029-2030 is nearly 12% higher than the Union government's release of Rs 4.68 lakh crore for MGNREGS during the previous five financial years, from 2020-2021 to 2024-2025. In the Union Budget 2025, the Narendra Modi government allocated Rs 86,000 crore to the United Progressive Alliance-era scheme – the same amount as what was spent on the scheme as per the Revised Estimate of 2024-2025. Rs 86,000 crore is also the exact amount that was promised in the Union Budget of 2024-25, presented in July, 2024, after the National Democratic Government came back to power. The Wire has reported earlier how in an indication of fresh economic strain in rural India, demand for unskilled work under the MGNREGS has seen an increase in April and May this year, according to the data from the same rural development ministry. As many as 20.12 million rural households were among those who sought employment under the scheme in April. The figure slightly increased to 20.37 million in May, till the 18th of the month. The Express report notes that release of funds under the scheme had peaked at Rs 1,09,810 crore in 2020-21, the first full year after COVID-19 outbreak. A record 7.55 crore rural families availed themselves of the scheme. The report also quoted sources in the government as having said that the EFC appraisal and approval is part of government's exercise to evaluate and approve its schemes for the next Finance Commission cycle. The MGNREGS is backed by law and therefore the EFC approval is 'just a formality,' the report said. The ministry's outlay is also subject to change, sources told the paper. BJP MP's scathing jibe at Pakistan in London: ‘Not here with begging bowl'

In a sharp jibe at Pakistan, BJP MP Samik Bhattacharya on Monday said that India is not seeking global favours but issuing a strong alert over the escalating threat of terrorism. His remarks came during a visit to London as part of multi-party parliamentary delegations being sent to several countries in the wake of the Pahalgam terror attack in Jammu and Kashmir on April 22, which claimed 26 lives. Speaking at an event, Bhattacharya said, as quoted by news agency ANI, "We are not at the doors of anyone with a begging bowl... We are here to alert all that what is happening with us will happen to you tomorrow." Bhattacharya, who is currently in the UK as a member of the parliamentary delegation, also criticised the inconsistent approach of some nations. 'Countries change their stance to sell ammunition; they preach to us about dialogues. They say everything can be sorted out by interaction,' he said. Meanwhile, speaking at the Command and Staff College in Quetta on Saturday, Pakistan Prime Minister Shehbaz Sharif said that countries now look to engage with Islamabad as equal partners in trade, investment, and innovation, rather than expecting it to come forward with a 'begging bowl'. Highlighting close ties with key allies, he said, 'China is the most time-tested friend of Pakistan. Saudi Arabia is one of the most reliable friends of Pakistan, and so are others such as Turkey, Qatar, and UAE.' Sharif talked about a shift in leadership mindset regarding economic dependency. 'I am the last person, along with Field Marshal Syed Asim Munir, willing to carry this burden any longer on my shoulders, because ultimately, it weighs on the shoulders of this great nation,' he said. The London visit is part of a broader diplomatic outreach launched by the Indian government following Operation Sindoor – a military response to the April 22 Pahalgam terror attack that killed 26 people. The operation, initiated on May 7, targeted terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir, killing over 100 terrorists associated with groups like Jaish-e-Mohammed, Lashkar-e-Taiba, and Hizbul Mujahideen. The Indian delegation, led by senior BJP leader and former Union Minister Ravi Shankar Prasad, includes parliamentarians from various parties: Daggubati Purandeswari (TDP), Priyanka Chaturvedi (Shiv Sena-UBT), Ghulam Ali Khatana (BJP), Dr. Amar Singh (Congress), Samik Bhattacharya (BJP), former Union Minister MJ Akbar, and Ambassador Pankaj Saran. The team arrived in London on Saturday after visiting France, Italy, and Denmark. In London, the delegation paid floral tributes at the Rabindranath Tagore statue at the Tagore Centre. Reflecting on the poet's legacy, Bhattacharya said, "Rabindranath was relevant during his lifetime and so is he today. He shall also remain relevant in the future." Speaking on India's diplomatic effort, Bhattacharya told ANI, 'Some nations in the world sometimes change their stand to either sell their weapons, establish their hegemony or interfere with the market, and take a stand which is against humanity.' This visit is part of seven planned international tours involving around 40 multi-party parliamentarians, marking the first time the Indian government is deputing MPs from across party lines to present India's position on Kashmir and cross-border terrorism.
