4 retail theft suspects taken into custody in Spring Hill

SPRING HILL, Tenn. (WKRN) — Authorities took down an alleged gang of retail thieves in the middle of Spring Hill's shopping district Tuesday afternoon.
It all began when loss prevention officers contacted the Spring Hill Police Department (SHPD) about a group of people reportedly seen shoplifting at local stores.
Law enforcement found the suspects in a Chevy Malibu rental car with Florida plates on Main Street. The vehicle was stuck in traffic, so officers decided to execute a felony takedown.
Body camera footage from Tuesday, Feb. 25 shows police surrounding the car and ordering the Alabama residents out of the vehicle one at a time.

The two adult suspects were identified as Darrel Tolbert, 20, of Camden, and Montae Tolar, 19, of Moody. Authorities also arrested a 16-year-old and a 17-year-old, both from Montgomery.
'The felony stop is the preferred method. You walk people back from the car, they come out one by one, you can control the situation,' SHPD Lt. Mike Foster said.
Once all the suspects were secured, officers approached the vehicle cautiously, with weapons at the ready. They opened the trunk and found stolen items from local retailers.
Police found a security tag removal device on one of the men. This device is commonly used in stores to remove security devices from clothes or other merchandise once they're purchased.

Law enforcement also seized a Glock handgun with a high capacity magazine.
'Just goes to show you never know what you're going to find in these traffic stops. People that commit organized retail thefts oftentimes are armed, oftentimes they expect confrontation with the police and they want to get away,' Foster explained.
Officials told News 2 that loss prevention officers were instrumental in getting SHPD officers the information that led to these arrests.
Montgomery is approximately 3.5 hours from Spring Hill, but police said it's not uncommon for thieves working with a syndicate to drive long distances to commit crimes.

'They don't commit crimes in their home area. They branch out to neighboring states to avoid detection, people who don't know who they are, so they'll drive an hour and a half away, commit crimes, and then come back,' Foster said.
The members of the group are facing multiple charges, including organized retail crime, criminal conspiracy, possession of burglary tools, and shoplifting. The two adults were taken to the Williamson County Jail while the two minors were brought to a juvenile detention center.
Authorities told News 2 the group is suspected of committing felony theft at Target, Walmart, and possibly Publix, adding that other law enforcement agencies are interested in talking to SHPD investigators about the individuals.

He is also charged with unlawful firearm possession and possession of prohibited weapons. Carlos Garcia, 24, was arrested on multiple outstanding warrants. These included family violence, assault, and evading arrest. A second raid occurred on April 24 in the 7300 block of Charles Street following a neighborhood shooting. Officers discovered several firearms illegally modified with machine gun conversion devices. Two individuals were arrested and charged with possession of prohibited weapons. Their identities weren't immediately released. The investigations involved extensive collaboration between multiple Dallas Police units and federal agents. Southeast Investigative Unit, SWAT, ATF, Assaults Unit, and patrol divisions all played crucial roles in the operations.

ERWIN, N.Y. (WETM) — A Virginia man was arrested in June on illegal weapons charges after an incident in the Town of Erwin, according to a release from the New York State Police. Clarence J. Payton, 30, of Virginia, was arrested on Thursday, June 5, on several felony charges including: Criminal possession of a weapon in the second degree: loaded firearm, not in home/business, a class C felony. Criminal possession of a firearm, a class C felony. Two counts of unlawful possession of certain ammunition feeding devices, not in the home, a class B misdemeanor. Police investigating gunshot after overnight incident in Elmira Payton was arrested after an incident inside a home on Thursday where troopers said Payton was asked to leave the residence and reportedly had a gun. Troopers found Payton at the home and saw he had a pistol and an additional extended magazine. It was later learned that Payton did not have a valid New York State pistol permit. The following items were taken from Payton: Clock 17 pistol Two Glock-17 magazines One KCI USA 33-round magazine Various 9mm Luger ammunition Payton was arrested on the charges and taken to the state police barracks for processing before he was moved to the Steuben County Jail for further proceedings. Police charged two young men accused of bringing an AR-style pistol and a Glock semi-automatic handgun — both unregistered and fully loaded with 40-round magazines — to a high school graduation in Pontiac, Oakland County Prosecutor Karen McDonald's office announced on June 9. Jamarion Hardiman, 20, and Deahveon Whaley, 19, are each charged with carrying a firearm with unlawful intent, possession of a firearm in the commission of a felony, and carrying a concealed weapon, McDonald's office said in a news release. The pair went to the graduation together on June 3 at the United Wholesale Mortgage campus, where they allegedly got into a brawl with others but did not fire any rounds. Oakland County Sheriff Michael Bouchard previously said it's likely deputies "prevented a mass shooting." "Just those two weapons without changing magazines had 80 rounds of potential firepower shooting into a graduation," Bouchard said. "You can only imagine the outcome of that." Police were initially called in on reports of the brawl. Surveillance video shows Hardiman assaulting someone inside the sports complex, and then, sometime after, Hardiman, Whaley, and others involved in the fight leaving the building, according to McDonald's office. The brawl continued in the parking lot, where Hardiman was struck by a car, "apparently without injury," the news release details. Hardiman and Whaley then went to their car to get the guns — for Whaley, a firearm to carry in his waistband, and for Hardiman, a "distinctive backpack" that held the AR-style pistol, prosecutors allege in the news release. Authorities say the pair abandoned the weapons under parked vehicles. When they exited the car, the pair is seen in surveillance footage crouching behind and between cars in the parking lot, McDonald's office said. Deputies were informed at the time of a possible shooting threat made on Snapchat. McDonald's office said on June 9 that those threats have not been verified.
