Fire breaks out in lobby area of J&K assembly

A fire broke out inside the lobby area of the Jammu and Kashmir legislative assembly complex here on Wednesday causing significant damage to the property that reportedly included photographs of former governors, lieutenant governors, speakers, chief ministers and best legislators.
Incharge secretary of the legislative assembly, Manoj Kumar Pandit said, 'A fire broke out around 9 am in the lobby, probably due to a short circuit. According to preliminary information, some two to three sofas and photographs were damaged in it.'
'No FIR has been lodged as yet. However, we have our own police within the secretariat,' he added.
However, a senior police official at the civil secretariat said that they do not have executive powers to take cognisance of such incidents. 'Cognisance of such incidents has to be taken by the local police following complaint lodged by the victim. We are here for the purpose of security,' he said.
The secretary of J&K's law, justice and parliamentary affairs department, Achal Sethi, said, 'We received preliminary reports of a fire incident in the lobby of J&K legislative assembly secretariat, probably due to a short circuit. I had sent some officers there to assess the situation. We have also sought a report from the assembly secretariat.'
However, the law secretary feigned ignorance about any FIR having been lodged with the police.
The fire also gutted several chairs, and other infrastructure, reportedly worth lakh of rupees.
Officials divulged that two fire tenders were rushed to the spot to extinguish the fire. No casualties were reported in the incident.
It may be stated here that just before the Budget session held here in March this year, the assembly complex had undergone a repair and renovation work at a cost of over ₹2 crore.
'During the repair and renovation works, photographs of former governors, LGs, speakers, CMs, Dy CMs and MLAs were removed from the walls of the lobby,' said an official, who declined to be named.
The move had invited the ire of chief minister Omar Abdullah during his visit to the assembly complex before Budget session, he added.
'After Omar expressed his displeasure, the photographs were reinstalled but majority of them were burnt in the fire incident today,' he said.
The official stated that in the past one year and a half, four fire incidents took place but no inquiry report has seen the light of the day.
'An old building of the MLAs hostel in Srinagar was burnt in a fire incident followed by two similar fire incidents at MLA hostel at Jammu and new building of the MLAs in Srinagar. Today's incident was fourth in the past one year and a half. In all the three previous incidents, inquiries were mere eye-wash and violative of laid procedures and delegation of powers', he said.
The official informed that inquiries in such incidents have to be ordered by general administration department (GAD), which appoints IAS or JKAS officers to conduct the probe.
The probe has to be independent and it should not be conducted by the department itself where any incident or lapse has taken place, he said.
The official confided that the past three inquiries ordered by incharge secretary J&K legislative assembly secretariat have not seen the light of the day.
'Further, they were conducted by a deputy secretary of the legislative assembly secretariat which had two non-gazetted officers as members, one of them an employee of the watch and ward staff,' he said.
While in-charge secretary legislative assembly secretariat assured to look into violation of rules, a top official of the law department admitted that corrective measures were urgently needed.
Repeated calls and messages to the commissioner secretary GAD, M Raju went unanswered.

Chief Cabinet Secretary Yoshimasa Hayashi told reporters that Japan conveyed its 'serious concern' to China that such close encounters could cause accidental collisions. According to Japan, a Chinese J-15 fighter jet took off from the Shandong aircraft carrier on Saturday (June 7, 2025) and chased a Japanese P-3C aircraft on reconnaissance duty, coming within an 'abnormally close distance' of 45m for about 40 minutes. A Chinese jet also crossed 900m in front of a Japanese P-3C for about 80 minutes on Sunday (June 8, 2025), the Ministry said. Chinese Foreign Ministry spokesperson Lin Jian defended China's activities as being fully consistent with international law and practices, and blamed Japanese vessels and airplanes for conducting close reconnaissance of China's military activities. The incidents occurred in the Pacific, where Japan's Self-Defence Force spotted the two carriers, the Shandong and the Liaoning, almost simultaneously operating near southern Japanese islands for the first time. Aircraft carriers are critical to projecting power at a distance. China routinely sends coast guard vessels, warships and warplanes around disputed East China Sea islands, but now they also reach as far as Guam, a U.S. Pacific territory with military bases. Both Chinese carriers operated in waters off Iwo Jima, about 1,200km south of Tokyo. The Liaoning also sailed inside Japan's exclusive economic zone near Minamitorishima, the country's easternmost island, Japan's Defence Minister Gen Nakatani said. There was no violation of Japanese territorial waters, he said.

South Africa flood death toll rises to 78 as rescue attempts stall

The death toll in floods in one of South Africa's poorest provinces rose to at least 78 on Thursday as a top official said rescue attempts in the first hours after the disaster had been 'paralysed' by a lack of resources. Rescue teams spent a third day working through debris and floodwater to find missing people and retrieve bodies after heavy rain caused a river to burst its banks in the predawn hours of Tuesday. Oscar Mabuyane, the premier of Eastern Cape province, said the floods struck while many people were asleep. The water was 3-4 metres high in places when it flowed out of a river and into nearby communities, he added. 'It's a terrible situation,' Mabuyane told state TV broadcaster SABC. 'It happened at the wrong time." Witnesses said many people had taken refuge on the tops of buildings or in trees and some were heard calling for help for hours. The death toll had risen to 78 by Thursday evening, Cooperative Governance and Traditional Affairs Minister Velenkosini Hlabisa said on SABC. He led a national government delegation to the province and earlier briefed reporters at one of the affected areas. 'This is a real disaster and a catastrophe when we have so many people dying,' Hlabisa said. He added that part of the problem was that many people in the area were living on a flood plain close to the river. Provincial government officials said they believed people were still missing but did not give an exact number and rescue efforts would continue on Friday. The missing had included four high school students who were swept away when their bus was caught up in the floods on its way to school early Tuesday morning. Authorities did not immediately say if those four children were among the latest bodies retrieved. Six students who were on the bus had already been confirmed dead, along with the driver and another adult. Three other students were rescued after clinging onto trees and calling out for help, according to the provincial government. The floods hit the province after an extreme cold front brought heavy rain, strong winds and snow to parts of eastern and southern South Africa. Forecasters had warned about the damaging weather last week. Officials said at least 127 schools and 20 health facilities in the Eastern Cape were damaged, while around 1,000 people were in community shelters after their houses were submerged or washed away. Critical infrastructure including roads and bridges was also badly damaged, Mabuyane said. South African President Cyril Ramaphosa said that he would travel to the Eastern Cape on Friday 'to see exactly how our people are suffering there and see how we can console the families.' Ramaphosa announced earlier in the week that he had activated the National Disaster Management Center to help local authorities in the Eastern Cape. Some opposition political parties criticised the government, with the far-left Economic Freedom Fighters party saying the tragedy was a result of 'government neglect' in parts of the Eastern Cape.

The J&K Services Selection Board (JKSSB) issued a notification on June 9 for the recruitment of 75 naib tehsildars, with Urdu language test designated compulsory to qualify for the post. The notification has youths and organisations up in arms in the Jammu region, where students mostly study Hindi or Punjabi. Students and BJP-affiliated organisations have held protests decrying the move and accusing the Omar Abdullah government of depriving Jammu's youths of employment opportunities. J&K BJP president Sat Sharma and leader of opposition in the assembly Sunil Sharma on Thursday called on the LG and sought his intervention. Former deputy CM Kavinder Gupta of the BJP demanded an immediate review of the decision and called for ensuring a level playing field to all candidates, irrespective of their regional and linguistic backgrounds. Bharatiya Janata Yuva Morcha (BJYM) activists held a massive protest in Jammu against what they termed a discriminatory and biased provision. ABVP, too, organised protests at all district headquarters in Jammu. Lashing out at the Omar govt, head of J&K chapter of BJYM, Arun Prabhat, said: 'The imposition of Urdu is a deliberate attempt to exclude deserving candidates from Jammu. Such regional discrimination will not be tolerated and we demand an immediate rollback.' A controversy over the issue in the past had prompted the J&K administration to decide in Nov 2022 that Urdu would not be mandatory for the naib tehsildar recruitment test, whenever these are held. Since then, JKSSB had not advertised any vacancies for the post or initiated the recruitment process. However, J&K Urdu Coordination Committee, Kashmir wing, had at that time expressed disappointment over the decision.
