Punjab's anti-sacrilege law panel seeks academics' views

Chandigarh: A Punjab Vidhan Sabha committee is consulting academics and legal experts on a proposed law to curb sacrilege, as the state moves ahead with the Punjab Prevention of Offences against Holy Scriptures Bill, 2025.
The select committee, chaired by Aam Aadmi Party legislator Inderbir Singh Nijjar, met on Tuesday with members of the faculty from Guru Nanak Dev University, Amritsar. Among those offering feedback were Amarjit Singh, head of Sikh Studies, Syed Raihan Hasan Rizvi from Urdu Persian, and professors from law, Hindi, architecture, and political science.
The committee has also sought input from the Bar Association president and chairman of the bar council of the Punjab and Haryana high court, who are expected at its next meeting on Aug 26.
Retired high court judges have been invited to submit written suggestions.
Earlier this month, on Aug 12, the panel held consultations with experts from Punjabi University, Patiala, including specialists in Sikhism and religious studies. The Bill was cleared by the Punjab cabinet on July 14 and introduced in the Vidhan Sabha the same day. On July 15, legislators referred it to the select committee unanimously for wider consultation with stakeholders, including the public, before final passage.

Lucknow The Union Home Ministry on Wednesday (August 20, 2025) approved the renaming of Jalalabad town in Uttar Pradesh's Shahjahanpur district to Parashurampuri. 'I am to invite attention to Government of Uttar Pradesh letter No. 591/N-2/2025 E-1922059, dated 27.06.2025 on the subject mentioned above (renaming of town Jalalabad as Parashurampuri in Shahjahanpur district) and to say that Government of India has No Objection to the change of the name of town Jalalabad as Parashurampuri, District Shahjahanpur, Uttar Pradesh,' reads the letter by the Ministry of Home Affairs (MHA) addressed to the Chief Secretary of Uttar Pradesh. The Centre asked the State government to notify the new name, Parashurampuri, by registering it in Devnagri (Hindi) and Roman (English) scripts, and in all regional languages. The Uttar Pradesh government, in a letter to the MHA, had said that Jalalabad is known as the birthplace of Parashuram, the saint, and houses an ancient temple dedicated to him. The Jalalabad municipal board had passed a resolution to rename it after Parashuram. After the Union government's approval, Union Minister and Lok Sabha MP from Pilibhit Jitin Prasada, who hails from Shahjahanpur, expressed his gratitude. 'Heartfelt thanks and gratitude to the Honorable Home Minister Shri Amit Shah ji for giving permission to change the name of Jalalabad ... to 'Parshurampuri'. Heartfelt gratitude, salutations and congratulations to the respected Prime Minister Shri Narendra Modi and Hon. Chief Minister Shri Yogi Adityanath Ji. This decision taken under your guidance and leadership has given a proud moment to the entire Sanatani society,' he wrote on X.

"Governments Can't Be Run From Jail": Amit Shah On 'Criminal Ministers' Bill

New Delhi: A bill proposing the removal of elected public servants arrested on serious charges and kept in custody for 30 days, was needed because governments are "being run from jail" these days, Union minister Amit Shah has told BJP spokespersons, with a sharp dig at Aam Aadmi Party's Arvind Kejriwal. "The constitution is unclear on the issue, and such a situation is "unjust to people's expectations," he has added. There was chaos in parliament over the three bills tabled today, with the Opposition calling them unconstitutional. Copies of the bill were shred and the paper balls were tossed at Mr Shah while he was addressing the House. Shortly after, at a meeting with BJP spokespersons, Mr Shah said, "The purpose of the bill is that a government cannot be run from jail... It is unjust to the expectations with which the public elects their representatives". "There is no clarity in the Constitution regarding this, which needs to be addressed," Mr Shah had said. Asked why the bill is being brought now, Mr Shah had said such a situation had never occurred before where governments and ministries were run from jail, citing the situations in Delhi and Tamil Nadu sometime ago. Delhi, Tamil Nadu Cases In Tamil Nadu, a petition was filed when then Chief Minister Palaniswami and his ministers had gone to meet Sasikala Natarajan in jail, alleging she was calling the shots from behind the bars. Last year, Mr Keriwal, after being arrested in the Delhi excise policy case, had run the government from jail for about six months. The matter had reached the High Court, which had said there is no clarity in the constitution regarding this. The Constitutional Position The Supreme Court had declined to take a call on demands that Mr Kejriwal be forced to step down. "We are doubtful whether a court can direct an elected leader to step down... or not function as a Chief Minister or Minister... we leave it to Arvind Kejriwal to make the call," the judges had said. Under the country's laws, where innocence is presumed until guilt is proved, ministers, MPs and MLAs have to step down only when they are convicted. The rule for other government servants, though, are different. They are placed under immediate suspension after arrest and sacked when convicted. Experts have said while there is no legal impediment in running the government from jail, it is not practical given the physical constraints. Leaders of the BJP have explained the lacunae saying the architects of the Constitution in a free India had never imagined that such a day would come when a leader would refuse to step down after being arrested. What Opposition Said The Opposition, though, has argued that with Central investigative agencies filing corruption cases against leaders and ministers in Opposition-ruled states, such a law is meant as a weapon. "The BJP government wants to enjoy power and control without any accountability... This Bill has been brought to muzzle Opposition parties who are asking questions on behalf of the people," said Trinamool's Abhishek Banerjee. "Is it possible that they would remove the Chief Minister? Does this happen anywhere? Suppose the ED files a case, the CBI files a case -- everyone knows they file fake cases. There is only .5 per cent conviction. This is unconstitutional so we protested," said Trinamool's Kalyan Banerjee. Congress MP Manish Tewari raised serious constitutional objections. "The Bill is destructive of the basic structure of the Constitution because its potential for misuse is enormous. It violates Article 21, which guarantees due process of law. It also undermines the principle of collective responsibility of the Cabinet to the Legislature," he said. AAP leader Saurabh Bharadwaj linked the Bill to earlier attempts to destabilise Opposition-ruled states. "This is not a new conspiracy. Arvind Kejriwal had said earlier that if he had resigned, the Centre would have implicated other AAP leaders in false cases, jailed them, and toppled the Delhi government. This is exactly what is happening now - an attempt to topple Opposition governments by misusing laws," he added.

Aam Aadmi Party (AAP) MP Raghav Chadha on Wednesday called for the Centre to make the advanced versions AI tools including ChatGPT, Gemini, Claude and others free for Indians, citing that it could revolutionise farming, education, business and healthcare among others. Speaking at the Rajya Sabha, Chadha noted that countries like UAE, Singapore and China are already offering free access to advanced AI models to their citizens, while Indians are at a risk of losing the $15 trillion global AI race by 2030. AI is not 'not just a technology but an opportunity to dream big and accomplish those dreams,' the AAP MP from Punjab noted. He claimed it could revolutionise farming, education, business and healthcare, boost productivity, save time, and ensure that 'not a single Indian is left behind in this AI revolution.' For farmers, AI can mean smart farming, for students it can act as a 24x7 tutor, for entrepreneurs it can be a business planner and so on, he said. 'Every question has an answer, every problem has a solution within AI,' Chadha told the Rajya Sabha. Raghav Chadha bats for Digital India using AI Calling upon the government to take steps, Raghav Chadha said, 'If the Government of India provides advanced generative AI tools—like ChatGPT, Gemini, Grok and Claude—to every citizen, across all age groups and social classes, in local languages, free of cost and in a safe manner, it can multiply our national productivity manifold and save people's precious time.' Terming it the 'next step towards digital democracy,' Chadha emphasised that in this revolution of AI, not a single Indian should be left behind. 'Only then can India truly become a Digital India. My appeal to the Government is to give this matter serious attention,' he added.
