Sibal's concern for 'Laapata V-P'
"On July 22, Jagdeep Dhankhar, our Vice President, resigned, and it is August 9 today, and since that day, we just do not know where he is. He is not in his official residence. On the first day, I tried to contact him and his personal secretary picked up the phone and said he is resting," Sibal said.
"So, I have heard of 'Laapata Ladies' but I have never heard of 'laapata Vice President'," Sibal said, while referring to the film directed by Kiran Rao, which was India's official entry to the Oscars.
Dhankhar was the Vice President, and he supported the government throughout his tenure, but it now seems the Opposition will have to protect him, Sibal said, taking a swipe at the government. "What should we do? Should we file a habeas corpus?" he said.
"The Home ministry would be aware of his whereabouts and Amit Shah should give a statement on where he is, because even his health was not good", Sibal said. He further asked whether Dhankhar is undergoing treatment. "People of his family have also not said anything. What is the issue? We had heard of such things only in other countries but India is democratic so such things should be in the public domain," he said.
Sibal said he had good personal relations with Dhankhar. "He was a lawyer with me who argued many cases. I am concerned. It does not look nice that I go and file an FIR. There is no news from him, from his friends, family," the former Union minister said.

India must remain proactive in countering combined naval threat from China, Pak: Parliamentary panel
The parliamentary panel on external affairs has expressed "concern" regarding the "escalating Chinese presence and its increasing influence" in the Indian Ocean Region (IOR), saying the development poses "substantial risks" to India's national security and broader strategic "equal concern" is the "strengthening of the China-Pakistan naval nexus", which not only facilitates joint military exercises, but also "advances Pakistan's naval modernisation", the committee said in its report on "Evaluation of India's Indian Ocean Strategy" that was presented in Parliament on committee said it believes that "these developments must be addressed with urgency, as they have the potential to shift the balance of power in the region, challenging India's strategic autonomy and undermining its influence over key maritime chokepoints".The IOR has nearly 40 per cent of the world's population, which is spread over around 35 littoral states. India has an extensive coastline of 7,500 km and more than 1,300 islands between Lakshadweep in the west and the Andaman and Nicobar Islands in the east, the government said, highlighting the significance of the region. The report of the panel, headed by Congress MP and former Union minister Shashi Tharoor, runs into more than 130 pages. The Ministry of External Affairs (MEA) has broadly identified three challenges in the IOR -- the geopolitical challenge, maritime security threats and infrastructure and connectivity committee enquired about the "strategic challenges" faced by India in the IOR."In a written reply, the ministry stated that strategic challenges for India in the IOR include threats to maritime traffic, piracy, terrorism, concerns about freedom of navigation and overflights, and concerns of safeguarding of sovereignty and of independence," the report challenge is the "growing presence of extra-regional players" in the region, especially "China gaining a foothold" in the IOR, it added. It expressed "concern regarding the escalating Chinese presence and its increasing influence in the Indian Ocean Region (IOR), a development which poses substantial risks to India's national security and broader strategic interests", according to the committee further said it recognises that China's enhanced naval capabilities, exemplified by the "growing size of its fleet, including over 15 units commissioned annually, have now surpassed the United States Navy, making it the world's largest naval force".The induction of advanced warships, including "multiple Carrier Battle Groups and an additional aircraft carrier", along with the regular deployment of Chinese submarines and naval vessels, demonstrates a "clear and growing strategic interest by China in consolidating its position in the IOR", the panel said. "The strategic positioning of Chinese military and commercial infrastructure across key maritime chokepoints, particularly under the Belt and Road Initiative (BRI) and the 'String of Pearls' strategy, is gradually reconfiguring the region's geopolitical dynamics in favour of Chinese interests," it said. The Committee on External Affairs said that of "equal concern is the strengthening of the China-Pakistan naval nexus, which not only facilitates joint military exercises, but also advances Pakistan's naval modernisation"."This cooperation complicates the security situation further, particularly in the context of the increasing Chinese influence over Pakistan's naval assets, which could destabilise the balance of power in the region," it the considered view of the committee, "India must remain proactive in countering the combined naval threat from China and Pakistan by bolstering its own deterrence capabilities and conducting joint exercises with partner countries to maintain strategic balance." The panel urged the government to enhance maritime domain awareness (MDA) through further integration of advanced technologies, such as satellite-based surveillance systems and artificial intelligence, to "monitor Chinese activities more effectively".This should be complemented by a "significant upgradation" in naval capabilities, including the induction of "advanced anti-submarine warfare (ASW) vessels, surveillance aircraft, and nuclear-powered submarines, ensuring India's readiness to respond to any emerging threat", the panel underlined in its should also "deepen its strategic alliances" with regional powers and global partners, particularly through forums such as the Quad, to ensure collective security and strengthen deterrence, it said. "Building closer ties with IOR littoral states through defence cooperation, capacity-building initiatives, and joint maritime operations will be crucial in countering Chinese influence," the panel recommended.

Government considers raising parental income limit for post and pre-matric scholarships for Scheduled Tribe students
The Union government is considering raising the parental income limit for post and pre-matric scholarships administered to Scheduled Tribe students across the country from the current ₹2.5 lakh to ₹4.5 lakh in the upcoming financial cycle (2026-27 to 2030-31), The Hindu has learned, with government officials saying discussions are on about revising the same for various OBC, and SC student scholarships as well. Officials told The Hindu that the procedure for review of schemes ahead of the next financial cycle is already underway for both the Tribal Affairs and Social Justice Ministries. One official said the Social Justice Ministry is expected to hold a stakeholder meeting with State governments in the last week of August, where potential revisions to all schemes, including scholarships for SCs, OBCs, EBCs, DNTs, will be on the agenda as well. In a House panel report tabled in Parliament on Monday (August 11, 2025), it was further revealed that the Tribal Affairs Ministry is in the process of raising the parental income limit for post and pre-matric scholarships for ST students to ₹4.5 lakh. Further, in a similar parliamentary report tabled in the House last week, the Social Justice Ministry said discussions were on to revise the parental income limits for post and pre-matric scholarships for OBCs and top-class scholarships for schools and colleges for OBC, Extremely Backward Classes, and Denotified Tribe. A second official said procedure required ministries to submit a proposal to the Expenditure Finance Committee (EFC) for such revisions between September and November, which is the regular cycle for this, adding that the final approval for any revision would lie with the EFC. The Union government administers scholarships for students from SC, ST, OBC, Denotified Tribe backgrounds at various levels of education, through the Ministries of Social Justice and Tribal Affairs. These include post and pre-matric scholarships, top-class scholarships for schools and colleges, national scholarships, overseas scholarships, etc. 60:40 ratio While some of these are funded fully by the Centre as Central sector schemes, the most widely availed scholarships in pre and post-matric levels are funded on a 60:40 (Union:States) ratio as Centrally sponsored schemes. Most of these scholarships have a parental income limit for eligibility. Parliamentary panels for welfare of OBCs and the departmental House panel for Tribal Affairs have separately noted in reports tabled earlier this year that most post and pre-matric scholarships have set the parental income limit at ₹2.5 lakh/year, recommending that these limits should be increased so that the coverage of the scholarship schemes can be expanded. Both committees are headed by Bharatiya Janata Party MPs. Apart from these, the government administers schemes like the National Overseas Scholarship for STs, where the family income limit is set at ₹6 lakh/year, National Overseas Scholarship for SCs, where the limit is ₹8 lakh, and the National Fellowship, under which the income limit for OBCs is at ₹8 lakh and for EBCs, is at ₹5 lakh. National Fellowships for SCs and STs, for higher education programmes leading to PhD, do not prescribe an income limit. In Social Justice Ministry, Centrally sponsored scholarship schemes for SCs, OBCs, EBCs, and DNTs accounted for 66.7% of the Department's ₹13,611 crore allocation for this financial year (2025-26). In the Tribal Affairs Ministry, Centrally sponsored scholarship schemes for ST students accounted for about 18.6% of the department's ₹14,925.81 crore allocation for FY 2025-26.

Lok Sabha passes two tax Bills without debate; Rijiju issues ultimatum to Opposition
As the Opposition members continued their protest, the Lok Sabha on Monday (August 11, 2025) passed the two crucial Bills pertaining to taxation without any debate. Union Finance Minister Nirmala Sitharaman introduced the Income-Tax (No 2) Bill and the Taxation Laws (Amendment) Bill in the Lok Sabha when no Opposition member was present in the House. Most of the Opposition leaders had been detained while marching towards the headquarters of the Election Commission against the revision of the Bihar electoral rolls and alleged electoral malpractices. After they returned, the Opposition members continued raising slogans in the Well of the House. Amid the din, the two taxation Bills were passed by voice vote. Sports Bill passed The Lok Sabha also passed the National Anti-Doping (Amendment) Bill, 2025 and the National Sports Governance Bill, 2025. These Bills were also introduced when the Opposition members were not present in the House. Two members spoke in support of the Bills. As the Opposition continued its protests later in the day, the Bills were passed by voice vote. Earlier, Union Minister for Youth Affairs and Sports Mansukh Mandaviya, while taking up the two Bills for passage, said the government had made 'several attempts' to bring forward legislation on sports governance. 'In the coming days, when India is going to bid for the Olympics, it is important that our sports ecosystem is robust, transparent and accountable. This is a crucial step in that direction,' he said. The Minister said the government was keen to holding discussions on important Bills but repeated disruptions by the Opposition were leading to adjournments. 'You have raised an issue, do it for one day. What is the point in raising the same issue every day,' the Minister said. Mr. Rijiju listed the Income Tax Bill, National Sports Governance Bill, Merchant Shipping Bill, the National Anti-Doping (Amendment) Bill, and the Manipur Goods and Services Tax (Amendment) Bill as priority for the government.
