Govt opts for negotiated purchase of 358 acres for Global City in Ayyampuzha

Kochi: After a wait of three years, Global City at Ayyampuzha is set to become a reality. The district collector granted clearance to proceed with the purchase of land and the revenue department will formally announce the decision soon.
However, this will be a 'negotiated' purchase, which is different from the normal govt land acquisition procedure under the Land Acquisition Act. In a negotiable purchase, the govt directly purchases land from the landowner after negotiation with them rather than through acquisition. According to sources, this will avoid delays in acquisition procedures. Meanwhile, the landowner can demand and receive a high amount, if the govt agrees.
Normally, the govt adopts negotiable purchases in emergency conditions.
Earlier, the Centre refused to grant approval to the proposed project, following which the state govt decided to proceed with the project on its own. Industry minister P Rajeeve recently visited the proposed site and held discussions regarding the land purchasing procedures with revenue officials. As a follow-up action, a committee comprising the district collector, local MLA and grama panchayat president was constituted to coordinate next steps of the land purchase.
"It was decided to acquire land through negotiable settlement. As the district collector already cleared our request, we are awaiting the final level order regarding this from the revenue department to start the acquisition procedures," said a senior official of Kinfra, the implementing agency.
Global City was proposed as one of the major components of the Kochi-Bangalore Industrial Corridor (KBIC) project. Among the two nodes of KBIC, the industrial manufacturing cluster (IMC) in Palakkad was approved by the cabinet committee on economic affairs six months ago and the state govt transferred 325.26 acres of land for the Palakkad IMC.
However, the second node, the proposed Global City, which was intended to span across 358 acres in Ayyampuzha, faced uncertainty as the Union govt placed it on the back burner, citing that the key elements of the development planned in Ayyampuzha were primarily residential and real estate ventures, rather than industrial undertakings as defined by regulation.
When 'Kochi Gift City' was envisioned as part of the industrial corridor, the central and state govts agreed to share the project cost equally.
After being informed that the Gift City was designated exclusively for Gujarat, the project was renamed Global City. Though the chief minister sought approval from the Centre, the central govt stated that this project cannot be included as part of the industrial corridor.
Initially, there was an agreement to allocate Rs 500 crore to acquire 500 acres, but this has now been reduced to 358 acres. Kinfra already received Rs 849 crore from KIIFB for land acquisition. Out of the 358 acres, only 215 acres would be allocated for industrial projects. Consequently, the cost of land for entrepreneurs is likely to increase significantly. These matters will be examined in detail. Efforts are underway to explore how the Global City can be made profitable, the minister said.

Noida: A slice of the wild, crafted from steel and imagination, Noida's Jungle Trail is almost ready to welcome visitors next month. Part of the waste-to-wonder park project, the trail is set for a trial run starting June 25, with an official opening expected in early July. Built at an estimated cost of Rs 22 crore, the park is being developed on a public-private partnership (PPP) model by the Noida Authority in collaboration with a private company called Z-Tech. The company has developed similar parks in Lucknow, including UP Darshan Park and Happiness Park. Divided into four themed zones, the park offers an immersive wildlife experience. The Jungle Trail has over 700 life-sized animal sculptures from six continents, including elephants, tigers, camels, and exotic birds. "At this park, visitors can also experience a night Jungle Safari, where illuminated sculptures and ambient lighting create an authentic, life-like adventure," she added, noting that all sculptures, furniture, gazebos, and lighting fixtures at the park have been made using recycled and repurposed materials. Nearly 500 tonnes of iron waste have been repurposed into elaborate sculptures, turning discarded materials into captivating visual elements. Ghaziabad : Modinagar Palika Parishad has slapped a fine of over Rs 111 crore on Modi Tele Fibre, a defunct private firm, for illegally occupying 25 acres of municipal land since 1984. Though the company, once involved in textile thread manufacturing, shut down nearly 30 years ago, it continued to hold onto the land until the civic body reclaimed it in 2021. A formal notice now demands payment within 15 days; failing to do so, recovery proceedings will begin, officials said. The case marks one of the region's largest municipal penalties. "The Modi Tele Fiber, which used to make textile fiber, was in possession of about 25 acres of govt land in C-Line, which was used for commercial purposes. In a land audit carried out in 2021 by the palika, it was revealed that the company was in illegal possession of the land where it set up a factory and dwelling units," said Ankit Choudhary, revenue officer, Modinagar Nagar Palika. In Khasra number 632, 2910 sqm of land was encroached; 1140 sqm in Khasra number 633; 1390 sqm in Khasra number 641; and in Khasra number 572, about 21730 sqm of land was under company possession. "The fine amount has been computed for the time period between 1984 and 2021, which has been calculated to be Rs 111 crore. The Central Bureau of Investigation (CBI) has registered an FIR against Noida-based construction firm Supertech Limited and its promoter R K Arora, among others, for allegedly defrauding IDBI Bank of Rs 126.07 crore. The case was initiated following a complaint from IDBI Bank, which alleged that the accused had conspired to misappropriate sanctioned loan funds through fraudulent means, said officers. According to the FIR, the bank alleged that the company and its directors submitted forged documents to secure credit facilities under false pretences. 'A complaint dated April 23 was received from Hari Kumar Meena, DGM, IDBI Bank, (East Kidwai Nagar) regarding the alleged offences of criminal conspiracy, cheating, forgery, using forged documents as genuine, criminal breach of trust and criminal misconduct by accused Directors of M/s Supertech Limited, having its address at Supertech E-square, 23rd Floor, Plot No. C-02, Sector 96, Noida, in conspiracy amongst themselves and with unknown public servants, whereby IDBI Bank Ltd was cheated to the tune of Rs 126.07 crore,' the FIR said. 'Arora has been named in the FIR along with whole-time directors Sangita Arora, Mohit Arora, Parul Arora, Vikas Kansal, Pradeep Kumar, Anil Kumar Sharma, and Anil Kumar Jain, in addition to the Noida-based company,' a CBI spokesperson said. On Saturday, the CBI conducted coordinated searches at five locations linked to the accused, including official and residential premises, in Noida and Ghaziabad in connection with the case. 'Searches were conducted at five different official and residential premises of the accused company and its promoter/directors in Noida and Ghaziabad. Incriminating documents and cash totalling Rs 28.50 lakh were found during a search at the premises of one of the directors,' the spokesperson said. 'It was also alleged that the borrowers submitted forged documents as genuine to IDBI Bank Ltd., thereby inducing the bank to part with loan funds. The loan account was subsequently declared a wilful default (account) and categorised as fraudulent, allegedly resulting in wrongful losses totalling Rs 126.07 crore to IDBI Bank Ltd,' the spokesperson from the central probe agency alleged.
