Why don't people evacuate disasters? New study raises surprising explanations
Despite all these lifesaving technological achievements, getting folks to evacuate ahead of a natural disaster remains a challenge. Why don't some residents leave when they're asked to do so?
One recent study took a deep dive into why people stay instead of fleeing—and some of the answers are surprising.

The message before hurricanes, floods, and wildfires is often the same: Leave.
Getting out of harm's way seems like common sense. But fleeing your home ahead of an impending disaster is a complicated decision fraught with potential downsides.
Even a short-term evacuation can be costly. Expenses such as travel, lodging, and food alone could run the average family thousands of dollars. That's not to mention the potential for lost wages, or even losing one's job.
Not everyone can evacuate in a timely manner. Low-income individuals, those who don't drive, and folks living with disabilities often lack the resources to evacuate at all when floods, fires, or hurricanes threaten their communities.
But what about people who are fully able to evacuate, yet choose not to?
A new study published by the Yale School of the Environment shines a light on some of the factors that may play into a decision not to evacuate before a natural disaster.
Researchers explored three case studies from around the world:
Farmers on the slopes of an infamously volatile Indonesian volcano
Americans on the Gulf Coast who throw 'hurricane parties'
Japanese residents' decision-making during floods and mudslides
The surprising results show that there are often rational thought processes behind the decision not to flee potential disaster—ones that go far beyond the typical attribution to hubris or recklessness.
Indonesia's Mount Merapi is one of the world's most dangerous and active volcanoes. An eruption in October 2010 ultimately led to more than 300 fatalities throughout the region.
Despite the ever-present danger, many villagers still reside and farm on the volcano's slopes. 'They dwell beyond the point where lowland society fears to tread, but below the point where they themselves fear volcanic hazard,' the study notes. Residents see the benefits of living here as outweighing the risk of a hazardous eruption.
Volcanic eruptions here often carry deep spiritual and cultural meaning, potentially leading to the erosion or challenge of political support for leaders in charge at the time of the disaster.
These villagers remain put—and often resist government insistence to relocate elsewhere—not just because the ground there is fertile, but also that their presence in a high-danger zone applies political pressure to local governments to pay attention to their needs, which may otherwise be ignored without the publicity of the volcano's activity.
Hurricane evacuations represent some of modern history's largest relocation efforts outside of war zones. Hundreds of thousands of people might live in evacuation zones ahead of a major storm—especially along the U.S. Gulf Coast.

Not everybody who can leave chooses to do so. Some folks stay behind, and a few may even throw a hurricane party. 'During these gatherings,' the authors of the study wrote, 'people come together to eat food before it spoils, cherish moments before seeking shelter, and build community before the storm arrives.'
Throwing a hurricane party in lieu of fleeing a storm's fierce winds and surge can seem like pure recklessness. However, the study contends—citing decades of research into this very topic—that there are complex sociological factors behind a decision to celebrate rather than evacuate.
These events are often seen as a community-building opportunity. Quoting a sociologist who interviewed survivors of Hurricane Harvey's flooding, the authors shed some light on the decision-making process. Folks who threw and attended parties during Harvey 'knew what to expect, what to do, and that they could hope for the best, but their homes were likely going to flood. They also knew [they] would help each other rebuild, yet again.'
The researchers also analyzed a series of deadly floods and mudslides that struck Japan in July 2018, during which a significant number of people in danger zones didn't evacuate despite adequate warnings from local officials.
The team's findings highlight the complicated nature of how people perceive danger, a sense of urgency, and where their priorities may lie.
Many people lost their lives in the 2011 tsunami because they were helping vulnerable people evacuate instead of fleeing themselves. This sense of community extends to other disasters, as well.
They also found that the manner in which people received information may dictate their next moves. Rather than heeding initial warnings, many folks at risk during a natural calamity may wait for 'phone calls from family members or visual changes in the landscape' to act instead, the researchers noted.

Diabetes Discovery Reduces 'Life Threatening' Complication Risk

The discovery of a new biological pathway may explain why people with type 2 diabetes are twice as prone to dangerous blood clots—putting them at risk of heart attack and stroke. This is the conclusion of researchers from the University of Sydney, who say their findings may pave the way for new treatments that reduce this danger. "People with type 2 diabetes have a higher risk of heart attacks and strokes. Part of the reason for this is that their platelets are hyper-reactive," paper author and hematologist professor Freda Passam told Newsweek. Platelets are small cell fragments found in our blood that form clots to help stop bleeding. The high levels of blood sugar seen in diabetes, however, cause biochemical changes that make them "stickier", Passam explained, so they can clot when not needed to. The protein appears to disrupt calcium balance inside platelets, making them more likely to clump together and form clots, the researchers explained. The researchers found that blocking SEC61B activity with an antibiotic called anisomycin reduced platelet clumping in both human samples and animal models. "People living with type 2 diabetes are vulnerable to increased risk of blood clots," Passam said in a statement. "These exciting findings identify a whole new way to reduce this risk and help prevent life-threatening complications like heart attack and stroke." In their study, the team analyzed both human and mouse platelets, discovering that SEC61B contributes to calcium leakage from the platelets' stores, making the cell fragments more reactive. The Australia-based researchers noted that the condition is "more prevalent in Aboriginal and Torres Strait Islander peoples and in rural and regional communities." "Cardiovascular disease is a leading cause of death in this group, partly due to the heightened activity of platelets—the tiny blood cells that help form clots," they explained. "This heightened platelet sensitivity to clotting also makes traditional anti-coagulant treatments less effective in people with type 2 diabetes, limiting the options to reduce the risk of cardiovascular disease." Treatments targeting SEC61B are still in early stages. However, the researchers believe pre-clinical trials in animals could begin within 1–2 years, with potential therapies for patients likely to be available in the next decade. Japan Watches Economic Waters Amid China's Growing Presence

Japan is enhancing its surveying capabilities in its vast exclusive economic zone (EEZ) by upgrading an unmanned deep-sea probe and building a new mother ship to carry submersibles. The enhancements come as Japan's powerful neighbor China expands the presence of research vessels in the region. When asked for comment, Japan's consulate-general in Hong Kong referred Newsweek to a Japanese coast guard document, which said one of its missions was to guard the EEZ against foreign vessels conducting research activities without Japan's prior consent or agreement. In its response to Newsweek, the Chinese Embassy in Washington, D.C., cited an earlier comment by the country's Foreign Ministry, which questioned Japan's claim of an EEZ around a reef and said China's ships were exercising the freedom of the high seas. What Is an EEZ? The United Nations Convention on the Law of the Sea (UNCLOS), an international treaty establishing the legal framework for order in oceans and seas, defines the EEZ as a maritime area extending up to 230 miles from the coastline and lying beyond and adjacent to the territorial sea, which under the treaty extends no more than 13.8 miles from the coastline. Japan's EEZ covers about 1.56 million square miles, compared with its land area of about 146,718 square miles. Tokyo said the EEZ was "indispensable" to Japan, allowing it to "exclusively develop valuable marine energy and mineral resources and exploit aquatic resources." According to UNCLOS, a coastal state has sovereign rights to "explore, exploit, conserve and manage" natural resources and jurisdiction over "marine scientific research" in the EEZ. Collin Koh, a senior fellow at the Institute of Defense and Strategic Studies in Singapore, told Newsweek on Monday that "surveying activities" would be assumed to fall under the term marine scientific research. States seeking to conduct such activities must obtain prior permission from the relevant coastal state before carrying them out, he added. What To Know The Japanese government has decided to construct a new mother ship for carrying multiple manned and unmanned deep-sea probes, local media reported in July. The probe has been upgraded for deeper dives, enabling it to reach the deepest parts of Japan's EEZ. Hence, deep-sea exploration is essential for mining rare earths. Interest in rare earths—comprising 15 lanthanides and scandium and yttrium, which are critical for modern technologies, such as artificial intelligence—is rising amid trade disputes between the U.S. and China. China holds the world's largest rare earth reserves at 44 million metric tons and produces 70 percent of the global supply. China's Challenge While Japan is overcoming technological difficulties in developing natural resources in its EEZ, China poses a challenge for Tokyo in protecting its economic waters across the western Pacific. As of Tuesday, three Chinese oceanographic research ships had been detected conducting research activities in the EEZ without Japan's consent since January. Regarding Chinese research activities in Japan's EEZ, Koh said the same set of marine scientific research data would be useful not only for advancing scientific knowledge and commercial applications—such as minerals—but also for military operations. Japan Coast Guard In areas known to contain seabed resources, these activities could be intended to prospect marine economic data that supports follow-on extractive operations, the analyst said. For military applications, the gathered data could be used to create "undersea domain awareness" for planning submarine and anti-submarine warfare operations, he added. Japan is a key United States security ally in restricting China's military activities in the event of war in the western Pacific. It forms part of the first island chain—along with Taiwan and the Philippines—a north-south defensive line under a U.S. maritime containment strategy. While Japan operates one of Asia's—and the world's—most advanced and best resourced maritime forces, the Maritime Self-Defense Force and the coast guard, it faces a challenge in the type of response it can make to unauthorized foreign activities in the EEZ, according to Koh. "Besides keeping tabs on and issuing audio and visual challenge, Japan's maritime forces couldn't possibly 'expel' the transgressing foreign vessel in a forceful manner without potentially triggering a diplomatic incident or worse, an escalatory armed clash," he said. Many of these vessels are operated by state-affiliated organizations with close ties to the Chinese military, while some have surveyed foreign EEZs without prior approval, the report said, warning that "the line between its civilian and military research is heavily blurred." What People Are Saying Collin Koh, a senior fellow at the Institute of Defense and Strategic Studies, told Newsweek: "But there's a gray area here that's yet to be resolved: what about such oceanographic research and hydrographic survey activities carried out by military actors? This was a bugbear most prominently highlighted in the case of the U.S. naval surveillance activities in Chinese EEZ in particular." A 2025 Japanese coast guard document said: "In accordance with international law and domestic law, the [Japanese coast guard] conducts day-and-night surveillance and vigilance against foreign official vessels, oceanographic research vessels as well as illegal fishing by foreign fishing vessels." What Happens Next China is likely to continue sending research ships into Japan's EEZ despite Tokyo's protests. It remains to be seen how the Japanese coast guard will enhance its monitoring of the country's economic waters, including through cooperation with the Maritime Self-Defense Force.
