DDAs land licensing model bags Rs 10,000 cr deal

New Delhi, Aug 16 (PTI) The Delhi Development Authority (DDA) has awarded the first project under its new Special License Property (SLP) initiative to Fleur Hotels, a subsidiary of Lemon Tree Hotels, officials said on Saturday. The project is expected to generate approximately Rs 10,000 crore over a 55-year period. 'DDA had invited bids through a Request for Proposal (RFP) issued on May 2, 2025, for a 2-acre land parcel in Nehru Place earmarked for a five-star hotel. The bidding process, conducted on August 13, saw Fleur Hotels secure the project with an annual license fee offer of Rs 27.19 crore, about 50 per cent higher than the reserve price of Rs 18 crore," DDA said in a statement. This marks a major shift in DDA's land disposal policy. Moving away from the traditional freehold and perpetual lease models, the SLP initiative allows long-term development on an annual license basis. Reforms set into motion last year by Lt Governor VK Saxena, have yielded spectacular results in terms of revenue generation for the DDA even while facilitating the much needed developments in the capital, the statement added. According to officials, the Rs 10,000-crore revenue estimate includes annual fee escalations over the 55-year license term. 'This new model is expected to significantly boost DDA's income, while facilitating key infrastructure development across hospitality, healthcare, logistics, and retail sectors," the statement added. The project awarded to Fleur Hotels will see the development of 'Aurika" at Nehru Place, one of Delhi's largest luxury hotels with over 500 rooms. Lemon Tree Hotels, which operates more than 110 properties in over 75 cities, plans to bring its upscale brand experience to the Capital through this venture. India, South Korea resolve to set new industrial ambition in high-tech sectors

Agency: PTI New Delhi, Aug 16 (PTI) India and South Korea on Saturday resolved to expand their strategic partnership by setting new 'industrial ambition" in the areas of semiconductor, defence, clean energy, and artificial intelligence. Ways to ramp up the overall bilateral cooperation figured prominently in talks between External Affairs Minister S Jaishankar and his visiting South Korean counterpart, Cho Hyun. The Ministry of External Affairs (MEA) said Jaishankar and Hyun agreed to set new industrial ambitions, especially in high-tech sectors such as AI, semiconductors, clean energy, shipbuilding, and the defence industry. The ministers took stock of bilateral cooperation, including in the political, security, trade and economy, technological, and people-to-people domains, it said. In a social media post, Jaishankar described the talks as 'productive". 'Held productive discussions on advancing our bilateral cooperation in trade, manufacturing, maritime and people-to-people exchanges as well as new opportunities in AI, semiconductors, clean energy and defence," he said. Jaishankar said he and Hyun also exchanged perspectives on the Indo-Pacific region and contemporary global developments. 'Appreciated our deepening convergences and growing engagement as our Special Strategic Partnership completes 10 years," he added. In his opening remarks at the meeting, Jaishankar also thanked Seoul for its condemnation of the horrific April 22 Pahalgam terror attack. The external affairs minister also made a mention of Seoul's support to an Indian parliamentary delegation that visited South Korea in the aftermath of Operation Sindoor. 'You have been barely a month in the job (as the foreign minister), the fact that you are here literally a day after your National Day, and our National Day, says a lot really about the value we attach to the relationship," Jaishankar said. The India-South Korea ties have been on an upswing in the last few years, especially in the areas of trade and defence. The MEA said Jaishankar and Hyun reaffirmed the strong and growing 'special strategic partnership" between the two countries. The partnership is rooted in shared democratic values, mutual trust, shared economic interests, and commitment to regional and global peace and stability, it said. 'The ministers also shared their assessment on regional and global issues of common interest," the MEA said in a statement. Next Gen GST set to be ‘game changer', paves way for single tax slab by 2047: Govt sources

The ministry of finance has released details on the proposed GST reforms, saying that a two-slab GST structure is being mulled. (Representative AI image) Senior government officials on Saturday described the upcoming GST reform as a 'game changer', saying it will replace the current four-tier structure with two tax rates of 5% and 18%. A special rate of 40% is planned for luxury and demerit goods such as tobacco and pan explained that this 'Next Gen GST' is not just about reducing the number of slabs. They said the reform is designed to strengthen the economy, lower tariffs on many items, and eventually create a path towards a single national tax rate by 2047. In his 79th Independence Day address, Prime Minister Narendra Modi said, 'This Diwali, I am going to make it a double Diwali for you... Over the past eight years, we have undertaken a major reform in GST... We are bringing next-generation GST reforms. This will reduce the tax burden across the country.'He added, 'Tax rates on essential goods and daily needs will be reduced under a simplified framework. This will bring significant relief and convenience. Our MSMEs and small industries will also benefit greatly from these changes.'The Prime Minister described the revision as a gift that would ease costs for households and businesses. According to government sources quoted by PTI, nearly 90% of items currently in the 28% slab will move to 18%. Almost all goods from the 12% category will shift to 5%. Everyday products such as household items and essentials are expected to fall under the lower 5% 40% rate will apply only to seven products, including tobacco and pan masala. Even so, the overall tax burden on tobacco will remain unchanged at 88%. Diamonds and precious stones, important for exports, will retain their current rates. Petroleum will continue to remain outside the GST was introduced on 1 July 2017, merging multiple state and central taxes into a single nationwide system. The current structure has four main slabs of 5%, 12%, 18% and 28%. Essential food items are exempt or charged at the lowest rate, while luxury and sin goods fall into the highest data shows that the 18% slab is the backbone of the system, accounting for about 65% of collections. The 28% rate contributes 11%, the 12% rate just 5%, and the 5% slab about 7%. A compensation cess is levied on demerit goods, which is due to expire in March 2026. The Council will need to decide how such goods are taxed once the cess ends. The finance ministry has said that the revamp is aimed at bringing 'long-term clarity on rates and policy direction'. Officials believe the two-slab system will reduce disputes over classification, address inverted duty structures, and give businesses more predictability. On the compliance side, reforms include technology-based registration, pre-filled returns, and faster refunds for exporters. These measures, the ministry said, will improve both ease of living and ease of doing business. The GST Council, chaired by Finance Minister Nirmala Sitharaman, is expected to take up the proposal in September. The plan has already been presented to the Group of Ministers on rate rationalisation, headed by Bihar Deputy Chief Minister Samrat Chaudhary. The finance ministry underlined that consensus with states will be central to the rollout. 'In the upcoming weeks, it will work towards building a broad consensus with the states to implement the next wave of reforms,' it said. If approved, the new GST structure could be in place before Diwali, offering what the Prime Minister has called a 'double Diwali' for Indian consumers.
