Henry Gurney schools achieved 100% SPM pass rate in 2024
The Deputy Home Minister said the schools' rehabilitation and education approach equips students with academic qualifications and practical skills through technical and vocational training.
'These schools achieved a 100% pass rate, with 40% of students scoring at least one A,' he said during Minister's Question Time in the Dewan Rakyat on Wednesday (Aug 13).
He attributed the results to collaboration between schools, educators and specialised intervention programmes.
'Our goal is to foster positive attitudes and resilience among the students,' he added.
Henry Gurney Schools serve as rehabilitation centres for young offenders managed by the Malaysian Prison Department.
They provide a structured environment offering education and life skills training.
The schools are in Teluk Mas, Melaka, Keningau, Sabah, Puncak Borneo, Sarawak, and a young women's school in Kota Kinabalu, Sabah.
He said the schools also offer TVET, with 153 students receiving Malaysian Skills Certificate (SKM) recognised certifications.
'These programmes equip students with practical skills such as pastry making, electrical work and metal fabrication,' he said.
In response to Zakri Hassan (Perikatan–Kangar) and Shamshulkahar Mohd Deli (Barisan–Jempol), Shamsul Anuar said support and evaluation is continuous.
'We conduct regular impact assessments and offer counselling for mental health and personal development,' he said.
Shamsul Anuar added that corrective education is integrated with the national curriculum and religious studies with support from agencies such as Jakim.
He said the comprehensive approach covers five clusters: academics, religion, technical and vocational skills, arts and sports.
'Programmes like the Yellow Ribbon Project aim to give youths a second chance and prepare them to reintegrate as responsible members of society,' he added.

Cabinet enforces clear anti-bullying measures after Zara Qairina's death
PUTRAJAYA: The government is standardising the enforcement of Sections 507B to 507G of the Penal Code to make clear to all quarters that bullying is a crime, says Communications Minister Datuk Fahmi Fadzil (pic). He said the move is part of efforts to enforce newly amended anti-bullying laws and reflects Putrajaya's zero-tolerance stance on abuse. The matter was discussed at yesterday's Cabinet meeting, chaired by Prime Minister Datuk Seri Anwar Ibrahim, following the high-profile death of a 13-year-old boarding school student in Sabah. 'The Prime Minister conveyed a firm view that the government will not allow such bullying behaviour to persist. 'Among the measures being coordinated by ministers is the implementation of the amended provisions, which took effect in July, and define bullying, including cyberbullying, as a criminal offence. 'We want to ensure all ministries, especially those managing educational institutions, such as boarding schools, understand and follow through with enforcement,' Fahmi told reporters after attending the 20th Civil Service Premier Assembly here yesterday. The Penal Code (Amendment) Act 2025 and the Criminal Procedure Code (Amendment) Act 2025, aimed at tackling bullying more effectively, were passed in the Dewan Rakyat on Dec 10 and in the Dewan Negara on Dec 16 last year. Home Minister Datuk Seri Saifuddin Nasution Ismail is also expected to address several cases in his ministerial statement in the Dewan Rakyat on Monday, including the death of Form One student Zara Qairina Mahathir and the attack on the son of former economy minister Datuk Seri Rafizi Ramli. Zara Qairina was found unconscious near her dormitory at SMKA Tun Datu Mustapha in Papar, Sabah, on July 16 and died the next day at Queen Elizabeth Hospital in Kota Kinabalu. Although police initially classified the case as sudden death, public concern over possible bullying prompted the Attorney General's Chambers to order an exhumation and inquest. Investigations are ongoing, with Bukit Aman's Integrity and Standards Compliance Department also looking into possible procedural lapses by police and school supervisors. In the separate incident, Rafizi said two men on a motorcycle tailed his wife's car before one attacked his son with a syringe at a shopping mall in Putrajaya. He said he believes the attack was premeditated.

Address gaps in permanent parliamentary committee proposal, MPs told

(Bernama pic) PETALING JAYA : The G25 group of prominent retired civil servants has called on MPs to close the gaps in the government's plan to make parliamentary special select committees (PSSCs) permanent. While it backed the government's move on the matter, the group warned that the current proposal had gaps that could undermine its effectiveness. Its concerns included the standing orders committee's proposed cap of 10 PSSCs, which G25 said would be insufficient to cover all ministries and cross-ministerial portfolios, which could overburden MPs and leave key policy areas without scrutiny. 'The absence of a requirement for future governments to place all ministries and major public institutions under committee oversight could also result in serious blind spots. 'If ministerial roles change or new agencies are created without this requirement, some of them might escape proper oversight,' it said in a statement today. The group also said that vital institutions such as the Malaysian Anti-Corruption Commission were not explicitly included in the proposed structure, leaving them without this avenue of accountability. G25 also called for amendments to Standing Order 54(1) so that bills are automatically referred to the relevant committee, except in urgent cases. It said committee reports should be debated and voted on in the main chamber rather than in the special chamber, where ministers may not be obliged to respond. The group added that committees should review annual and supplementary budgets, and be empowered to summon witnesses, compel documents, and hold public inquiries when necessary. 'A permanent committee system, if designed with sufficient scope, powers, and resources, has the potential to transform Malaysia's parliamentary culture and strengthen the checks and balances in our institutions. 'This is essential to building Malaysia's democratic maturity,' it said. The Dewan Rakyat passed amendments to several provisions of its Standing Orders on Aug 12 to elevate PSSCs to standing committees, codify parliamentary practices, and improve MPs' ability to conduct House business.

Communications Minister Datuk Fahmi Fadzil said the matter was among the key issues discussed during today's Cabinet meeting, chaired by Prime Minister Datuk Seri Anwar Ibrahim, in light of recent bullying incidents, including the tragic death of Form One student Zara Qairina Mahathir. 'The Prime Minister made it clear that the government will not tolerate bullying in any form or allow such cases to continue without accountability,' said Fahmi. He said that Cabinet ministers have begun aligning actions across ministries, particularly those managing educational institutions and student dormitories, to ensure the proper implementation of the newly amended provisions, which came into force in July. 'We want every ministry to fully understand that under these amendments, bullying is clearly defined and legally recognised as a criminal act. Further enforcement steps will follow,' he told reporters after attending the 20th edition of the Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) gathering here today, which brought together over 30,000 civil servants both in person and virtually. The Penal Code (Amendment) Act 2025 and the Criminal Procedure Code (Amendment) Act 2025, which aimed at more comprehensively addressing all forms of bullying, including cyberbullying, were passed in the Dewan Rakyat on Dec 10 and in Dewan Negara on Dec 16, last year. Fahmi also revealed that the Prime Minister had raised concerns over the conduct of certain individuals and public figures, describing their behaviour as 'disrespectful' and confirming that authorities would take appropriate action. Meanwhile, he said that, during MAPPA XX, Anwar also reiterated the important role of civil servants in safeguarding peace, public order, and national progress. 'The Prime Minister delivered several important messages, including how much of the progress we're enjoying today is the result of bold changes and reforms, including the implementation of the Public Service Remuneration System,' said Fahmi. He also welcomed Anwar's announcements related to the public service, calling them a relief to many, and hinted at more to come.
