Sabah establishes Blue Economy Council to drive sustainable marine growth

KOTA KINABALU (June 16): Sabah has marked a major milestone in its sustainable development journey with the official formation of the Sabah Blue Economy Council (MEBS) — a dedicated platform to coordinate and implement the state's strategic blue economy policies.
The establishment of MEBS was approved during the 10th 2025 Sabah Cabinet meeting and its inaugural session, chaired by Chief Minister Datuk Seri Panglima Hajiji Noor, today at Menara Kinabalu.
In his address, Hajiji emphasised that MEBS was created as a strategic initiative to ensure Sabah's blue economy sector is developed in a systematic, integrated and high-impact manner, aligned with the Sabah Maju Jaya (SMJ) Development Plan.
'Through MEBS, we will coordinate key policies, approve high-impact programmes and monitor the implementation of the Blue Economy Policy and Strategy Framework. This integrated approach aims to promote sustainable, inclusive and competitive economic growth,' he said.
He further noted that MEBS would catalyse technology transfer and innovation within the maritime sector, advancing Sabah's ambition to become a modern, sustainability-driven economy.
Highlighting the broader significance of MEBS, Hajiji said it would strengthen collaboration between government agencies, academia, industries and local communities to position Sabah as a leading blue economy hub in Southeast Asia.
'This council reflects the State Government's unwavering commitment to unlocking Sabah's ocean potential, expanding investment opportunities, and enhancing the people's well-being through sustainable and resilient development,' he added.
With this initiative, Sabah is now better positioned to build a prosperous future anchored in marine wealth and the strength of its maritime economy, Hajiji affirmed.
During the inaugural meeting, Hajiji presented letters of appointment to eight core MEBS members.
They are Deputy Chief Minister cum Minister of Agriculture, Fisheries and Food Industry, Datuk Seri Panglima Dr Jeffrey Kitingan, Deputy Chief Minister cum Minister of Works, Datuk Shahelmey Yahya, Minister of Finance, Datuk Seri Panglima Masidi Manjun, Minister of Tourism, Culture and Environment, Datuk Seri Panglima Christina Liew, Minister of Industrial Development and Entrepreneurship, Datuk Phoong Jin Zhe, State Secretary, Datuk Seri Panglima Safar Untong, the State Attorney-General, Datuk Brendan Soh and the director of the Sabah State Economic Planning Unit.
Additionally, seven chairpersons of Technical Committees were appointed to oversee core components of MEBS, including living resource harvesting, marine business, ocean health, marine spatial planning, new resource generation, river management, and intellectual property.
These roles will be led by senior officials from key state ministries and technical agencies, including the Department of Lands and Surveys, Sabah Biodiversity Centre, and Department of Mineral and Geoscience.
The Sabah Maju Jaya Secretariat (SSMJ) will serve as the MEBS Secretariat, ensuring the effective coordination and implementation of council decisions from both technical and administrative standpoints.

'We are monetising this asset at the right time to ensure Avangaad remains agile and well-capitalised. In asset strategy, success lies in aligning capability with contract tenure. Our fleet includes vessels capable of securing decade-long commitments, each contributing to long-term portfolio optimisation,' he said. Datuk Wira Mubarak added that the proceeds act as a natural hedge, enhancing the group's resilience to cyclical market changes while positioning it to capture opportunities that improve earnings visibility. 'The capital unlocked further strengthens our agility and decisiveness, setting a clear course to redefine integrated maritime solutions in the region,' he said. The next capital deployment is currently under review. The gain from this sale underscores Avangaad's stable operational cash flow and its readiness to pursue expanded charter contract opportunities.

KUALA LUMPUR: Toll highway concessionaire Amanat Lebuhraya Rakyat Berhad (ALR) has introduced the Smart Unlimited Travel Pass or Merdeka Unlimited Travel Pass (MUTP), offering one month of unlimited use of the Stormwater Management and Road Tunnel (SMART Tunnel) in conjunction with National Day and Malaysia Day. Available from Aug 16 to Sept 16, the pass can be purchased for a one-off payment of RM68. Works Minister Datuk Seri Alexander Nanta Linggi said the MUTP reflected the inclusive and people-centred approach envisioned under the Malaysia Madani principles which prioritise inclusivity and the well-being of the rakyat. 'ALR's initiative allows frequent SMART Tunnel commuters to save up to RM64 a month compared with the average monthly toll payment of RM132. 'The launch of this travel pass is very meaningful in the spirit of celebrating our 68th National Day and Malaysia Day. 'This one-month offer sends a clear message that public facilities can and should be provided in an inclusive and people-centred manner, consistent with the Malaysia Madani principles. 'In addition, the Works Ministry, through the Malaysian Highway Authority (MHA), fully supports the government's aspiration to provide the best facilities for the rakyat, especially highway users. The MUTP is an excellent example of such an initiative,' he said after officiating at the MUTP launch at the SMART Management and Tunnel Operations Complex here yesterday. Also present were MHA director-general Datuk Sazali Harun and ALR Group CEO Muhammad Nizam Alias. Nanta said SMART Tunnel commuters typically make about 44 trips a month, with a one-way toll of RM3. 'Through the MUTP, users will enjoy savings of up to RM64, as the average monthly toll can reach RM132 at the standard rate. 'It also provides quick access to the city centre via the SMART Highway, which handles an average of 19,000 vehicles daily, while maintaining the world's only dual-function tunnel that combines road traffic and floodwater management. 'This initiative shows how industry players, especially in infrastructure, can take proactive steps to help the rakyat manage the cost of living, particularly in urban areas,' he said. He added that the MUTP not only strengthens public trust in the highway sector but also aligns with Malaysia Madani's emphasis on balancing economic growth with social justice, while promoting respect and compassion in service delivery. 'The SMART Tunnel remains one of the nation's best engineering achievements, proven to have a significant impact on flood management and urban mobility. 'It is not merely an infrastructure project but also a symbol of Malaysian innovation recognised internationally, with accolades such as the UN-Habitat Scroll of Honour Award, the British Construction Industry Award and the Asean Outstanding Engineering Achievement Award, and listed by CNN among the 'Most Impressive Tunnels in the World'. 'By managing infrastructure, social values, and governance holistically, it has delivered multiple benefits to the rakyat and the nation, strengthening security and sustainability in line with the Malaysia Madani vision,' he said. On a related note, Nanta said there would be no free toll for National Day as the exemption is limited to one festive day.

Kota Kinabalu: State Finance Minister Datuk Seri Masidi Manjun rubbished Parti Warisan President Datuk Seri Shafie Apdal's allegation that RM500 million from the State Government's RM1 billion bond proceeds was spent in another state, describing the claim as 'both unfounded and irresponsible.' 'Such a serious claim, made without a shred of credible evidence, misleads the public and undermines trust in the State's financial management,' said Masidi in a statement, Wednesday. Citing official records, Masidi said the RM1 billion State Government of Sabah Bonds (2014/2019) proceeds were used entirely for Sabah's purposes – RM544 million to repay the first State Government bond issued in 2009 and RM456 million to finance State development projects under the approved 2014 State Budget. He also dismissed Shafie's earlier claim that the bond's full repayment in 2019 was an extraordinary achievement of the Warisan administration, calling it 'misleading' and 'contrary to documented facts.' He said Shafie's Aug 12 statement gave the public the false impression that the RM1 billion repayment was pulled off within a single year through the Warisan government's financial acumen. 'The facts tell a different story. When the RM1 billion bond was issued in December 2014, Bank Negara Malaysia required the State Government to establish a dedicated Sinking Fund to ensure full repayment upon maturity,' he explained. Under this safeguard, RM200 million was to be set aside annually over five years so that repayment would not become a sudden financial burden, regardless of which party held office. Records show contributions to the Sinking Fund were made according to schedule: RM2 million in 2016 (tabled in 2015), RM200 million in 2017 (tabled in 2016), RM400 million in 2018 (tabled in 2017) and RM380 million in 2019 (tabled in 2018). The remaining RM18 million came from interest earned on the fund's investments. 'The claim that Warisan had to 'find' RM600 million in a matter of months ignores reality. The payment schedule had been designed since 2014 and the necessary funds were already budgeted as part of the State's multi-year financial planning,' stressed Masidi. He pointed out that during Warisan's tenure, the only bond repayment allocation tabled was RM380 million in 2019, an obligation that would have been fulfilled by any government in office at the time. Masidi emphasised that repaying the bond on schedule was a legal and contractual obligation, not an optional act of goodwill. 'The financial discipline and structure that enabled this repayment were put in place in 2014, not in 2018. Public discussion on State finances must be anchored in documented facts, not selective figures or politically convenient narratives.
