
Centre extends tenure of CBI director by 1 year
The decision for the extension was taken at the meeting on Monday after a high-powered committee, comprising Prime Minister Narendra Modi, Chief Justice of India Sanjiv Khanna, and Leader of the Opposition in the Lok Sabha Rahul Gandhi failed to reach a consensus.
'The appointments committee of the cabinet, based on the recommendations of the committee, has approved the extension in tenure of Praveen Sood, as director CBI for a period of one year beyond April 24, 2025,' the order issued on Wednesday said.
The extension is a departure from norm, as the Central Vigilance Commission (CVC) Act mandates a fixed tenure of two-years for directors of CBI and the Enforcement Directorate (ED).
In November 2021, the government brought in an ordinance to amend the Central Vigilance Commission (CVC) Act as well as the Delhi Special Police Establishment (DSPE) Act to empower it to give three one-year extensions to ED chiefs and the CBI directors if it so desires. The ordinance was subsequently passed by Parliament a month later.
Previously, the ordinance was used to give three back-to-back extensions to former ED director Sanjay Kumar Mishra.
Sood, a 1986-batch Indian Police Service (IPS) officer of the Karnataka cadre, was appointed as 34th director of CBI on May 25, 2023. Before his CBI stint, Sood was the director general of police (DGP) in Karnataka.
During his tenure, CBI has successfully investigated and finalized several sensitive cases including NEET-UG paper leak, RG Kar hospital rape and murder, cash-for-jobs irregularities involving former railways minister Lalu Prasad Yadav and his family, Delhi excise policy 2021-22 related irregularities in which former chief minister Arvind Kejriwal and deputy CM Manish Sisodia were arrested.
Under Sood, the agency also filed a record number of closure reports, officials said.
For instance, in 2024, CBI filed closure report in at least 174 cases for lack of evidence. Prior to 2024, CBI's closure reports ranged between 30 and 60 cases every year, including 62 in 2023 and 32 in 2022.
Some prominent cases closed last year include a 2017 probe against Nationalist Congress Party (NCP) leader Praful Patel (now with NCP-SP) for alleged irregularities in the leasing of aircraft by National Aviation Corporation of India Ltd (NACIL); a 2017 probe against former Union environment minister Jayanthi Natarajan over diversion of forest land for a steel plant in Jharkhand; a 2017 case against NDTV founders Prannoy and Radhika Roy for allegedly causing a loss of ₹ 48 crore to ICICI Bank; and a 2022 case of betting in Indian Premier League's 2019 season.
'The director (Sood) directed all units of the agency last year to scavenge the cases that needed winding up and finalise them at the earliest — by either filing charge sheet(s) or closure report(s). This resulted in the agency disposing of a record 1,467 cases (1,293 charge sheets and 174 closure reports) in 2024,' said an officer, who asked not to be named.
Known for his hands-on approach, Sood had supervised investigation of high-profile cases involving high net-worth individuals and matters having inter-state and international ramifications.

‘Why should prisoner foot bill?': Delhi HC reserves order on MP Engineer Rashid's plea against cost to attend Parliament
The Delhi High Court Monday orally asked the government why Baramulla MP Abdul Rashid Sheikh alias Engineer Rashid should bear the expenses when he is attending Parliament while on custody parole, and not on interim bail. The court reserved its order on Rashid's plea seeking a waiver on the cost to be borne by the MP for his security and travel arrangements for attending House proceedings. The matter was heard by a bench of Justices Vivek Chaudhary and Anup Bhambhani. 'What I'm very concerned about…this man has not even gotten his liberty back (through bail or interim bail)…the jail is travelling with him (while he is out on custody parole), and when the jail travels with him, it is for jail to incur the expense…,' Justice Bhambhani remarked orally. Addressing Lok Sabha two weeks ago, the Independent MP from Baramulla began with a disclaimer: 'Please don't stop me for 10-12 minutes, for God's sake. I'm coming from (representing a constituency of) Kashmir, I'm coming from Tihar Jail…' After reading a couplet, he went on to condemn the April 22 Pahalgam attack while emphasising the need to 'win the hearts of Kashmiris to end militancy in Kashmir'. He added, 'It is not a communal issue. It is a political issue. You need to give a political resolution.' The MP went on to say, 'Main aapse puchna chahta hu, isliye nahi ki main aaj Rs 1.5 lakh deke idhar aaya, lekin aap jab mere liye nahi bol sake, aap Kashmiriyo ke liye kya bolenge. Rashid defeated National Conference leader Omar Abdullah, who is currently the Chief Minister of Jammu and Kashmir, in the Baramulla seat by over 2 lakh votes in the 2024 Lok Sabha polls. However, he has been lodged in Delhi's Tihar Jail since 2019 in a case of alleged terror funding and the National Investigation Agency (NIA) has accused him of using various public platforms to 'propagate the ideology of separatism and secessionism'. He was arrested under the Unlawful Activities (Prevention) Act in the NIA case lodged in 2017 against Lashkar-e-Toiba (LeT) founder Hafiz Saeed and other 'secessionist and separatist' leaders, and a special NIA court in Delhi framed charges against Rashid in March 2022. In March this year, the Delhi High Court, while allowing the MP to attend Parliament during the Budget session, had imposed the condition that the expenses for Rashid's travel and other arrangements shall be borne by him while he is in the state's custody. When the same condition was imposed on him a second time to attend the Monsoon Session of Parliament, Rashid – through his advocate Vikhyat Oberoi – challenged it before the high court. In the cost break-up furnished by the Delhi Government on Monday before the bench, it was submitted that Rashid's Parliament escort party comprises an assistant commissioner of police, an inspector, a sub-inspector, an assistant sub-inspector, and eight head constables. In a notification on November 12, 2024, the Delhi government had fixed the charges for deployment of 'additional police on payment, to private persons, commercial establishments and for other duties' as per provisions of the Delhi Police Act and Delhi Police (Miscellaneous Matters) Rules. However, Senior Advocate N Hariharan, arguing on behalf of Rashid, pointed out that the notification will not be applicable in the MP's case. Justice Bhambhani also questioned the Delhi Prisons counsel on the rationale of the costs. 'He (Rashid) has to pay the salary (of the escort party)?…These people (police personnel being deployed) are not contractual employees of the state. If this ACP or the inspector is on leave, he (the police personnel) would still get a salary. So why should a person who has been granted custody parole, foot the bill for their salary?' A statement from the office of the Deputy Commissioner of Police (DCP), Nyayik Abhiraksha Vahini, Delhi Armed Police (NAV DAP) from July 23 reads, 'As per instructions from the Govt of NCT of Delhi, NAV DAP is charging Rs 7,039 for each ACP, Rs 7,176 for each inspector, Rs 5,739 for each SI, Rs 4,783 for each ASI, Rs 4,232 for each HC (head constable) and Rs 3,658 for each constable per shift i.e., per day of five hours and per night of four hours for the deployment of police guard to private persons on payment basis. As such, (considering) 10 hours in a day, then total 02 shifts will be calculated and the estimate cost of custody charge will come to Rs 1,44,795,' for Rashid. The DAV NAP transports prisoners between jails and courts or investigative agency offices.

Nearly half of posts in UP Pollution Control Board lying vacant, shows RTI reply
Agency: PTI Lucknow, Aug 19 (PTI) Almost half the sanctioned posts in the Uttar Pradesh Pollution Control Board (UPPCB) are lying vacant, raising concerns over the functioning of the state's pollution watchdog. According to information furnished by the UPPCB in response to an RTI query, the board has a sanctioned strength of 732 posts as of August 1, 2025. Of these, 355 — nearly 49 per cent — are vacant. While the sanctioned staff strength spans across Group A, B, C and D, the board informed that requisitions have been sent to the Uttar Pradesh Subordinate Services Selection Commission for filling 115 vacant Group C posts, with the process still underway. The query with the UPPCB was filed by Noida-based environment and social activist Amit Gupta under the Right to Information (RTI) Act, 2005. On recruitment, the UPPCB said that between July 2024 and July 2025, it had issued appointment orders to 42 selected junior engineers, though only 28 have formally joined. During the same period, 41 employees, including staff from the Noida regional office, retired. The RTI reply also noted that details about compliance with the Supreme Court's direction to fill vacancies by September 30, 2025, could not be shared, as the matter is sub judice before the apex court and the National Green Tribunal. Gupta said that with almost one in every two posts lying vacant, the board's ability to effectively monitor air and water pollution across Uttar Pradesh is severely constrained. 'UPCCB has a massive shortage of staff, including at its Noida office has just five to six staff to manage one of the most polluted cities. Despite clear, time-bound orders from the Supreme Court and the NGT, a severe staff shortage persists. I hope this issue is taken seriously," Gupta told PTI. Notice to Sabitha on challenge to acquittal in OMC case
The Telangana High Court on Monday issued notices to former minister P Sabitha Indra Reddy and retired IAS officer B Kripanandam in connection with the Obulapuram Mining Company (OMC) case. The notices were issued after the state government and the CBI challenged their acquittal by a CBI court in May 2025. The trial court had acquitted both while convicting BJP leader and former Karnataka minister Gali Janardhan Reddy and others. Recently, the high court directed senior IAS officer Y Srilakshmi to face trial in the same case. Justice K Lakshman has now adjourned the matter to September 17. The OMC scam dates back to the tenure of late chief minister YS Rajasekhara Reddy in undivided Andhra Pradesh. Following his death in 2009, then chief minister K Rosaiah sought a CBI probe. On December 7, 2009, the Congress government lodged a complaint alleging that OMC had extracted 29.30 lakh tonnes of iron ore beyond its permitted 68.5 hectares. The CBI registered cases under IPC and Prevention of Corruption Act, estimating losses of `884.13 crore. During trial, it examined 219 witnesses and 3,400 documents before Sabitha and Kripanandam were acquitted, leading to the present appeal.
