Kuwait Introduces Automated System for Academic Qualification Verification in Work Permit Applications
Kuwait's Public Authority for Manpower has rolled out an automated system designed to verify the academic qualifications of individuals applying for work permits, including expatriates, GCC nationals, and bidoon workers. This move comes after authorities uncovered several instances of fraudulent academic certificates submitted by applicants.
The new system, which is integrated with the Ashal portal and Sahel Business app, will meticulously verify academic credentials before any work permit is issued. Marzouq Al Otaibi, Acting Director General of the Public Authority for Manpower, issued a circular confirming the implementation of the system.
The verification process focuses on three key elements: the authenticity of the academic degree, the field of specialization, and the accreditation status of the qualification, all in line with the Ministry of Higher Education's standards.
This measure is part of Kuwait's ongoing efforts to ensure the integrity of its labor market by only issuing work permits to individuals who meet the required academic qualifications, thus preventing fraud and bolstering the regulatory framework surrounding work permits.

Kuwait To Reimpose Outdoor Work Ban From June To August Amid Rising Temperatures
Amid rising temperatures, Kuwait's Public Authority for Manpower (PAM) is stepping up enforcement of a regulation that prohibits outdoor work from 11am to 4pm during the months of June through August. The measure, detailed in Administrative Resolution No. 535/2015, is aimed at protecting workers from the severe health risks posed by Kuwait's extreme summer temperatures. Starting in early May, PAM will also roll out a multilingual social media awareness campaign under the slogan 'Their Safety is Most Important', designed to educate both employers and workers about the importance of the midday work ban. PAM's inspection teams will carry out unannounced visits to construction sites and other outdoor workplaces to ensure compliance. Employers who violate the rule will face legal penalties. The authority emphasized that the regulation is designed to protect workers' health and safety, not to reduce total working hours. It also reassured that measures will be taken to keep ongoing projects on track despite the timing restrictions. PAM sources said the policy has enjoyed broad compliance in previous years, and urged business owners to continue cooperating to avoid violations.

Kuwait Implements Strict Hiring Rules For Expatriates, Tightens Labour Market Regulations
Kuwait has introduced new restrictions on the hiring of expatriate workers, tightening labour market oversight to ensure better alignment between academic credentials and professional roles. According to media reports, the Public Authority for Manpower (PAM) has rolled out a regulation requiring pre-approval from PAM for certain job categories before applicants can obtain security clearance from the Ministry of Interior. The change is expected to apply primarily to workers whose positions demand security vetting. While the new regulation signals a more selective hiring process, PAM confirmed that work permits will continue to be issued for doctors, engineers, and workers under government contracts from Egypt, as well as a limited number of exceptional cases. The move coincides with a separate measure issued by Minister of Defence and Acting Minister of Interior Sheikh Abdullah Ali Al Sabah, who released Ministerial Circular No. 1/2025, effectively freezing changes to academic qualifications and job titles of expatriate workers hired on work permits or transferred to the private sector. The circular, published on PAM's official X (formerly Twitter) account, is designed to regulate the labour market and prevent discrepancies between a worker's academic qualifications and actual job role. Under the new rule, any request to amend an expatriate's academic record or professional title, particularly if it seeks to upgrade qualifications, will be rejected if the changes are incompatible with the original nature of the job for which the worker was hired or transferred. The dual measures aim to ensure transparency, promote merit-based hiring, and expand job opportunities for Kuwaitis, who have long voiced concerns over displacement in the private sector.
