Penang challenges DOSM's tourism report, citing more accurate hotel stay data
It questioned the accuracy and methodology of the report, particularly its claim that Perak topped the list of domestic tourism destinations.
State Tourism and Creative Economy Committee chairman Wong Hon Wai said the DOSM report was merely based on a sample survey, not on hotel stay records.
He said it was essential to understand that the survey was based on household sampling, which mainly relied on questionnaire answers and memory recall of respondents, and not tangible real-time records.
"While such surveys are common in research, their accuracy is always limited by the sample size and its representativeness.
"In this case, only 204 enumeration blocks in Penang were included in the national survey's total of 2,819 blocks across Malaysia, a figure too small to draw valid conclusions about tourism performance in the state.
"Such a small sample size cannot reflect the real strength of Penang's tourism," he said today.
Wong pointed to the official hotel accommodation data from Tourism Malaysia as a more reliable indicator.
He said last year, Penang recorded 5.2 million domestic tourists staying in hotels, with an additional three million international visitors — totaling 8.2 million hotel guests.
In contrast, he said, Perak, which ranked first in the DOSM report, recorded only 4.19 million domestic hotel guests in the same year.
"This shows a clear discrepancy between the sample-based survey and actual tourism performance data," he added.
Wong also questioned the choice of survey respondents, saying DOSM's data was collected from households, not actual travellers.
Respondents were asked to recall travel activities over the past year, making the data subjective and retrospective," he explained.
Additionally, he emphasised that no surveys were conducted at airports, hotels or tourism hotspots — which would have provided a more accurate picture of active tourists.
Another key issue highlighted by Wong was DOSM's broad definition of a domestic tourist, which included both overnight visitors and same-day excursionists.
He added that same-day visitors, who made up 66.8 per cent of domestic travellers in the DOSM report, typically spent less, did not stay in hotels overnight and were harder for tourism businesses to keep track of.
"Although their numbers are high, their economic impact is minimal compared with genuine leisure travellers," he said.
As such, Wong cautioned against relying solely on the DOSM report to assess tourism success.
"While the survey can offer preliminary insights into trends, its limitations in methodology, sample size and definitions make it insufficient to measure the true performance of major tourism destinations.
"For a state like Penang — known for its high-quality tourism, cultural experiences and world-class arts events — the sector's contribution cannot be captured through a single household survey," Wong said.

Strong Domestic Demand Pushed Service Sector To Record 5.7% Growth In 2Q
The Services sector increased by 5.7 per cent year-onyear in the second quarter of 2025, reaching RM641.4 billion in revenue. This is reported by Department of Statistics Malaysia (DOSM) in release of The Quarterly Services Statistics, Second Quarter 2025. The report presents statistics on Services sector, which encompasses the sub-sectors of Wholesale & Retail Trade; Information & Communication; Transportation & Storage; Accommodation; Food & Beverage; Professional; Private Health; Private Education; Arts, Entertainment & Recreation; Real Estate; Administrative & Support Service; Personal Services & Other Activities, and Income of e-Commerce. Chief Statistician Malaysia, Dato' Sri Dr. Mohd Uzir Mahidin, reported that 'The strong 5.7 per cent increase in the second quarter was supported by the positive performance of all segments within the sector. This growth reflects the stability of domestic demand and the sector's vital role in supporting overall economic expansion.' The Wholesale & Retail Trade, Food & Beverages, and Accommodation segment recorded a year-on-year revenue growth of RM22.5 billion or 4.9 per cent, reaching RM484.0 billion in the second quarter of 2025. This improvement was mainly supported by the increase in domestic travel across the country, which encouraged higher consumer spending. In addition, public holidays and festive breaks such as Hari Raya Aidilfitri, Wesak Day, Pesta Kaamatan, Hari Gawai, Labour Day, Hari Raya Aidiladha, and the school holidays encouraged more household spending. At the same time, the increase in international visitor arrivals further supported the growth of this segment.

Penang tourism and creative economy committee chairman Wong Hon Wai said PBIM has grown to become one of the most anticipated marathons in the region and in Penang's sports tourism calendar. 'PBIM brings together tens of thousands of runners, supporters, family members, and businesses, turning a single morning of sport into a weekend of large-scale activity that boosts the state economy.' He said registration places were filling up quickly. 'Our target is 25,000 participants and so far, we have over 16,000 registrations,' Wong said during a press conference at Komtar. Also present were Ikea Batu Kawan local marketing manager Vivienne Low, Klippa deputy commercial manager Jo Saw and Aspen trade divisional director Janice Lim. Wong said the marathon traversed Penang Second Bridge, making PBIM the longest bridge run in the region. 'Running across that bridge, surrounded by water, wind and sunrise, is an experience. 'Which is why we feel every journey needs to be honoured. 'This year, we are proud to announce that finishers in all categories – Full Marathon (42.195km), Half Marathon (21.1km) and 10km – will receive a finisher T-shirt and specially designed finisher medal. 'Whether you are wearing it for your next run or just as a reminder of what you have accomplished, we want it to be something that runners are proud to put on,' he added. Wong said medals would be the same for finishers of all three categories. 'For many runners, that T-shirt and medal are more than a souvenir; they symbolise the achievement of a personal milestone.' He said pre-run events were being organised by Penang Forward Sports Club. 'There will be four held before Dec 14. Two have been held and two more will be conducted in the months to come. 'The four pre-run sessions are held at different locations on the island and mainland, ensuring greater accessibility and convenience for participants. 'This event is free and runners can choose to join either the 5km or 10km categories.' He said the sessions would help runners boost their stamina, get familiar with race conditions and adjust to Penang's weather and routes. Wong said last year's PBIM attracted over 23,000 participants. That translated into thousands of hotel bookings, restaurant visits, retail spending, and digital impressions online showcasing Penang to the world, he noted. 'I see PBIM as more than a race; it is an engine for economic stimulation, a platform for cultural celebration and a movement that promotes health and unity,' Wong added. PBIM will be hosted at Aspen Vision City in Batu Kawan. To register, visit
