
Kuwait Raises Legal Marriage Age to 18 with New Decree-Law
The explanatory memorandum accompanying the law, which came into effect today, states: 'In alignment with the Constitution of the State of Kuwait, which emphasizes the protection of family, motherhood, and childhood, and under the principles of Islamic Sharia, this amendment also considers Kuwait's international obligations. These include the Convention on the Rights of the Child, which defines a child as anyone under the age of eighteen and obligates states to protect them from early marriage, as well as the Convention on the Elimination of All Forms of Discrimination against Women, which ensures the free and full consent of spouses and advocates for setting a minimum age for marriage. Consequently, it has been decided to amend Article (26) of Law No. (51) of 1984 regarding Personal Status to prohibit marriage documentation unless both spouses have reached the age of eighteen.'
The memorandum further explains that the draft decree-law has been prepared, with its first article stipulating the replacement of Article (26) of Law No. (51) of 1984. This revised article explicitly prohibits the documentation or ratification of a marriage contract for anyone under the age of eighteen at the time of documentation. The second article mandates that the Prime Minister and ministers are responsible for implementing this decree-law, which will take effect from the date of its publication in the Official Gazette.
In the same issue, a decree-law added a new paragraph to Article 15 of the Jaafari Personal Status Law. The addition states: 'It is prohibited to document or ratify a marriage contract for anyone who has not reached the age of eighteen at the time of documentation.'

Al-Fahaheel calls for an investigation into the handball association violations
KUWAIT CITY, Aug 12: Al-Fahaheel Club has requested the establishment of an investigative committee to probe violations by certain members of the Handball Federation's Board of Directors, according to the club's official letter No. (14848-2025) sent to the Director General of the Public Authority for Sports last Sunday. The letter highlighted clear breaches by some federation members of the handball statutes, including holding meetings without the presence of the president or vice president, and continuing to issue and circulate invalid circulars and decisions. This demand followed a letter dated August 6 from the Deputy Director General of the Public Authority for Sports for Competitive Sports Sector, Bashar Abdullah, which referenced a legal opinion from the Fatwa and Legislation Department. The opinion declared all meetings held without the president or vice president as invalid, along with all decisions issued in those meetings, due to their conflict with the federation's statute. On the same day, Al-Arabi Club sent letter No. 568-2025 to the Handball Federation, urging it to stop issuing and publishing invalid circulars and decisions that result in financial losses and constitute criminal offenses under Law No. 1 of 1993 regarding the protection of public funds. Al-Arabi firmly rejected any violations of the federation's statutes or unilateral decision-making, condemning the blatant infringement on the powers of federation president Fouad Al-Balushi. The club also reserved the right to take legal action against anyone found to have breached laws and regulations. Meanwhile, the Kuwaiti junior handball team secured its first victory in the consolation stage, known as the 'President's Cup,' at the 11th Under-19 World Championship currently underway in Cairo, Egypt. Matches are being held at Dr. Hassan Mostafa Hall through August 16. The team defeated Morocco 34-25. Earlier, Kuwait lost all its matches in the preliminary round (Group A) of the tournament and was defeated by Kosovo in the President's Cup.

Now GCC Expats Can Avail Kuwait Tourist Visas on Arrival
KUWAIT CITY, Aug 10: Kuwait's First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, has issued a decision permitting foreigners residing in any Gulf Cooperation Council (GCC) country to obtain a tourist visa upon arrival. The decision, published today in the official gazette Kuwait Alyoum, states that—without prejudice to the provisions of Decree Law No. 114/2024—any foreign resident of a GCC country holding a valid residency permit for at least six months will be eligible to enter Kuwait on a tourist visa issued directly at the port of entry.

Kuwait Lawyers Cite Discrimination, Question Housing Law Repeal
KUWAIT CITY, Aug 5: Some lawyers have filed a direct constitutional challenge before the Constitutional Court against Decree-Law No. 83/2025, which repealed Article 29-bis of Law No. 47/1993 concerning housing care, titled 'Whoever Sold His Home.' The repealed article, introduced under Law No. 2/2015, allowed citizens who had previously sold their homes to reapply for housing through usufruct or rental arrangements, subject to specific conditions, including full repayment of the housing loan granted by the Kuwait Credit Bank. The decree justified the repeal by citing a 'violation of the principle of justice and equal opportunity,' explaining in its memorandum that the previous article caused unjustified discrimination among citizens and exacerbated the housing application crisis, depriving those who had not previously obtained housing rights.
