Now GCC Expats Can Avail Kuwait Tourist Visas on Arrival

KUWAIT CITY, Aug 10: Kuwait's First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, has issued a decision permitting foreigners residing in any Gulf Cooperation Council (GCC) country to obtain a tourist visa upon arrival. The decision, published today in the official gazette Kuwait Alyoum, states that—without prejudice to the provisions of Decree Law No. 114/2024—any foreign resident of a GCC country holding a valid residency permit for at least six months will be eligible to enter Kuwait on a tourist visa issued directly at the port of entry.

KUWAIT CITY, July 27: Ministerial Resolution No. 19 of 2025 was published in the Official Gazette Kuwait Alyoum, introducing amendments to certain provisions of the Housing Regulations. According to the resolution, Articles 2 and 3 of Article 99 of the Housing Regulations have been replaced. The updated provisions specify that family members may benefit from government housing, except a non-Kuwaiti son of a Kuwaiti mother who is 26 years of age or older, unless he is an only child or has a severe or moderate disability. The amendment also mandates that housing units must not remain unoccupied without a valid excuse approved by the Housing Authority for more than 60 consecutive days or 90 non-consecutive days within 12 months. The resolution is effective immediately upon publication in the Official Gazette, and relevant authorities have been instructed to enforce it accordingly.

KUWAIT CITY, May 25: Two official decrees published in the Kuwait Alyoum gazette on Sunday announced the revocation of Kuwaiti citizenship from 22 individuals, including those who had obtained it through dependency. Decree No. 89 of 2025 orders the withdrawal of citizenship from 20 individuals along with their dependents. Decree No. 90 of 2025 follows with the revocation of citizenship from two more individuals and their dependents.

KUWAIT CITY, April 13: The Public Authority for Civil Information (PACI) has announced the removal of residential addresses for 325 individuals from its official records. This action was taken either upon request by the property owner or due to the demolition of the building in which the individuals were registered. In an announcement published in the Kuwait Alyoum, the authority urged all affected individuals to visit PACI offices and update their information by registering a new residential address. This update must be completed within 30 days from the date of the announcement and must be accompanied by all required supporting documents. PACI emphasized that failure to comply within the specified timeframe will result in penalties as outlined in Article 33 of Law No. 32 of 1982. The law imposes a fine of up to KD 100 per individual, with the fine amount multiplied according to the number of affected persons.

Kuwait Raises Legal Marriage Age to 18 with New Decree-Law

KUWAIT CITY, March 16: Decree-Law No. 10 of 2025 has been issued and published in the official gazette, Kuwait Alyoum, amending Article (26) of Law No. (51) of 1984 concerning Personal Status. The amendment prohibits the documentation or ratification of a marriage contract for individuals who have not reached the age of eighteen at the time of documentation. The explanatory memorandum accompanying the law, which came into effect today, states: 'In alignment with the Constitution of the State of Kuwait, which emphasizes the protection of family, motherhood, and childhood, and under the principles of Islamic Sharia, this amendment also considers Kuwait's international obligations. These include the Convention on the Rights of the Child, which defines a child as anyone under the age of eighteen and obligates states to protect them from early marriage, as well as the Convention on the Elimination of All Forms of Discrimination against Women, which ensures the free and full consent of spouses and advocates for setting a minimum age for marriage. Consequently, it has been decided to amend Article (26) of Law No. (51) of 1984 regarding Personal Status to prohibit marriage documentation unless both spouses have reached the age of eighteen.' The memorandum further explains that the draft decree-law has been prepared, with its first article stipulating the replacement of Article (26) of Law No. (51) of 1984. This revised article explicitly prohibits the documentation or ratification of a marriage contract for anyone under the age of eighteen at the time of documentation. The second article mandates that the Prime Minister and ministers are responsible for implementing this decree-law, which will take effect from the date of its publication in the Official Gazette. In the same issue, a decree-law added a new paragraph to Article 15 of the Jaafari Personal Status Law. The addition states: 'It is prohibited to document or ratify a marriage contract for anyone who has not reached the age of eighteen at the time of documentation.'
