Cuttack: Orissa high court has taken sou motu cognisance of a media report highlighting hazardous manual drain cleaning by Cuttack Municipal Corporation (CMC) by allegedly engaging minor boys in clear violation of safety norms and child labour laws and directed the immediate halting of "such unsafe and unethical practices".
The special bench for PILs concerning civic issues in Cuttack expressed serious concern over the "inhumane methodology" adopted by CMC. The bench of Justices S K Sahoo and V Narasingh said, "Needless to say, ensuring the health and safety of labourers is crucial for productive outcome. This involves implementing measures to prevent work-related injuries, diseases and hazards."
"Manual drain cleaning often leads to hazardous conditions and can result in serious injuries or fatalities due to exposure to toxic fumes, sharp objects and even poisonous snakes," the bench added.
The court directed that such manual and dangerous methods of drain cleaning must be discontinued immediately. It emphasised the need to shift to safer and technologically advanced cleaning mechanisms and underscored that no violation of the child labour law would be tolerated.
The media report had highlighted an incident where labourers, including minors, were engaged in clearing stormwater drains carrying sewage without any protective gear.

A labourer was seen balancing on a motor tube and swimming bare-bodied through the main stormwater channel (MSWC-I) from Matru Bhawan to Nua Bazaar, using only a bamboo stick to remove weeds. Minors were also reported to be working along the banks to clear vegetation in what appears to be a violation of the Child Labour (Prohibition and Regulation) Act, 1986.
In its order dated June 19, the bench instructed CMC to prepare and submit a comprehensive action plan by July 31. The plan must outline strategies to streamline drain cleaning operations, prevent waterlogging, deploy suitable machinery and ensure proper training of workers. The matter will be taken up for further consideration on July 31.

Woman suspects fraud in oil purchase, loses Rs 2.45 lakh

Representative Image UDUPI: A woman running a cashew oil unit in Kundapur was allegedly cheated of over Rs 2.45 lakh after a man posing as a Yelahanka BSF purchasing officer placed an order for 30 tonnes of oil and collected money online under the pretext of generating a gate pass and security deposit. Complainant Veena, 56, said that in the first week of August, a person named Kunal Chaudhary called her and informed her that, on behalf of the Yelahanka BSF Purchaser's Office, they required 5 barrels (1 ton) of oil. The complainant told him that it was not possible to send just one ton and that if they needed five tons, she could send the oil in a tanker. The accused said he would speak to his superiors and inform her. Two days later, he called back and asked her to send 30 tons of oil. Accordingly, on August 14, about 30 tonnes of oil were filled in a tanker and dispatched to an address in Bengaluru. The accused then called again and said, 'Tomorrow is August 15 – a holiday. The gate pass must be made online quickly; if it is not generated, the payment will be delayed by 2–3 days,' and asked her to transfer Rs 5 to initiate the gate pass process. The complainant transferred Rs 5 from her son's bank account. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Mystical Forest Vase: Hot Sale topgadgetlife Shop Now Undo She then received Rs 10 from the accused. Madhya Pradesh shocker: London-based doctor, family attacked in Bhind; constable removed from post for instigating assault

NEW DELHI: A London-based NRI family was attacked in Bhind district of Madhya Pradesh, sparking anger among members of the Sikh community and prompting police action against a local constable accused of instigating the assault. Dr Vikramjit Singh, originally from Ashoknagar and now settled in the UK, had arrived at his in-laws' house in Fatehpur village near Gohad after two and a half years, along with his wife Rajveer Kaur, son Rohanpreet Singh, and daughter Ravneet Kaur. On Thursday evening, while the family was buying fruits on Station Road in Gohad, they got into an altercation with constable Kuldeep Kushwaha, who was in plain clothes. According to the family, the constable used abusive language, filmed their car, and grew angry when asked to reveal his identity. 'When I refused to let him make a video of my car and family, he called others and asked them to come with weapons,' Singh told police officers. The family left in their car but was allegedly intercepted near a dhaba between Station Road and Fatehpur village. A group of men armed with sticks attacked the vehicle, shattering its windows. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Mystical Forest Vase: Hot Sale topgadgetlife Shop Now Undo Rohanpreet suffered facial injuries, while Ravneet's hand was hurt in the assault. The incident was captured on video, which surfaced on Friday. Singh later complained to the Gohad police, but said he was pressured to hush up the case. At the station, the SHO allegedly remarked that he could have run over the constable. Singh countered that his car was fitted with cameras and the footage was recorded. The family has also complained to the Indian Embassy in London. Following protests by the Sikh community, who accused Kushwaha of plotting the attack, Bhind SP Asit Yadav removed the constable from duty and line-attached him. 'Attackers are being identified and action will be taken,' officials said. Local MLA Keshav Desai also reached the spot and extended support to the Sikh community, pointing out that there had been earlier complaints against the constable. Dozens of community members gathered at the police station demanding registration of an FIR against the constable. Stay updated with the latest local news from your city on Times of India (TOI).
