
Regulatory uncertainty hits housing investment
Regulatory uncertainty is stiffling much-needed investment in residential housing, according to private market specialists Elkstone.
In its latest State of Private Markets Report Elkstone - which has invested in LetsGetChecked and Flipdish - said international investors are keen to deploy capital in European property but are not convinved they can get a return if they do so in Ireland.
"When we think about interest rates and the interest cost of debt associated with it, as well as inflation and increased costs that are associated with that in terms of development - in most areas across Europe, those costs would be pushed through to the end user and the development would still have the same kind of return expectation," said Karl Rogers, chief investment officer at Elkstone.
"In this case, however, because only a portion of that goes through, the cost of the project gets increased and it goes outside of the range of institutional capital requirements - which helps create a slow up in the actual development itself," he said.
Mr Rogers said the country was between a rock and a hard place in terms of trying to protect consumers while also trying to encourage enough development to ease housing costs.
"Short term there would be more pain before the relief comes," he said. "If there isn't as much supply coming then the price is going to remain higher.
"If there was a situation where rental caps were taken away, those costs would be pushed through in the shorter term but more supply would be enabled. After a few years time that supply would catch up and should decrease the prices."
The report also highlighted short-comings in other forms of infrastructure - in particular around energy.
However it said that while the moratorium on data centre development was a bottleneck, it was actually coming because Ireland was ahead of the global trend in terms of building this industry.
And, he said, the problem was creating opportunities in other ways.
"We need to increase the supply of the grid and we're doing that through the likes of offshore winds," he said. "So instead of capital going into developing demand assets, capital is going into the development of supply increasing assets."
Meanwhile the Elkstone report highlighted a broader trend in the investment market, with larger 'mega-funds' increasingly drawing in more capital than smaller players. This was a consequence of higher risk aversion among investors.
"What that means for Ireland is that these mega-funds aren't located here - so the very, very big funds aren't located here," Mr Rogers said. "The smaller funds aren't getting as much funding - therefore it's important that both the State funding continues as well as local, private capital.
"Otherwise they're not getting the advantage of that international capital," he added.

Dublin City Council approves food hall use for vacant St Andrew's Church
City officials granted planning permission after concluding the food hall would comply with the zoning objective of the site and would not detract from the area's civic character. Fáilte Ireland will not be operating the food hall itself, but will instead press ahead with a plan to seek an experienced operator to lease the space out for that use. The statute of Molly Malone stands outside the well-known church in an area of Dublin city centre that has a high footfall of tourists. A recent inspection of the statue found that it was unstable with multiple broken fittings. Experts found that two pins holding the statue in place were destroyed. In a letter to Dublin City Council, Laura McCarthy from Fáilte Ireland had said: 'The proposed change of use for the premises has the potential to create a major centrally-based asset for the city, with the potential to inject cultural and economic value, which would benefit local residents, employees and all visitors, both domestic and foreign.' Ms McCarthy, manager of corporate services at Fáilte Ireland, pointed out that food tourism generates around €2bn for the Irish economy each year. 'In order to generate and sustain further economic opportunity and economic development, we need to create iconic food and drink experiences – the proposed change of use and redevelopment of St Andrew's would be the embodiment of that vision,' she said. 'It is envisaged that the proposed food hall will showcase the best of local and Irish produce within a very high-quality setting, which will not only reinvigorate but repurpose part of our capital city's historic building inventory.' Planning documents said the new food hall has the potential to generate 30 to 40 full and part-time jobs. The Swords-based Wright Group secured planning for a food hall at St Andrew's Church in 2019 through its Mink Fusion subsidiary but with the Covid-19 pandemic intervening, the firm did not proceed with the five-year planning permission. In a separate planning report lodged with the application by David Mulcahy Planning Consultants, it stated that the proposed new use 'will bring life back to this vacant building which is one of the most prominent buildings in the city'. ADVERTISEMENT Mr Mulcahy stated that 'the concept of a food/dining hall, which is essentially a permanent indoor market with associated dining facilities, is well established in most European cities and they are very popular for tourists, city residents and local employees'. He said that the emphasis will be on showcasing local produce, fresh where possible.

The Irish Independent's View: Government must wake up to state watchdog's spending warning
These are the words of American economic historian Thomas Sowell. It might seem as if our Government has gone to some lengths to prove him right on both counts in the eyes of the Fiscal Advisory Council (FAC). The state watchdog is concerned that spending is up almost 6pc already this year. 'At the current pace of growth, overruns of €2bn are likely,' the Fiscal Assessment Report says. The extravagance can once again be traced back to bumper corporation tax receipts. As we know, the incoming billions are the envy of many European leaders; and a source of considerable indignation to Donald Trump. The US president has made it plain that though he 'likes' us, we are causing him a world of pain when he sees what he regards as 'US tax dollars' flowing out of American coffers and into those of the Emerald Isle. He has warned he is 'coming for them' and we have no reason to doubt him. The FAC has been warning for the past few years that over-reliance on such golden windfalls could leave the State dangerously exposed when they come to an end, as they inevitably will. Today's warning is even more shrill. It notes that while phenomenal levels of excess corporation tax are keeping Ireland in surplus, 'without these revenues, there would be a substantial deficit, despite a strong economy'. The report acknowledges that while the tide of good fortune could persist for a while yet, it will turn, so depending on it is 'high risk'. It also notes how just three companies account for most of the excess corporation tax. A particular worry of the council is that the over-runs are not being acknowledged in new forecasts. Every blessing ignored becomes a curse Its chairperson, Seamus Coffey, even raised a concern about the 'plausibility' of the numbers being presented. He said it's hard to know precisely how overstretched government departments are, because monthly figures are not supplied. The projected figures for 2025 expenditure remain unchanged, even though it is likely to rise by €3.7bn. This, the report states, is 'simply not credible'. ADVERTISEMENT Philosopher Paulo Coelho said: 'Every blessing ignored becomes a curse.' Taking a rosy financial future for granted, which is written on such shifting sands, could come at extreme cost. Spending what we can afford really ought not be such a radical concept. There is a sword of Damocles over the world's economy thanks to Trump's tariffs. The potential for wider wars in the Middle East or Ukraine could also wreak global trade havoc. Relying on the comfort of things we have taken for granted tends to come with a rude awakening. New rental regulations will allow landlords increase rents if previous tenant leaves voluntarily
A REFORM OF rent regulations is set to go to Cabinet tomorrow, which will allow landlords to reset rent between tenancies. The matter was discussed at the party leaders' meeting this evening, attended by the Taoiseach Micheál Martin, Tánaiste Simon Harris and Minister of State Sean Canney, where the proposals were signed off on ahead of Cabinet tomorrow. While Housing Minister James Browne is set to announce the details after meeting with ministers tomorrow, it is expected that existing renters would likely remain protected by the current 2% cap. Under the proposal, rents for existing tenants in the entire country will be brought under control under the current Rent Pressure Zone (RPZ) system that is currently in place. However, the new plans will mean the that 2% rent cap will not apply to apartments built after a certain date, a move government is hoping will increase apartment construction by the private sector. Advertisement Landlords will also be allowed to hike rents in instances where tenants leave homes voluntarily. Tenancy protections will be brought in, according to a government source, who said that protecting renters is a key component. It is expected that new tenancies, while facing higher rents, will see a six-year security of tenure rolled out. Browne will also bring proposals forward to categorise landlords to the number of properties owned. It is not yet clear this evening to what end this categorization is proposed. These proposed changes are coming at a time when the Government is under pressure from left-leaning parties, trade unions and homelessness charities to create policies that favour renters over landlords. Sinn Féin's housing spokesperson, TD Eoin Ó Broin is of the view that renters are being punished for the Government's failures on housing, with the TD slamming the government for changes he said will result in higher levels of homelessness. Likewise, Social Democrats TD Rory Hearne, an academic who has written a book on the housing crisis, has said his party will 'strenuously resist' any attempt by the Government to end RPZs. Hearne has argued that the Government is prioritising the profits of international investors and developers over the needs of ordinary renters. Browne argues that the measures will boost investment and certainty in supply of homes for rental and the wider residential market. The minister told The Journal last month renters are 'very much to the forefront of my concerns', but acknowledged there is already an affordability challenge out there for renters.
