Construction Begins on Cardiff Affordable Housing Development

Construction has started on a new development which will bring 103 affordable homes to Sanatorium Road in Canton, Cardiff.
Delivered in partnership between United Welsh, Cardiff Council and Welsh Government, the development will include a mix of 71 apartments and 32 houses to the area. Of the apartments, 50 will be designed specifically for people aged 55 and over, supporting independent living.
The homes will be available for social rent and allocated to people from the Cardiff Council Common Housing Waiting List.
The project will generate over £2.5 million in community benefits, including new jobs and apprenticeship opportunities and investment in local initiatives.
The timber frame structures for the homes will be manufactured by Celtic Offsite, a social enterprise within the United Welsh Group, at their factory in Caerphilly. These structures will arrive on site complete with insulation and windows, with final construction carried out by developer Vistry.
The homes will be built to the highest energy efficiency standards, including rooftop solar panels and air source heat pumps to help reduce energy costs for future residents.
Victoria Bolton, Director of Development and Regeneration at United Welsh, said:
'We're pleased to be working in partnership with Cardiff Council and Welsh Government to bring these high-quality, affordable homes to Canton. This development will provide much-needed housing and reflects our commitment to building communities where people can thrive.
'The benefits created through new jobs, training opportunities, and investment in the local community are just as important as the homes themselves, and we're excited to see the positive impact this project will bring to the area.'
Cllr Lynda Thorne, Cabinet Member for Housing and Communities at Cardiff Council, said:
'It's fantastic to see 103 new affordable homes on the way in Canton – this is a real boost for the area. With a mix of apartments and houses, including homes designed for older residents, this development will help meet the growing demand for sustainable, quality housing in the city and support people to live well in their communities.'
The development is funded by Welsh Government's Social Housing Grant and the Cardiff Capital Region's Viability Gap Fund, a £35 million grant programme to bring forward stalled sites for development across the Cardiff Capital Region. Work is expected to be complete in late 2027.

Plans to cut free parking in areas of Cardiff will "drive people away", traders have said. Last year, Cardiff council announced it would consider getting rid of free parking entirely in multiple opposition from shop owners, café operators and residents, the proposal was reduced from two hours to 30 minutes of free parking. "The two-hour was a fair slot for dog walkers and people using the park. Cutting it down will make people think twice about visiting," said one cafe owner. The council said the change would improve turnover in busy areas and encourage more walking and cycling. Geoffrey White-Park, who owns Café Castan in Llandaff Fields, added: "Why should they impose money to park on what is a free amenity? They should be creating more parking, not penalising people for using what's here."The change is a part of an updated Traffic Regulation Order currently out for consultation until 4 amendments to the council's original plan include reduced Sunday charges, an expanded season ticket scheme, and increased rates for longer stay parking. The following council-owned car parks and on-street pay-and-display zones will be affected by the proposed changes. "People need to visit pharmacies, surgeries, shops, local businesses. It supports businesses when they need it most.," he said."This risks pushing more people towards out-of-town retail parks with free parking, at a time where we're trying to boost our high streets." Cowbridge Road East, one of the main routes in and out of Cardiff city centre, is particularly reliant on Hassain, head of the Cowbridge Road East Traders Association, has campaigned against the removal of the free parking since it was first questioned whether the council understood the value of a "vibrant high street"."Businesses are down 40-50% since the decision was announced. People are going to retail parks," he said. "Everyone there has the head start of free parking - we're only asking for a level playing field." Mr Hassain said the council had not listened to the concerns raised, adding: "The council needs to see the social value of the high street - it's not just about revenue." The council said all feedback would be considered before a final decision was added the change "will allow drivers to pop into local shops without charge" and improve turnover in busy areas, encouraging more people to walk or cycle.

Newport City Council published a draft of their Welsh Language Annual Monitoring Report on June 30, which contained information on the popularity of the Welsh language in Newport between 2024 and 2025. Demonstrating their commitment to keeping the language alive, the council aims to normalise the Welsh language in areas where it is less spoken. This is a continuation of their five-year strategy, implemented in 2022, to increase the number of Welsh speakers within the area by 2027. The council's eventual goal is the 'Cymraeg 2050' strategy, which aims for one million Welsh speakers across the country by 2050. Data from the Annual Population Survey regarding the use of the Welsh language highlights Blaenau Gwent as the county with the lowest estimated number of Welsh speakers. In 2022, when the council's five-year strategy was put in place, Blaenau Gwent had an estimate of 11,200 people able to speak the language. Now in 2025, this number has decreased to around 9,500 Welsh speakers within the county. Despite this statistic, Blaenau Gwent Council states that it "remains fully committed to the Welsh Government's Cymraeg 2050 vision". The council plans on "working closely with neighbouring authorities to strengthen regional provision and continue to promote Welsh language use across our workforce and communities". Newport City Council's strategies aim to meet the requirements of the Welsh language legislation; to ensure that both the Welsh and English languages are equally endorsed. The council has a wide outreach to Welsh organisations and schools also committed to the survival of the language. Newport City Council have decided not to comment further outside of their published report, which aims to normalise the language instead of outdate it. The intention to provide bilingual services throughout the city aims to integrate the Welsh language into everyday life. The council has been developing the 'Cymraeg Gwaith'/'Work Welsh' programme for Welsh language skills to be built upon within the workplace, working with Menter Iaith Casnewydd and Coleg Gwent to encourage these changes. Administering Welsh language lessons in local schools as well as providing 'Welsh for Adults' schemes, the council has focused on working with Welsh services throughout the county to better support the growth of Newport's Welsh speakers. By encouraging a community effort towards a thriving Welsh language, Newport City Council is determined to provide opportunities for people of all ages to learn Welsh. Looking ahead to 2026, the report encourages increasing Welsh language skills in Newport through refining programmes like 'Cymraeg Gwaith', as well as engaging with minority ethnic communities to widen the outreach of the language. Building up to the Urdd Eisteddfod coming to Newport in 2027, the council is directing its focus towards working with local authorities to promote the language before this Welsh-driven festival makes its highly anticipated arrival.
