PUTRAJAYA, June 28 (Bernama) -- The government will ensure that all payments for the ploughing and harvesting incentives to farmers are completed by 31 July, said Agriculture and Food Security Minister Datuk Seri Mohamad Sabu.
In a statement today, he said the total amount of the incentive was RM210, comprising RM160 for ploughing and RM50 for harvesting.
He added that the matter had been discussed at the Cabinet Committee on National Food Security Policy (FSCC) Meeting 1/2025, chaired by Prime Minister Datuk Seri Anwar Ibrahim, on June 16.
'The meeting focused on strategic initiatives to strengthen the country's food security and boost the growth of the agriculture and agro-food sectors.
'Various other initiatives were also discussed, including strategies to increase the country's self-sufficiency rate (SSR) for beef and buffalo meat to ensure the sustainability of the national food supply,' he said.
The Ministry of Agriculture and Food Security (KPKM), on 11 June, announced an increase in the ploughing incentive rate and introduced a harvesting incentive, providing total cash assistance of RM210 per hectare to padi farmers each season, benefiting around 130,000 farmers across the peninsula.
Mohamad also said the government welcomed the development of the Malaysian Food Composition Database (MyFCD) as a strategic component of the National Food Security Policy.
He said the meeting had also agreed in principle to explore effective strategies to reduce dependence on grain corn imports to ensure the industry's sustainability and growth.
'In addition, the proposed amendment to the Protection of New Plant Varieties Act 2004 (Act 634) will be implemented to provide more comprehensive protection for new plant varieties,' he said.

(Bernama pic) PETALING JAYA : Prime Minister Anwar Ibrahim will undertake an official visit to Italy, France and Brazil from tomorrow until July 7, which will include his participation at the 17th BRICS Summit in Rio de Janeiro. Senior press secretary to the prime minister Tunku Nashrul Abaidah said the visits to these major economic hubs – Rome, Paris and Rio de Janeiro – would strengthen Malaysia's diplomatic ties and trade relations with the three nations. He said the three markets collectively recorded bilateral trade valued at RM50.91 billion last year, Bernama reported. 'The visits present opportunities for rapid growth in sectors such as the economy, culture, technology and education,' he said during the Prime Minister's Office daily briefing. Anwar will also meet withy Malaysians and Muslim leaders during his visits. In Italy, he is slated to hold a bilateral meeting with his counterpart, Giorgia Meloni, to advance economic cooperation and pioneer joint cultural initiatives. In France, he is scheduled to meet with President Emmanuel Macron, with discussions focusing on trade, technology and education. Anwar will be in Rio de Janeiro from July 5 to 7, during which he will attend the 17th BRICS Summit at the invitation of President Luiz Inácio Lula da Silva. 'Malaysia's role as a BRICS partner country and Asean chair for 2025 will emphasise the importance of multilateralism,' said Tunku Nashrul. Anwar will be accompanied by a business delegation, including representatives from major corporations and innovative enterprises. 'Some companies already have operations or business interests in Italy, France or Brazil, while others are exploring new investment opportunities to expand their global networks,' Tunku Nashrul said. Among those joining Anwar are representatives from Petroliam Nasional Bhd (Petronas), Khazanah Nasional Bhd, Sunway, and Maybank. Anwar and his delegation are expected to return home on July 9 and will proceed to attend the Asean Foreign Ministers' Meeting in Kuala Lumpur on the same day. The delegation will be travelling on a chartered flight from Malaysia Airlines to proceed smoothly from one country to another without the need for long transits due to the packed travel itinerary. 'The cost of chartering the aircraft is also more economical compared to deploying a full government aircraft operation,' Tunku Nashrul said. He said the government will fully cover travel costs for official delegates, while the business delegates will bear their own expenses.

PUTRAJAYA : The government upholds transparency and is ready to accept any criticism of the taxation system, provided that it is based on facts, Prime Minister Anwar Ibrahim said today. Anwar, who is also the finance minister, said criticism should be conveyed through the proper channels and not in the form of slander or verbal abuse. 'I noticed some university students complaining about electricity bill adjustments – I don't understand. 'Electricity rates have not gone up, so is it true that they are affected? If it's true, then we need to fix it because public universities are exempted,' he said in his speech at an assembly with staff from the Prime Minister's Department. 'Such matters, when spread in the name of freedom, can become avenues for slander and verbal abuse. So I hope, brothers, sisters, younger friends or children, please provide facts. I have no issue with people complaining or offering criticism,' he said. Anwar also said that the adjustment of electricity tariffs and the expansion of the sales and service tax (SST) were to ensure that those with greater financial means contribute a fairer share, while protecting segments of the population from undue financial pressure. 'If possible, we don't want to burden the people with taxes. If there are one or two cases where people are affected, we can make improvements. However, to outright oppose the electricity (tariff) adjustment – I think that's not right,' he said. On June 9, the government announced a targeted review of the sales tax rate and the expansion of the service tax, to take effect on July 1. On June 13 meanwhile, the Energy Commission announced that more than 23.6 million domestic users in Peninsular Malaysia would benefit from a fairer and more progressive electricity tariff structure, effective July 1, 2025 to Dec 31, 2027.

They will be exempted for the requirement to use commercial cylinders, which cost almost three times as much, under amendments to the Supply Control Regulations (Amendment) 2021 (PPKB (Amendment) 2021). In May, the Domestic Trade and Cost of Living Ministry launched Ops Gasak, which required businesses, including eateries and hawker stalls, to use the more expensive, purple-coloured 14kg commercial LPG cylinders. Those using more than 42kg of LPG at any time needed a special permit. However, minister Datuk Armizan Mohd Ali told Bernama yesterday that food and beverage vendors who offer services at reasonable prices will continue to be guaranteed access to LPG subsidies. 'Unlike the 2021 ruling which only allowed the use of subsidised LPG cylinders not exceeding 42kg at any given time, the amendment will take into account the needs of micro and small traders. 'We will also look at control mechanisms in the context of ensuring that there are no leakages in this subsidy,' he told a press conference here yesterday. Earlier, Armizan attended the PPKB (Amendment) 2021 engagement session involving food and beverage traders' associations in Sabah to gather their views and feedback. Armizan said there was a need to ensure that no one took advantage of public subsidies. He revealed cases of large-scale purchases of subsidised LPG gas, with some being used at business premises while the rest were resold to parties involved in misappropriation. 'Therefore, we need to formulate control mechanisms,' he said. The ministry, he added, has also established a technical committee to review appropriate 'rakyat prices' for consumers, taking into account basic cost of living data to be released by the Statistics Department. Meanwhile, Armizan said that his ministry had summoned ice manufacturers and frozen food producers in Peninsular Malaysia to explain the basis for their recent price changes, effective tomorrow. The price hike was reported on social media recently. 'What is the basis, whether it is due to increased operating cost, raw material cost, or due to SST (Sale and Service Tax)? 'If it is due to SST, we will ask them to provide the basis and apply the Price Control and Anti-Profiteering Act,' Armizan added.
