Amended Act 711 Signals Strong Political Will For Governance Reform

Barnama24-07-2025
KUALA LUMPUR, July 24 (Bernama) -- Amendments to the Whistleblower Protection Act 2010 (Act 711), passed by the Dewan Rakyat on Tuesday, have been seen as a clear manifestation of the MADANI Government's political will to strengthen integrity, transparency, and accountability in national governance.
Political analyst Prof Datuk Dr Sivamurugan Pandian described the move as a catalyst for institutional reform that could encourage more people to come forward and report misconduct, thereby reinforcing the existing legal framework.
'This clearly demonstrates the government's commitment to enhancing enforcement and safeguarding the rights of whistleblowers in line with practices in developed nations,' he told Bernama when contacted.
He also stressed the importance of establishing robust audit and monitoring mechanisms to ensure the authenticity of disclosures and prevent misuse for personal or political gain.
'When trust in the system is established, more individuals will be willing to come forward without fear of repercussions,' said the lecturer of Universiti Sains Malaysia (USM) School of Social Sciences.
Another analyst, Mujibu Abd Muis, described the amendments as a significant milestone, particularly the establishment of a Whistleblower Protection Committee to oversee the comprehensive implementation of the law.
He noted that this new mechanism would reduce previous reliance on bureaucratic discretion by agencies such as the Malaysian Anti-Corruption Commission (MACC) or the National Audit Department.
However, Mujibu cautioned that successful implementation would require more than just legal changes; it demands a cultural shift within the public administration.
'In an administrative culture that remains hierarchical and feudalistic, many still fear administrative or social retaliation. Legal reform alone won't suffice if the prevailing 'culture of silence' persists,' he said.

187,652 Malaysians cleared of bankruptcy since 2023

KUALA LUMPUR: A total of 187,652 individuals with debts not exceeding RM200,000 were cleared of bankruptcy between March 2023 and June this year, the Dewan Rakyat was told today. Deputy Minister in the Prime Minister's Department (Law and Institutional Reform) M. Kulasegaran said this figure included those aged 40 and below. "This achievement is clear proof of the Madani government's commitment to implementing reforms that have a direct impact on the people," he said during the question and answer session in the Dewan Rakyat. Kulasegaran was responding to Rodziah Ismail (PH-Ampang), who had asked for the total number of young people aged below 40 who had been freed from bankruptcy, with debts not exceeding RM200,000, He said, through a strategic and inclusive approach under the Madani agenda, people were not cleared of the burden of debt, but also had their dignity restored and were given fresh hope to rebuild their lives. "The government has high hopes that this second chance will provide them with a renewed lease of life and enable them to carry on with their daily lives, in line with the Malaysia Madani agenda, which emphasises the concept of compassion (ihsan) for all through acts of human empowerment," he said.

Anwar: Cabinet to discuss separating attorney general, public prosecutor roles this month

KUALA LUMPUR, Aug 14 — Prime Minister Datuk Seri Anwar Ibrahim has announced that a proposal to separate the roles of the Attorney General (AG) and the Public Prosecutor will be tabled to the Cabinet at the end of this month. He said the move is part of the ongoing legal reform agenda under the MADANI Government, implemented within just two and a half years in office. 'This separation (of the roles) has long been demanded, and the Minister in the Prime Minister's Department (Law and Institutional Reform) will table it to the Cabinet at the end of this month. So, we are seeing encouraging progress,' Anwar said during Minister's Question Time in the Dewan Rakyat today. He said this in reply to Datuk Rosol Wahid (PN-Hulu Terengganu), who had asked which outdated laws were being reviewed or abolished in line with the government's reform agenda, and the timeline for their implementation. Anwar also highlighted that the MADANI Government has so far introduced 23 legal reforms, including two constitutional amendments — one involving citizenship, and the newly passed Parliament Services Act 2025. Among key reforms cited were amendments to the Evidence of Child Witness Act, the enactment of the Public Finance and Fiscal Responsibility Act 2023, the Abolition of Mandatory Death Penalty Act 2023, the Ombudsman Bill 2025, and the Cyber Crime Bill 2025. 'I must emphasise that this record over two and a half years has yet to be matched by any previous administration, including that of the Honourable Member (Rosol),' Anwar said pointedly. The Prime Minister said that five new acts were introduced and 34 acts amended in 2023; another five new acts were enacted and 57 acts amended in 2024; and four new acts have been passed, with six acts amended, along with two new bills and 11 other bills amended so far this year. On the subject of anti-party-hopping laws, Anwar said he had no objection to enhancing or updating the current legislation. He noted that he had previously proposed stronger anti-defection laws during his time as Opposition Leader, but those proposals were not incorporated into the Federal Constitution (Amendment) (No. 3) Act 2022, which currently bars MPs from switching parties. 'So while new proposals are welcome, let's not forget who previously blocked such efforts. It was those on that (formerly government) bloc,' Anwar said. — Bernama

HLC On Rural Development To Drive Integrated, Sustainable Growth

GENERAL KUALA LUMPUR, Aug 14 (Bernama) -- The Ministry of Rural and Regional Development (KKDW) continues to strengthen the rural development agenda through the official establishment of the High-Level Committee (HLC) on Rural Development - the highest-level strategic platform that discusses comprehensive rural development policies and implementation across ministries and agencies. Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi said the HLC will be supported by working committees formed around six key focus areas, namely education, entrepreneur development, rural economy, technology and digitalisation, rural tourism, and rural infrastructure. Ahmad Zahid, who is also the Minister of Rural and Regional Development, said the HLC will meet at least twice a year, or as required. 'The establishment of the HLC is in line with the aspirations of the 13th Malaysia Plan (13MP), which emphasises integrated governance to reduce duplication of functions, optimise resource utilisation, and accelerate the achievement of outcomes. 'Through this HLC, the government aims to reduce youth migration to cities by creating more opportunities in rural areas, producing more rural techno-entrepreneurs, strengthening the role of the Regional Development Board through new business models and boosting a competitive rural tourism sector,' he said in a statement today. Earlier, he chaired the inaugural HLC meeting at the Parliament Building, which was also attended by Education Minister Fadhlina Sidek and Tourism, Arts and Culture Minister Datuk Seri Tiong King Sing. According to Ahmad Zahid, the key inputs from the meeting included improving facilities and access to rural schools, enhancing the promotion of rural tourism, addressing the welfare of the elderly and people with special needs, and upgrading health infrastructure to improve the well-being of rural communities. He said the cross-ministerial initiatives already underway and directly benefiting rural stakeholders include UP_TVET, a centralised application system for Technical and Vocational Education and Training courses. Other programmes include Inap Desa Tahun Melawat Malaysia 2026, which promotes rural tourism as a key attraction; the Mega 3-Dimensional Carnival (KM3D), a large-scale entrepreneurship platform; and the SBP-MRSM Single Application System, which streamlines admission to boarding schools.
