UPSC to commence centenary celebrations from October 1
The decision in this regard was taken recently during a meeting held under the chairmanship of UPSC chairman Ajay Kumar, the statement said.
'Since its inception, UPSC has been a symbol of transparency, fairness and meritocracy, ensuring the selection of the most deserving candidates through a rigorous and impartial process for senior-level positions in government services,' Kumar said.
As part of the celebrations, UPSC is planning to release a logo and a tagline symbolising the Commission's service to the nation. Various new initiatives and reforms are also being planned to be launched during the centenary year.
'As we prepared the list of events, we also sought inputs and suggestions from our employees. It is our endeavour to make them an integral part of the centenary celebrations. We have received some truly valuable suggestions to work on,' Kumar said.
'The centenary celebrations give us an opportunity to look back at our legacy with pride, to introspect for improvement, and to look forward to making the country proud by deploying the best human resources in the nation-building process,' he said, adding that it is also an occasion to plan a roadmap for the next 100 years of glory for the UPSC.
Subsequent to the provisions of the Government of India Act, 1919, and the recommendations of the Lee Commission (1924), the Public Service Commission was established in India on October 1, 1926.
Later named the Federal Public Service Commission (1937), it was renamed the Union Public Service Commission with the adoption of the Indian Constitution on January 26, 1950.
The UPSC conducts various recruitment examinations for government jobs, including the civil services exam conducted annually to select officers of the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others.

Daltonganj: In an encouraging move, community members of the Particularly Vulnerable Tribal Group (PVTG ) under the panchayat samiti of Nawadih, Ramgarh block, in Palamu district, are now keen to shed off their primitiveness. The PVTG is generally seen as submissive and resigned to the fate of suffering without taking benefits of govt schemes. However, at Nawadih, the PVTG wants a land lease for stone quarrying, a venture no one ever thought would come from the members of the community. On Monday, DC Sameera S, DDC Md Jawed Hussain, additional collector Kundan Kumar, and a host of other officers reached Uldanda and Nawadih to launch a pilot project named Unnat Doorasth Adivasi Yojna (UDAY), an offshoot of the PM Jan Jatiya Nayaya Maha Abhiyan. During this, a PVTG woman of the panchayat samiti, asked for a lease of land for quarrying stone. Talking to TOI on Tuesday, additional collector Kumar said, "The demand for a stone mining lease coming from a panchayat samiti woman member belonging to the PVTG surprised us. It made us feel that the PVTG, known for its self-seclusion and isolation from the mainstream, is now wanting to do something new." The PVTG woman even hinted at a chunk of land for stone quarrying near a mission school, Kumar added. However, there was also some resistance from the locals to leasing the land near a school, citing possible environment hazard. On the other hand, PVTGs in Uldanda panchayat were content with whatever they had, remarked a govt functionary. On the UDAY scheme, DDC M Jawed Hussain said, "The DC has taken this initiative to provide the PVTG with certificates and documents to ensure that they are eligible for any govt scheme or benefit." Other certificates for caste, income and residential proof among others were also issued on the spot. There are 31 hamlets of PVTG communities in Ramgarh block with a total population of over 1,300 people.

DMRC gets HC's notice over sanitary pad machines
New Delhi: Delhi High Court on Wednesday sought a response from Delhi Metro Rail Corporation (DMRC) on a plea alleging that sanitary pad vending machines at metro stations across the capital are either faulty or non-functional, causing inconvenience to women commuters. Hearing a public interest litigation (PIL) filed by Nikhil Goyal, a bench of chief justice D K Upadhyaya and justice Tushar Rao Gedela issued notices to DMRC, Delhi govt, and other concerned authorities. The court gave DMRC two weeks to respond and directed it to provide details on the number of vending machines and disposal units installed across metro stations — and how many of them are currently operational. While expressing confidence in the DMRC's overall work, the bench emphasised the need to address the issue of menstrual hygiene infrastructure in public transport. "The state's obligation to ensure menstrual hygiene cannot be diluted by offering partial measures. The right to sanitation is recognised as a fundamental human right both internationally and under the Indian Constitution," the petition said. It added that merely recognising sanitation as a right is ineffective unless supported by accessible infrastructure and inclusive policies. The petition also called for a comprehensive menstrual hygiene policy for public transport systems, along with establishment of a grievance redressal mechanism for menstrual health-related issues within Delhi Metro system. ‘Bid to take over registrar's room' at Gurukul Kangri foiled by striking employees
Haridwar: The administrative tussle at Gurukul Kangri (deemed-to-be) University in Haridwar intensified on Wednesday, with vice-chancellor (VC) Hemalatha K alleging that registrar Sunil Kumar tried to forcibly occupy the registrar's room "with the help of over 50 hooligans". Employees of the university, on strike since July over the adoption of the 2019 UGC (Institutions Deemed to be Universities) regulations instead of the 2023 regulations, allegedly foiled the attempt, forcing Kumar to return to his makeshift office. Kumar had been removed by Hemalatha but was reinstated by chancellor S K Arya. The chancellor also removed Hemalatha and appointed Prabhat Kumar as VC, a move she refused to recognise, claiming her own appointment was made by the education ministry under UGC norms based on seniority. Before her removal, Hemalatha had appointed Vipul Sharma as registrar. Hemalatha has approached the Uttarakhand high court (HC) against her removal, alleging Prabhat captured the VC's office on July 7 with the help of the district administration. She also claims Arya's appointment as chancellor was illegal. Earlier last week, the high court observed that a March 3 letter signed by an under secretary granting the Punjab, Haryana, and Delhi units of Arya Pratinidhi Sabha (APS), the varsity's governing body, exemption from the 2023 UGC regulations may not be acceptable to the court. The exemption allowed APS to retain appointment powers curtailed by the 2023 regulations, and in May, the court had cited the letter while allowing APS to appoint the university's chancellor and vice-chancellor. The case was filed by university employees against APS. The court's query to Gaurav Bhandari, the CGSC, drew what it termed an unconvincing reply in his counter affidavit. After reviewing it, the court asked him to specify the paragraphs containing the answer. On his response, the bench remarked: "A plain reading of the paragraphs nowhere states or reveals which provision of the UGC Act, 1956, vests competency in the under secretary to pass such an order or authorise such takeover of a university. " It added, "It is apparent that this respondent is deliberately evading an answer to the query which, in our prima facie opinion, goes to the very root of the matter. At this stage, we have no other option but to infer that the under secretary has acted without authority." If the court rules in favour of the teachers and employees, the letter granting the APS exemption will be cancelled and the university will be required to enforce the 2023 UGC regulations.
