Forces intensify ops, key arrests made
On Aug 5, an active cadre of the banned outfit Kanglei Yawol Kanna Lup (KYKL), identified as Sagolsem Hemanta Singh (41) of Phumlou Keiroi Maning Leikai in Imphal West district, was arrested from his residence. According to officials, Singh was involved in recruiting cadres for the proscribed group. A mobile phone was seized from him.
On the same day, security personnel apprehended Naobi Leishangthem (33), also known as Youhenba, a member of the Kangleipak Communist Party (KCP - Military & Foreign Liaison), from a rented house in Lamphel Yaipha Leikai in Imphal West.
He was reportedly engaged in extortion and illegal settlements of criminal cases.
In a separate operation on Aug 4, two suspected arms smugglers were nabbed from different parts of Imphal East. Ningombam Abung Meitei (50) of Huidrom Awang Leikai was arrested from Pourabi Hidumbi, while Ningthoujam Konungjao Meetei (33) of Keibi Khulen Makha Leikai was picked up from his residence. The security forces seized a 9mm pistol with a magazine, two live rounds of ammunition, a scooter, two mobile phones, and an Aadhaar card from them.

When hooliganism masquerades as culture, our silence is complicity It starts with a few isolated, sporadic incidents, which may even go unnoticed. By the time citizens wake up to them, the fanaticism and bigotry takes on gigantic proportions. I am referring to the recent spate of intolerance for food habits and languages and the verbal and physical violence perpetrated by miscreants in different parts of India. In different states, whenever reported or caught on camera, criminal cases have been registered by the police against such culprits. But a large number of incidents still seem to go unreported. Such miscreants are aware of the slow criminal justice system in our country and exploit the fact that trials would be conducted many years after a brutal incident – and that the chances of acquittal are high. Latest data from the National Crime Records Bureau (2022) shows that promoting enmity between different groups has a conviction rate of only around 37%. Wrongful restraint/confinement and causing hurt have conviction rates of 27% and 30%, respectively. Many victims do not want to pursue their complaints, fearing retaliation. Witness protection programmes are not well developed in India. The Bhartiya Nyaya Sanhita has introduced Section 103 (2) for mob lynching and expanded the definition of Section 153(A) of the old IPC as Section 196 of the BNS. Law enforcement agencies like the police are ineffective till citizens join them against disruptive ruffians. The Constitution of India prohibits discrimination based on 'religion, caste, sex or place of birth'. It defends the right of citizens to preserve their culture and does not permit any one to impose their particular values on others. Article 21 of the Constitution as interpreted by the judiciary not only means right to life but to 'life with dignity.' But in many parts of the country, exactly the opposite is taking place. If a particular section of the society does not eat non-vegetarian food during the month of Shravan, it gives them no authority to stop others from eating the same. Mobsters have started checking shops, restaurants, delivery services and are also imposing their language preferences on others. One wonders if there are self-seeking political actors who encourage them and promise a 'good return' for violent shows of religious, linguistic and cultural dominance. As a civil society, if we do not raise our voices now, such shows of dominance on the streets may soon reach our own doors. These law-breakers have no sensitivity towards the privacy of citizens. For them, the Constitution that sanctifies equality and diversity is itself a scurrilous document. They do not believe in the values that have sustained us; cultural richness and inclusion are 'elitist' phrases for them, while they brand their hooliganism as 'earthy'. Most Indians are open-minded by nature; we appreciate our diversity. They are busy earning their livelihood and any kind of violence and vandalism that disrupts their normal life is abhorred. It is the responsibility of those who are comfortably placed to build a strong public opinion against cruelty in the name of religion, language and culture. The frequency of such incidents is a wake-up call to all right-thinking people. If we do not want India to become a banana republic and if we respect the rights of diverse communities, we need to raise our collective voice against the unconstitutional acts of the raucous rowdy. 26-year-old PAC personnel dies by suicide in Sonbhadra; shoots self in neck
A PAC jawan, Sandeep Singh died by suicide in Sonbhadra, shooting himself with his SLR rifle LUCKNOW: A PAC (Provincial Armed Constabulary) personnel on duty allegedly died by suicide by shooting himself in Sonbhadra district on Friday. The jawan, identified as 26-year-old Sandeep Singh from Ballia, was immediately taken to the Community Health Centre (CHC), where doctors declared him dead. The sound of the gunshot alerted his colleagues, who rushed to the scene to find the soldier lying on the ground, covered in blood. He had used an SLR rifle to shoot himself in the neck, with the bullet passing through his head. Sandeep was posted with the 39th Battalion Company in Mirzapur. The incident occurred after he returned to the Amwar PAC camp on 5 August, following VVIP duty in Varanasi. His shift was from 2am to 4am. At around 3.55 am, just five minutes before his shift ended, he woke his colleague, Piyush Paswan, informing him that it was time for duty. Sandeep then returned to his seat and shot himself with the rifle. The barracks where he lived housed 30 other soldiers. A forensic team arrived at the scene for investigation, and the body was sent to the mortuary. The family was informed of the incident. UP horror: Nephew held for murder of woman after failed rape bid; shot in leg while fleeing
AGRA: A 25-year-old man was arrested early on Thursday for the murder of his 50-year-old maternal aunt, a government auxiliary nurse midwife (ANM), in a village in Muzaffarnagar. According to police, the accused was trying to escape when he was intercepted and shot in the leg during an encounter. Officials said the labourer entered the woman's house late on Wednesday night and attempted to rape her. When she resisted, he attacked her with a sharp object and then strangled her with a pillow. The woman, who was alone at home at the time, died on the spot. SSP Sanjay Kumar Verma said, 'Based on CCTV footage, the accused—identified as a resident of the same village—was arrested during an encounter. As the police chased him, he fired at them, and in retaliatory fire, he was injured in the leg.' The body was sent for post-mortem, and a case of murder was registered at the local police station under BNS Section 103. During interrogation, the accused told police that the deceased had earlier tried to sexually assault him, and in a fit of rage, he slit her throat and fled.
