Malaysia's RM63 bil semiconductor push shows progress, but value chain ascent still early

MBSB Research is maintaining their neutral stance on the technology sector following their participation in the recently concluded ASEAN Semiconductor Summit 2025 (ASEMIS).
The government's effort to reestablish the country's positioning in the semiconductor global supply chain has started to yield results.
A year after the announcement of the National Semiconductor Strategy (NSS), a notable strategic investment of RM63 bil has been secured, along with over 13k talent being groom as well as wider research and development (R&D) footprint.
IN 2023, the ASEAN semiconductor market stood at over USD 31 bil. By 2032, the ASEAN semiconductor market has the potential to exceed USD52 bil by moving up the value chain.
To further drive growth in the Malaysia as well as the broader ASEAN semiconductor landscape, the government put forth three new measures in the areas of capital, G2G collaboration and talent.
'While we acknowledge the milestone and commitment to the target set, we view that we are still at an early stage of the progress. Thus, more time is required to climb up the semiconductor value chain,' said MBSB.
The NSS was announced in May 2024 to redefine the country's position in the global semiconductor supply chain.
It focuses on integrated circuit (IC) design, advanced packaging and advanced manufacturing equipment.
In addition, it also seeks to train 60k high-skilled engineers and establish a global R&D hub for semiconductors.
As of March 2025, Malaysia has secured over RM63 bil in semiconductor investments. Of this RM 59 bil originated from foreign investors while the remainder RM5 bil came from domestic sources.
Some of the notable projects include Carsem's advanced packaging for energy efficiency, EV, connectivity and AI; NXP's semiconductor products, Infineon's world's largest 200mm silicon carbide (SiC) power fab, Syntiant's MEMS microphone and sensors; and Plexus' manufacture and re-manufacture of Printed Circuit Boards.
Meanwhile, more than 13k highly skilled workers have been trained through national programmes such as CREST's ETSI and TalentCorp's MyMahir initiative.
The R&D footprint is also growing, supported by including Penang's Silicon Design@5km+, Selangor's IC Design Park and Sarawak's SMD Semiconductor initiative.
Firstly, the government aims to unlock more catalytic capital to support early-stage R&D, product development, and ecosystem scaling.
This includes a suite of targeted financing instruments, matching funds, and customised incentives, alongside continued investments by the GLICs.
Secondly, the government is also seeking deeper G2G cooperation. This will be carried out via the creation of ASEAN Framework for Integrated Semiconductor Supply Chain (AFISS).
The framework will revolve around policy alignment, infrastructure readiness and deeper cross-border collaboration.
Thirdly, to further close the gap on talent shortage, the government will also drive stronger collaboration across public, private, and academic institutions.
This also extends to intensifying R&D efforts through strategic collaboration between government, industry, and academia. —July 1, 2025

PETALING JAYA: Axis Real Estate Investment Trust's (Axis-REIT) decision to acquire a logistics warehouse in Port Klang for RM80mil will bode well for the group, say analysts. In a report, RHB Research said the purchase was a proxy to the resilient and growing industrial property segment and maintained a 'buy' call on the group. 'While relatively small in scale, the acquisition supports the REIT's ongoing strategy of delivering consistent inorganic growth. The purchase price implies a decent gross yield of 6.4% which is reasonable, since the asset is fully leased under a six-year term, and is strategically located within a key logistics hub,' it noted. Concurrently, the research house raised its financial year 2027 (FY27) earnings by 1% to reflect the new rental contribution, while adjusting for additional financing costs. 'Given the minor earnings adjustment, we maintain our target price (TP) of RM2.23, implying a FY26 yield of 4.6%, which we think is fair, given the stable outlook for the REIT's industrial assets.' BIMB Securities Research is also positive on the REIT, stating it was consistent with the REIT's strategy of expanding logistics exposure through high-quality, income-accretive assets. It said, upon completion of the acquisition, earnings-accretion is expected from FY26, contributing approximately 1% to 2% to distributable income. 'The fully tenanted property ensures immediate rental visibility, while the 6.4% yield and modest gearing impact make it an earnings-accretive addition that supports the net asset value growth and solidifies the group's standing as Malaysia's leading industrial REIT,' it said. On its outlook, BIMB Securities said the REIT's yield trajectory remains positive, underpinned by rental growth and a RM430mil acquisition target for 2025. 'Its acquisitive strategy should drive further value and income accretion. We maintain our 'buy' call with a TP of RM2.17. 'At RM2.01, the REIT offers an estimated 13% total return, combining an 8% price upside and a 5% yield, supported by continued portfolio expansion and earnings-accretive asset addition,' it noted. Meanwhile, MBSB Research maintained its 'neutral' call on the REIT, noting it was slightly positive on the purchase of the warehouse as it is in line with its expansion strategy or Axis-REIT via asset acquisition. 'The acquisition is the first acquisition of Axis-REIT in FY25. 'We note that it is targeting to grow its portfolio via asset acquisition with estimated value of acquisition targets at RM430mil in the second quarter of FY25, while the latest asset acquisition marks the execution of the acquisition targets,' it said. In revising its earnings. MBSB Research said it placed a higher TP of RM2.07 from RM2.06, based on a dividend discount model.

PETALING JAYA: MBSB Research is reassured that the United States tariff has a minimal impact on SD Guthrie Bhd 's product portfolio following its visit to SD Guthrie's Refinery International at Port Klang to get an update on the tariff. The research house is also positive on the planter's European Union Deforestation Regulation (EUDR) readiness after it had reaffirmed its commitment to compliance through the implementation of the company's 'beyond zero' strategy. 'SD Guthrie shared that the United States palm imports over the years have been somewhat consistent despite the high price volatility. 'Most of the imports are refined oils and used as ingredients (not bulk oil), making substitution less likely,' it explained. The research house said SD Guthrie anticipated the 19% tariffs will have minimal impact on US palm oil imports, as the United States is not a price-sensitive market such as India, Pakistan and Bangladesh. 'Furthermore, revenue from the United States has consistently been categorised as minimal. Based on our channel checks, the group's revenue exposure to the United States remains insignificant,' it added. MBSB Research shared that Malaysia has consistently retained its position as the top contributor, recording a compound annual growth rate of about 10%. It said India surged to second place by 2024, supported by population-driven demand and rising refined oil imports. Meanwhile, Europe exhibited volatility – largely attributable to regulatory changes such as the EUDR and targeted import restrictions. The research house highlighted that other emerging markets, including Papua New Guinea, South Africa and Pakistan, continued to deliver steady but modest growth. On the EUDR preparation, MBSB Research said SDG explained that the EUDR will be enforced from Jan 1, 2026, requiring 100% traceability to plantations, deforestation-free status post-2020, and full compliance with local laws. This includes global positioning system mapping and proof of no deforestation while non-traceable or mixed oils will be barred from European Union entry. 'The company acknowledges the challenges, especially around oil mixing and smallholder sourcing, and is actively engaging in ongoing discussions with regulators to address data transparency and risk classification. 'Nonetheless, the first EUDR-compliant shipment has taken place, around 40,250 tonnes, covering more than 100,000ha and over 17,000 smallholders,' it said. MBSB Research said premium for EUDR-compliant oil can reach US$300 to US$400 per tonne, but there is still no commitment from regular buyers. Overall, the research house remained optimistic with SD Guthrie's upstream sub-segment due to expected recovery in its fresh fruit bunch yield following the intensive rehabilitation efforts undertaken last year in Malaysia. It has maintained a 'buy' call on the counter with an unchanged target price of RM5.43 based on the financial year 2025 earnings per share of 24.7 sen.

KUALA LUMPUR: Foreign investors extended their net selling streak on Bursa Malaysia to a fourth consecutive week, according to MBSB Research. The research house said foreign investors have registered a net outflow of RM378.1 million, 4.2 times higher than previous week outflow of RM89.9 million. "Foreign investors were net sellers on every trading day, with outflows ranging from RM13.2 million to RM142.2 million. "The largest outflow was recorded on Tuesday, followed by Monday with RM103.3 million, Thursday with RM85.0 million and Wednesday with RM34.4 million, while Friday recorded the smallest outflow," it said in its fund flow report. MBSB Research said the top three sectors that recorded the highest net foreign inflows were construction (RM107.4 million ), transportation and logistics (RM93.9 million) and real estate investment trusts or REITs (RM12.1 million). Meanwhile, it said the top three sectors that recorded the highest net foreign outflows were financial services (RM245.8 million), healthcare (RM154.1 million) and utilities (RM114.2 million). On local institutions, MBSB Research said they ended their two-week net selling streak turning to net buyers last week, registering purchases of RM263.7 million. As for local retailers, the firm said they continued their net buying activities, extending to a four-week consecutive streak of purchases, posting a net inflow of RM114.4 million. "The average daily trading volume experienced a broad-based incline last week. Foreign investors and local retailers recorded an increase of 14.9 per cent and 2.8 per cent respectively, while local institutions saw a decline of 5.0 per cent," it added.
