School choice window now open

Dec. 13—Ector County ISD's school choice window is open and accepting applications for the 2025-26 school year. Just launched Dec. 1, they already have more than 2,000 applications. Director of Partnerships & School Choice Mandy Hinojos said she's excited about that. In 2021, when the district was preparing for the 2022-2023 school year, they had 2,607 applications. For the 2023-24 school year, they had 4,008 applications. Last year, they had 5,861 applications for the current school year. Hinojos would like to beat that number and get at least 6,000. "I feel like we're well on our way with that already. New applications are coming in all the time," she said. They have advertised on Facebook and the district communications department has created videos for social media. When they return from Christmas break, they will have another campaign. There was a school choice fair in October and it had an "awesome" turnout. For families that were unable to attend that day, Hinojos has been working with the district student admissions department to create flyers providing information on what different choice schools offer. The information is updated on the district website and there also is a QR code. Currently, there are 13 campuses with school choice programs. Next year, Pease Elementary School will become a choice school transitioning to a primary years International Baccalaureate campus. It will feed into Crockett Middle School, which became an IB middle school this year, and those students will go on to Odessa High School. Alamo STEAM Academy was already a choice campus, but this year they became part of the New Tech Network for prekindergarten through second grade. The New Tech Network's project-based learning approach will ultimately be used throughout Alamo. When the new career and technical education high school, financed by Bond 2023, is open, Alamo students can transition to a New Tech Network middle school at George H.W. Bush New Tech Odessa. Those students would be able to move into high school on the same campus. Odessa Collegiate Academy and OCTECHS have seven and 10 pathways, respectively, that students can choose from. When parents go into the application, they can choose the program they want and the district can keep track of that, Hinojos said. The application is now on Focus School Software. "Parents who have already registered their kids are familiar with it ... They can just add the choice school application. If they have a student that's not in a choice school, they simply click on their kid's name and it has choice school application. "A lot of that information is already pushed into the choice school application, and so it makes it just a little bit easier. ... For our parents who don't have kids in the district yet, or they want to come back to ECISD for a choice school, it's really easy to create a login working with our student admissions to get them going," Hinojos said. The choice window closes Jan. 31. "Some campuses require testing, like Hays and Reagan or Cameron. Some campuses require parents coming to a parent night, so they can give them orientation material, and so (parents) will have a few weeks after to attend these orientation camps or get the testing done. We're looking around Feb. 7 for the high school lottery to begin," she said. The lottery for elementary and middle schools will be Feb. 21. Hinojos said they are working with Focus on the dates, but if the Feb. 7 lottery is run that day, parents will most likely be notified by Feb. 11. For the elementary and middle schools, parents would find out on Feb. 25. Notifications will come through the Focus app. "We've encouraged all of our parents to download our ECISD parent portal app. That's where all the communication will ... come through," Hinojos said. It will indicate if a student has been accepted and the parent can accept or deny. "That way we can get our seats filled. Then after spring break ... our application window will reopen for parents to continue applying. That way, in case we have any seats left to fill, or we have new parents move in between January and March, which is a high possibility in our area. That would give those parents an opportunity to apply," she added. Edith Sanchez in student admissions works closely with campus principals so they can determine the number of seats available. "We will also pay attention to our student ratio and make sure those numbers are still correct," so that way they won't push campus capacity over the limit, Hinojos said. Hinojos said choice campus principals are sending intent to return forms to parents. Those are due Dec. 19. "That will just help campuses inform also how many seats that they have available," she said. Looking at application numbers so far, Hinojos said the campuses are within 10 to 15 applicants of each other. Hinojos was formerly the Blended Learning coordinator for ECISD. Having had long experience in curriculum and instruction and digital learning, which is part of Blended Learning, she heard about the school choice opportunity and wondered what that side of education looked like. "I just jumped (in). It really was just what else is out there that our district has. My new role consists of not only choice schools, but student admissions as well. ... I oversee School Action Fund grants that our district receives," Hinojos said. The School Action Fund grant technical assistance, resources, and grant funds to support the planning and implementation of school actions for, and at, individual campuses to improve schools and provide parents and families with the schools and programs they want, need, and deserve, the Texas Education Agency website said. A lifelong learner, she earned a bachelor's degree in multidisciplinary studies, a master's in education from Texas A&M Commerce and her Ph.D. in curriculum and instruction from the Texas Tech University College of Education. She will graduate in May with her doctorate. Hinojos also is involved in the conversion of Burleson Elementary School to an prekindergarten center. It is supposed to open next fall. "I still get to see the campus side with what everybody's doing, kind of like I got to do with Blended Learning, but now it's just on a grander scale. ... It's been an interesting little journey," Hinojos said.
