Bombay HC halts landfilling at Nerul's Lotus Lake, orders legal action against CIDCO for environmental violations
NAVI MUMBAI: Following a complaint by Vanashakti director and high court-appointed wetland committee member Stalin D, Akshay Gajbhiye, member secretary of the committee, instructed the CIDCO joint MD to cease landfilling activities on the Wetland Atlas-verified water body immediately.
Stalin emphasised the committee's obligation to protect Nerul wetlands in accordance with Supreme Court and high court directives. A forest official confirmed the cessation of landfilling activities and assured continued surveillance.
A significant development for environmentalists emerged as the Bombay high court's wetland committee instructed the Thane district collector to initiate legal proceedings regarding the dumping of construction waste from the airport project at Nerul's Lotus Lake in Navi Mumbai.
S V Ramarao, co-chairman of the wetland committee, instructed member secretary Akshay Gajbhiye to communicate with CIDCO and the district collector regarding the attempted burial of the 7.5-acre wetland.
NatConnect Director B N Kumar urged Ramarao to implement strict measures against CIDCO for permitting a private contractor to deposit debris and soil from the Ulwe airport site. Ramarao, who also serves as Additional Principal Chief Conservator of Forests – Mangrove Cell, confirmed that proceedings under the Environment Protection Act 1986 would be initiated.
Kumar noted that only the environment secretary and revenue officials have the authority to file cases, limiting this power to the district collector.

Aaditya Thackeray
to extend these powers to the forest department was rejected by the govt.
Adv Pradeep Patole, who previously challenged lake dumping and encroachment in the high court, emphasised the clarity of judicial orders protecting the wetland.
The situation is complicated by CIDCO's authorisation for contractor TPIL to transport soil from the airport site, supported by the Raigad collector's royalty waiver for transportation to Nerul in Thane district.
Activists suggested that whilst the contractor might avoid consequences due to CIDCO's authorisation, the city planning officials could face scrutiny. Environmental activists note that a case filed by the Thane district collector against CIDCO would establish a crucial precedent regarding environmental violations by the city. Activist Sunil Agarwal thanked Stalin for his timely intervention that halted the dumping activity.

1 2 Mohali: In a significant push towards curbing the mushrooming of illegal and unauthorised colonies, the Greater Mohali Area Development Authority (Gmada) is set to acquire land across the city. The Punjab govt has approved the acquisition of nearly 2,600 acres of land across various sectors for commercial, institutional, industrial, and residential use. The decision was taken during a meeting of the executive committee of Gmada here Friday. It was chaired by state chief secretary KAP Sinha. As per the plan, 236 acres will be acquired in Sector 87 for commercial purposes, 313 acres in Sector 84 for institutional projects, and 321 acres in sectors 101 to 103 for industrial use. The biggest chunk — 1,800 acres — will be acquired in sectors 120 to 124 along the PR-7 road for residential development. The acquisition is expected to begin within a month, pending final approval from chief minister Bhagwant Singh Mann, who also heads the Punjab Urban Planning and Development Authority. A senior Gmada official confirmed that with this move, no Change of Land Use (CLU) permissions will be granted to private developers in the targeted areas. "This will ensure regulated development and curb the unchecked spread of unauthorised colonies," he explained. Particularly in sectors 120 to 123, several unauthorised colonies have mushroomed across nearly 50 acres in villages like Daun, Raipur, Behlolpur, Barmajra, Tarauli, and Jhampur. These were carved out of agricultural land without CLU approvals or the required official clearances. The chief administrator has directed officials to submit a report within two days to fix responsibility for such violations. Authorities have also been instructed to use Google satellite imagery to identify illegal constructions and take immediate legal action. The move is seen as a firm step towards enforcing urban planning norms and preventing haphazard growth in one of Punjab's fastest developing regions. Damdami Taksal pushes for panth-wide consensus for jathedar appointments to avoid controversies
Amritsar: After successfully pressuring the Shiromani Gurdwara Parbandhak Committee (SGPC) to withhold officiating Akal Takhr jathedar Giani Kuldeep Singh Gargaj from delivering a message during the Operation Bluestar anniversary ceremony over objections to his controversial appointment, Damdami Taksal (Chowk Mehta) has announced plans to push for a formal 'panth parvanat' procedure for selecting jathedars. Baba Harnam Singh Khalsa, chief of Damdami Taksal, said the appointment of jathedars should involve consultation with all Sikh sects, Nihang organisations, Singh Sabhas, federations, and other Sikh bodies to prevent disputes. He added that he intends to engage with all Panthic organisations soon to discuss a unified selection process. "It is only when decisions are made without Panthic consensus that controversies arise," Baba Harnam Singh said, emphasising that collective approval from the Sikh Panth would eliminate future conflicts. He further stressed that retirement or removal of jathedars should also be conducted with due respect and dignity, calling for lasting solutions to the recurring issues surrounding these appointments. 1 2 Nagpur: In a significant blow to the Maoist movement in the Dandakaranya region, 12 senior Maoists surrendered before chief minister Devendra Fadnavis during his visit to Gadchiroli district on Friday. The event, attended by state minister and Gadchiroli's co-guardian minister Ashish Jaiswal, marks a milestone in the state's ongoing efforts to curb Naxalism through its surrender and rehabilitation policy, in place since 2005. The surrendered Maoists include high-ranking members, including Sapna alias Swapnakka Buchayya Chaudhary, 55, a divisional committee member (DVCM) of the Indravati Area, Ramdas alias Somaji Halami, 55, DVCM of Kutul area committee, and Shivlal alias Sukalu Pada, 60, DVCM of Kutul Dalam, among others. The group also comprised commanders, deputy commanders, and members of various Maoist units, hailing from Gadchiroli and neighbouring districts in Chhattisgarh.
