Expedite road infra projects across Maharashtra before monsoon: Shinde

Deputy Chief Minister Eknath Shinde has directed the Maharashtra State Road Development Corporation (MSRDC) to expedite the execution of ongoing road infrastructure projects across the state, particularly completion of the key works on the Mumbai-Nashik highway before the onset of monsoon. Reviewing the status of various MSRDC-led infrastructure projects across the state in the presence of MSRDC Managing Director Anilkumar Gaikwad and other senior officials, Shinde said all these projects must be completed within the stipulated timeline. He also said that like CIDCO and MMRDA, MSRDC should also participate in slum redevelopment projects. After reviewing the Mumbai-Nashik highway, the Deputy Chief Minister instructed that the delayed works on the highway be expedited. 'If the concretisation of road sections cannot be completed before monsoon, then those stretches should be made traffic-worthy by asphalting them. Concretisation on 31 kilometres on this route is still pending,' said Shinde. 'Works at Pimpalas–Charoti and on the railway overbridge should also be expedited. If contractors are being negligent in completing the works on time, then they should be served a notice and warned as well,' said Shinde. Shinde directed that traffic movement on the Thane–Nashik highway must remain smooth throughout the monsoon season. He also emphasized the timely completion of the missing link on the Mumbai–Pune Expressway, stating it should be open to the public by December. Additionally, he reviewed progress on the proposed Konkan access-controlled Expressway, intended to improve connectivity between Mumbai and Sindhudurg and provide faster access to the Konkan region. He also instructed to speed up work on shelter centers in Konkan. 'To provide temporary shelter to citizens during recurring natural calamities in Konkan, MSRDC planned 86 shelter centres. Work on 37 of these shelter centres is currently in progress. These works should be expedited. Also, these shelter centres should preferably be built near schools so that after the monsoon, schools can also use them for their activities,' he said. The Shaktipeeth highway project, which will reduce the current 18-hour journey from Nagpur to Goa to just eight hours, was also reviewed. Given the opposition to this project from Kolhapur, Latur, Dharashiv, and Beed, it was suggested to initiate dialogue with the villagers. 'The objective is to create a complete access-controlled grid connecting Nagpur and Goa, similar to the Samruddhi Expressway, which will benefit farmers and citizens in 12 districts. Therefore, efforts should be made to communicate with farmers and take them into confidence,' said Shinde further instructing to speed up work on New Mahabaleshwar.

After 13 years Palm Beach Residency gets provisional OC on court order

NAVI MUMBAI: Thirteen years after it was constructed, the upscale Amey Cooperative Housing Society Limited's (ACHSL) Palm Beach Residency in Nerul has received a provisional occupancy certificate (OC) from the Navi Mumbai Municipal Corporation (NMMC). The complex, which was mired in litigation due to construction violations of over 3 lakh sq ft, has had to bear a whopping ₹100 crore for the OC, with ₹66.67 crore paid to NMMC and around ₹34 crore to CIDCO for various permissions. The project has been mired in controversy for decades. First there were allegations of illegalities in the land allotment process by CIDCO to six 'bogus' cooperative societies of APMC mathadis that had been merged, which then sold the land to the Wadhwa group. After being cleared by the Supreme Court, when the project was finally completed in 2012, FSI violations were reported, following which NMMC refused to issue an OC. Social activist Sandeep Thakur filed a PIL in the Bombay high court in 2018 for action against those responsible for illegal occupation of the buildings. The society too filed a writ petition seeking permissions. The HC in October 2024 permitted NMMC to take a decision with regard to regularisation of the building. NMMC passed an order on December 31, 2024, agreeing to grant an OC, subject to payment of penalty, additional premium and other conditions. As an interim measure, the court on March 4 permitted the deposit of the amount to NMMC, asking it to issue the OC which, it stated, would be provisional in nature and subject to further orders. Somnath Kekan, assistant director of town planning, NMMC, said that the introduction of the new Unified Development Control and Promotion Regulations, which permit additional FSI, had enabled the regularisation. Uma Ahuja, chairperson of ACHSL, said that the residents were 'keeping it low-key, as we believe that this is the time to maintain calmness and composure'. Thakur, however, said the provisional OC was subject to the court's previous rulings, which prohibit any sale or purchase of the units. 'It is also subject to the confirmation of validity of 'consent to operate' from MPCB, which is conducting an inquiry,' he said. 'The society does not have environmental clearances, and we will take up the issues concerning permissions given by MCZMA and SEIAA in the next hearing on July 8. We will plead for the cancellation of the provisional OC.'

Nashik: Unseasonal rain accompanied by strong winds damaged several trees in the city on Tuesday and Wednesday, officials said, adding that the fire brigade logged a total of 64 calls from residents regarding fallen trees or branches. On Tuesday, authorities received 27 calls and the next day, there were 37, the officials Tuesday, around 5pm, several parts of the city were hit by strong gusts, forcing pedestrians to run towards shelter and hawkers to wrap up business early. Scores of motorists also struggled to reach home as dust enveloped brigade authorities said they received several reports of falling branches, but added that no one was injured. Senior officials from the fire brigade's headquarters in the city said their Panchavati centre received four calls about fallen branches. Nashik Road centre reported eight calls, CIDCO had six, Satpur five and the headquarters itself got four trees and branches, several advertising hoardings were also blown away by winds, with some ending up in overhead electricity wires. There was a brief spell of heavy rain on Wednesday afternoon. But the fire brigade said several trees were reported to have fallen even in the CIDCO centre received 11 calls regarding fallen trees while the Nashik Road unit said it had received a total of 14 calls on Wednesday. Four calls each were logged at the headquarters of the fire brigade at Shingade Talav and the Panchavati and Satpur centres on weather events are likely to increase tree falls and serious incidents, especially in populous urban centres, research has shown. In Feb this year, the Climate Risk Index (CRI) released by environmental think tank Germanwatch showed India reported loss of 80,000 lives and nearly $180 billion during 400 extreme weather events logged over 30 years (1993-2022).

HC strikes down CIDCO's ₹3,477-Cr infra contracts in NAINA region

MUMBAI: In a significant ruling, the Bombay high court on Tuesday struck down CIDCO's decision to disqualify the bids submitted by the Thakur-EVRASCON Joint Venture (JV), for two major infrastructure development works in the Navi Mumbai Airport Influence Notified Area (NAINA) region, together worth ₹ 3,477 crore. The JV comprises Thakur Infraprojects Pvt Ltd and EVRASCON (OJSC Euro Asian Construction Corporation), a company established in Azerbaijan. HC strikes down CIDCO's ₹ 3,477-Cr infra contracts in NAINA region The division bench of Chief Justice Alok Aradhe and Justice M S Karnik also struck down CIDCO's decision to award one of the works worth ₹ 1,909 crore to PNC-Aakshya JV and the approval granted to the financial bid of Ashoka-Aakshya JV for work worth ₹ 1,568.86 crore. On July 23, 2024, CIDCO had published notices, inviting bids for the two infrastructure works, valued at over ₹ 1,568.86 crore and ₹ 1,909 crore respectively. Thakur-EVRASCON JV submitted its technical and financial bids on November 9, 2024, along with other JVs, including PNC Aakshya, and Ashoka-Aakshya. The PNC-Aakshya JV and Ashoka-Akshaya JV had on September 26, 2024, addressed separate letters to CIDCO, raising objections to the bids submitted by Thakur-EVRASCON in respect of the subject tenders. Thakur-EVRASCON too sent a communication on September 27, 2024, to CIDCO, pointing out deficiencies in the technical bids submitted by its two rival JVs. Despite submitting clarifications, Thakur-EVRASCON JV's technical bids were rejected by the CIDCO tender committee on October 8, 2024, on grounds of the integrity package, mandatory eligibility documents, required work experience certificates and GST registration. Although Thakur-EVRASCON furnished point-wise clarifications to the objections raised by CIDCO, these were rejected, and the bids were opened on October 9. Aggrieved by this, Thakur Infraprojects Pvt Ltd approached the high court on October 10, 2024, which passed an interim order stating that the final award of the project was contingent on the court's decision in the ongoing writ petition. Despite the order, CIDCO on October 15 issued a work order to PNC-Aakshya JV. The counsel for the petitioner submitted that the procedure followed by CIDCO in evaluating the bids was unfair and discriminatory, as the objections against Thakur-EVRASCON JV were acted upon but those against other bidders were ignored, indicating legal mala fides. The senior counsel for CIDCO submitted that Thakur-EVRASCON did not fulfil the validity of the tender conditions. It was further submitted that CIDCO granted sufficient time and opportunity to the JV and other bidders to clarify their bids, and could not have relaxed the tender conditions in favour of Thakur-EVRASCON. 'It substantially relied on foreign work experience, which was not authenticated strictly in the manner laid down in the tender,' the counsel said. The division bench quashed and set aside the decision of the CIDCO tender committee and the word order in favour of PNC-Aakshya JV. It noted that Thakur-EVRASCON had lodged an FIR against PNC, the partner in the PNC-Aakshya JV, for irregularity in the integrity pact in respect of the previous tender, which was not considered by CIDCO while adjudging the suitability of PNC-Aakshya. 'Therefore, the decision-making process of CIDCO which led to the grant of contracts cannot be said to be fair, reasonable or transparent,' the court said and directed CIDCO to consider the financial bids of Thakur-EVRASCON, PNC-Aakshya and Ashoka-Aakshya as well as those of other eligible bidders and take a decision afresh to award the contracts in question.

Patel Engineering rises after securing contract worth Rs 1,319 crore from CIDCO

Patel Engineering added 1.67% to Rs 43.73 after the company said that it has bagged a contract for the construction of the Kondhane Dam and its allied works from CIDCO worth Rs 1,318.89 crore. The company had earlier been declared the L1 (lowest bidder) for this project. The project is located in Village Kondhane, Taluka Karjat, District Raigad in the state of Maharashtra, and is scheduled to be completed within 42 months. The project would be executed using Roller Compacted Concrete (RCC) Technology. The scope of works includes civil works for the dam construction having a length of 1209m and 83m height along its allied works as well as hydro mechanical and electrical works including 3 radial gates and electrical & manual gate control and other electrification works. Kavita Shirvaikar, managing director, Patel Engineering, said: We are pleased to have been awarded the Kondhane Dam project by CIDCO, which marks a strong start to FY26 for Patel Engineering. This project is a testament to our proven capabilities in delivering complex infrastructure works, especially in dam construction using advanced technologies like roller compacted concrete. Patel Engineering is a construction company specializing in the hydropower and irrigation segments. It is engaged in the construction of dams, bridges, tunnels, roads, piling works, industrial structures, and other kinds of heavy civil engineering works. The companys consolidated net profit rose 14.49% to Rs 80.42 crore on a 13.61% increase in revenue from operations to Rs 1,205.5 crore in Q3 FY25 as compared with Q3 FY24.
