Change of guard at BSF's crucial Eastern Command
Kolkata: The Eastern Command of the Border Security Force (BSF) witnessed a change of guard, with Mahesh Kumar Aggarwal taking over as Additional Director General (ADG).
The change comes at a time when the situation in Bangladesh continues to remain volatile, and the Indo-Bangladesh Border (IBB) is witnessing infiltration attempts.
A report submitted to the Ministry of Home Affairs (MHA) after the recent communal riots in the Murshidabad district of West Bengal stated that illegal immigrants from Bangladesh were part of the mobs that resorted to violence.
The Calcutta High Court ordered the deployment of the BSF in the district to control the situation.
The BSF's Eastern Command is in charge of the International Border (IB) with Bangladesh along the states of West Bengal, Assam, Meghalaya, Tripura and Mizoram.
Apart from smuggling, activities such as infiltration and human trafficking are rampant along this border, part of which is riverine and unfenced.
Effective border management is a major challenge, both due to the terrain and the involvement in crime by the border population on both sides.
The handing over of charge to an experienced IPS officer like Aggarwal is being seen by many as an effort to strengthen defences along the border further. He took over from Ravi Gandhi, who has now taken over as ADG (Logistics) at the BSF Headquarters in New Delhi.
'The former ADG did an excellent job during his 14-month tenure. He toured the border extensively and supervised the setting up of new outposts and other installations,' said a senior MHA official.
He added that the former ADG also directed the CPWD to complete fencing of the border as soon as possible, adding that in certain areas, the BSF's line of domination has also been extended to the zero-line.
'He visited the Murshidabad and Malda districts after the communal strife and took stock of the situation by speaking to the victims and officials of the state. We are sure that the new ADG's vast experience will come in handy in taking things forward,' the MHA official noted.
Political unrest in Bangladesh has complicated border management and demanded greater vigilance from the BSF in recent months. Aggarwal has previously served as Joint Director of the CBI in Chandigarh. His four-year term as ADG was cleared by the MHA in January.
'Besides countering trans-border crimes and smuggling, there is a need to make perceptible changes in the attitude of the border population towards border management. Particular focus needs to be kept on the youth so that unscrupulous elements do not misguide them towards cross-border crimes,' Aggarwal said in a message soon after assuming charge.

Railway officials suspended after BSF flags ‘unhygienic' train coaches
The Union Ministry of Railways has suspended four officials after the Border Security Force flagged the 'unhygienic' and 'filthy' condition of a special train allotted for the movement of 1,200 personnel from Tripura to Jammu and Kashmir, The Indian Express reported on Thursday. The train was allotted to the paramilitary force on Monday for moving its troops, who will be deployed during the Amarnath Yatra from July 3 to August 9, from Udaipur station to Jammu Tawi. The Amarnath Yatra is a Hindu pilgrimage to the Amarnath Cave in the Himalayas, a sacred site for the deity Shiva. The upcoming yatra is the first major pilgrimage in Jammu and Kashmir after terrorist attack in Pahalgam on April 22. The Union government had earlier sanctioned the deployment of 581 companies of paramilitary personnel to ensure adequate security for the pilgrimage, The Indian Express reported. On Tuesday, the BSF train commandant submitted a complaint to the North Eastern Railway, stating that it was 'not possible for troops to travel such a long distance' in the dilapidated coaches, according to the newspaper. The officer, in the complaint to the Agartala Station Manager, sought the immediate replacement of the dilapidated coaches. The complaint stated that the interiors of the coaches, including toilet doors, were broken, The Indian Express reported. It added that the train was also infested with cockroaches and other insects, and had filthy berths and washrooms with no water or electricity. 'It is not possible for troops to travel such a long distance… in unhygienic/filthy and inhumane conditions' the BSF train commandant said, adding that there was also a possibility that 'most of them may fall sick even before deployment'. The officer also flagged an ' inexcusable delay ' in allotting the special train, which led to a delay of 72 hours in the departure of the troops, The Print reported. Several videos and images of the coaches were also widely circulated on social media. On Wednesday, Union Railway Minister Ashwini Vaishnaw took 'serious note of the incident involving the deployment of an unsuitable/old train', The Indian Express quoted an unidentified ministry official as saying. An investigation was ordered and four officials – the coaching depot officer and three senior section engineers – of the Alipurduar Railway Division were suspended, the official added. A special train was also arranged exclusively for BSF personnel, the official said, adding that Vaishnaw had 'made it clear that the dignity and comfort of security forces are of utmost priority and that such negligence will not be tolerated at any level'.

India-France to hold 8th edition of 'Exercise Shakti' from June 18
New Delhi [India], June 12 (ANI): The 8th edition of Exercise Shakti, a joint military exercise between India and France, will take place from June 18 to July 1 at La Cavalerie in France. In a post on X, the Additional Directorate General of Public Information (ADG-PI) stated that the joint military exercise aims to improve coordination and teamwork between the two armies and prepare for missions in challenging situations. 'Exercise #Shakti 2025, The 8th edition of Exercise #Shakti, a joint military exercise between #India and #France is scheduled from 18 June to 01 July 2025 at #LaCavalerie, #France,' the post reads. 'The aim of the exercise is to enhance joint military capability of both sides to undertake Multi Domain Operations in a Sub Conventional scenario. The joint exercise will facilitate developing interoperability, bonhomie and camaraderie between Armies of both the Nations,' the post further reads. Exercise Shakti is an annual joint military drill conducted by the armies of both nations to enhance interoperability and coordination in tactical operations. Last year, the 7th edition of the India-France Joint Military Exercise 'Shakti' commenced on May 13 at the Joint Training Node in Umroi, Meghalaya. The exercise aimed to enhance the joint military capacity of both sides to undertake Multi-Domain Operations in a sub-conventional scenario. According to an official release from the Public Relations Officer (PRO) Defence, Guwahati, the exercise is scheduled to be conducted from 13 to 26 May. The Opening Ceremony of the joint exercise was attended by Thierry Mathou, Ambassador of France to India and Major General Prasanna Sudhakar Joshi, General Officer Commanding 51 Sub Area. Exercise SHAKTI is a biennial training event conducted alternately in India and France. The last edition was conducted in France in November 2021. Indian contingent comprising 90 personnel is being represented primarily by a Battalion of the RAJPUT Regiment besides personnel from other arms and services. Observers from the Indian Navy and the Indian Air Force will also form part of the exercise. The French contingent comprising 90 personnel will be represented mainly by personnel from the 13th Foreign Legion Half-Brigade (13th DBLE). 'The Aim of Exercise SHAKTI is to enhance the joint military capability of both sides to undertake multi-domain operations in a sub-conventional scenario under Chapter VII of the United Nations Mandate,' the release added.
