Foreign aid cuts could impact U.S. agriculture industry, advocates say
Federal cuts to the U.S. Agency for International Development assistance programs will hurt American farmers and the safety of their crops, said several agricultural research leaders at a forum hosted by U.S. Senate Democrats.
'These cuts are clearly problematic for our standing in the world, our leadership in the world, our security, our trade relationships,' Sen. Amy Klobuchar said. 'But it also socks us here at home.'
Klobuchar of Minnesota, Senate Agriculture Committee ranking member and Sen. Jeanne Shaheen of New Hampshire, Senate Foreign Relations Committee ranking member, hosted a forum to discuss the relationship between foreign assistance programs and the U.S. agriculture market.

Through the Food for Peace program, the U.S. Department of Agriculture facilitates purchases of American crops and partners with non-governmental organizations to distribute these surplus crops to crisis areas around the world. Under the 2026 fiscal year budget request, this program will see major cuts, which may impact American farmers, forum speakers said. Additionally, the reduction of funding to agriculture innovation labs at public universities may leave U.S. crops vulnerable to future diseases.
Dr. David Hughes, director of the USAID Innovation Lab on Current and Emerging Threats to Crops at Penn State University, said funding cuts impact his team's ability to study potential threats to U.S. agriculture in 'safe spaces' around the globe.
His innovation lab, along with the Food Safety Program at Purdue University, the Livestock Systems Program at University of Florida and Peanut Production, a program addressing malnutrition at the University of Georgia, are among the universities that will see cuts under the Trump administration's Department of Government Efficiency or DOGE.
Hughes said his team members study threats to agriculture overseas, to 'quickly deploy' mechanisms against those threats when the time comes. One threat the team is studying is thrips, a small insect that poses a risk to the U.S. floral industry. His team uses a space in Nepal to reduce risk to local crops.
Additionally, Hughes and his team at Penn State have been developing an artificial intelligence system called PlantVillage which provides advice to help farmers cope with climate change to increase the yield and profitability of their crops.
He says many American and European scientists are 'decamping' to China because they fill a space of 'research excellence' left by cuts to research in the United States.
'You want to make sure if you do have an AI system giving knowledge to American farmers, you better be sure it's not a made-in-China system.' Hughes said.
'To be able to count on that institutional market that comes from food assistance is a significant benefit to the U.S. farmer,' said Thoric Cederstrom, International Food Aid representative on the U.S. Dry Bean Council.
Cederstrom said he doesn't think there is any organization that 'stands ready to fill that void,' left by USAID. He argues there is 'enlightened self-interest' in the purchase of American crops from farmers to be used as aid abroad. This purchase helps in 'stabilizing demand and prices for farmers across the heartland' and 'offset the risk of unpredictable market, trade disruptions and climate variability.' The USAID programs create a market that farms can respond to to turn a profit and 'generate income that keeps their businesses active.'
'There couldn't be a worse time to lower our guard,' said Kevin Shea, former administrator of the Animal and Plant Health Inspection Service at USDA. 'African swine fever in the Dominican Republic, very close to our shores, very easily just one trip away from getting here. That's just one example. Foot and mouth disease, eradicated a century ago in America, is now appearing all around the world for the first time in many, many years. Another big concern for us. And screwworm has breached the barrier in Panama for many years and has made it into Mexico.'
Shea says that the inspection service has lost nearly 1,300 or around 15% of the workforce has left 'in the past few months' and with the additional cuts under the FY26 budget request 'APHIS can not do its job.'
Both Hughes and Shea talked about citrus greening disease, which has impacted the citrus industry in Florida as an example of the need for research and inspection programs.
Sarah Charles, former assistant to the administrator of USAID's Bureau for Humanitarian Assistance, said despite the cuts, the career staff left at USAID are working 'furiously' to move food kept in warehouses around that globe, 'even knowing they have been fired,' to areas in need.
She also said the U.S. government response to crises, such as the 2025 Myanmar earthquake, has been 'limited' because the capacity has been 'taken offline by the Trump administration.'
China showed up in a major capacity, but many of its outreach programs are through the government, so the networks built by the U.S. with non-governmental partners and civil society organizations have been 'abandoned,' Charles said.
'Food rations that could supply three and a half million people for a month are rotting in warehouses around the world because of USAID cuts,' Shaheen said. 'Sadly, people are going hungry while farmers are losing a critical buyer for their crops.'

US suspends visitor visas for Gazans
Secretary of State Marco Rubio said Sunday that the State Department suspended visitor visas for Gazans because it received 'evidence' that some organizations facilitating the visas to the US 'have strong links to terrorist groups like Hamas,' without providing further details. The State Department announced in a post on X on Saturday that it would halt all visitor visas for individuals from Gaza as it reviews the process that allows them to temporarily enter the US for medical and humanitarian reasons. Rubio told CBS' 'Face the Nation' on Sunday that 'evidence' had been presented to the Trump administration by 'numerous congressional offices' and that the department had received 'outreach from multiple congressional offices asking questions about it.' He did not give details on the evidence or the offices that presented it. Far-right Trump ally Laura Loomer has taken credit for the pause in the visas following her claims that the families arriving from Gaza 'threaten our national security.' Loomer specifically criticized HEAL Palestine, an American nonprofit dedicated to providing critical aid to Palestinian families, including bringing kids suffering from severe injuries, psychological trauma and malnourishment to receive care in the US. The group says it has evacuated 63 injured children and 148 total people. The group, which returns Palestinians back to the Middle East after they are treated in US hospitals, criticized the Trump administration's move to halt visitor visas, saying in a statement on Sunday, 'this is a medical treatment program, not a refugee resettlement program.' As of May, the US has issued almost 4,000 visas to people holding Palestinian Authority passports permitting them to seek medical treatment in America. That number also includes Palestinians living outside of Gaza, such as in the West Bank. Rubio said Sunday that while a 'small number' of visas had been issued to children, 'they come with adults accompanying them, obviously, and we are going to pause this program and reevaluate how those visas are being vetted.' 'We're not going to be in partnership with groups that have links or sympathies towards Hamas,' he continued, without naming any specific groups or providing more information to corroborate the administration's concerns. CNN reached out to the State Department for more information about the evidence cited by Rubio. President Donald Trump acknowledged last month there is 'real starvation' in Gaza, breaking with Israeli Prime Minister Benjamin Netanyahu, whom Trump has grown increasingly frustrated with. 'I see it, and you can't fake that. So, we're going to be even more involved,' Trump told reporters of the humanitarian crisis.

Trump's selective stance on justice: Redemption for some, scorn for others

Enter Email Sign Up Trump, himself a felon, has shown particular leniency to criminals he seems to identify with — people who are white or wealthy, or who he believes have been unfairly persecuted, or who rioted in his name on Jan. 6, 2021. The White House defends the president's actions, pointing to his criminal justice record from his first term, which included signing prison overhaul legislation aimed at rehabilitation and using his clemency powers to release many Black offenders who faced excessive punishments for nonviolent crimes. But in his second term, Trump has seized on racial tensions to further his longstanding view that cities are hopelessly dirty, violent, and menaced by criminals. 'The people most impacted by crime in the inner-city happen to be Black and unfortunately, the people that are perpetuating the crime also happen to be Black,' Fields said. He also argued that comparing the treatment of Jan. 6 criminals with the treatment of others was unfair. 'Jan. 6 was one day in American history,' he said. 'The crime plaguing D.C., Baltimore, Chicago, New Orleans, all these other cities, is every single day for these people. And it's such a disservice to the feelings of these people every single day that feel like they cannot go to the local 7-Eleven out of fear of getting assaulted or murdered or carjacked.' Since taking office, Trump has shown a pattern of characterizing defendants of color, in particular, as deserving the harshest punishments possible, while showing deference to others, including those who align more with his beliefs. Advertisement On his first day, Trump pardoned thousands of his supporters who were arrested and charged for taking part in a violent mob at the Capitol, assaulting police, smashing windows, ransacking offices, and threatening to hang his vice president. Some had prior criminal records, for offenses like rape, manslaughter, and possession of child sexual abuse material, according to an investigation by NPR. 'They've already been in jail for a long time,' Trump said. 'These people have been destroyed.' Two days later, he pardoned Washington police officers who were convicted on charges related to a car chase that killed a young Black man in 2020, that they later tried to cover up. Trump suggested the officers were the victims in the case, and falsely claimed that the man was an illegal immigrant. 'And I guess something happened where something went wrong, and they arrested the two officers and put them in jail for going after a criminal,' he said. For years, Trump has invoked race when discussing crime. Trump famously took out newspaper advertisements in 1989, including in The New York Times, calling for New York state to adopt the death penalty after five Black and Latino teenagers were arrested and later wrongfully convicted of the rape of a white woman. Even after the men, known as the Central Park Five, were exonerated, Trump never apologized or acknowledged their innocence. That he was inspired to take action after a white 19-year-old who worked for the Department of Government Efficiency was assaulted this month crystallized the point that Trump also seems to only care about some victims, critics say. Advertisement Fields noted that the president also referred to Black victims during the announcement, and that he had spoken out against white perpetrators. He disputed that Trump was spurred into action by the DOGE employee, even though he decried the attack on social media and repeatedly mentioned it in public. Fields said Trump was moved to act after Jeanine Pirro, the US attorney in Washington and a former Fox News host, showed him images of Black teenagers who had been killed. 'The president saw this for himself,' Fields said. 'He does not want to see anyone dying or being assaulted on our streets.' Inimai Chettiar, a longtime criminal justice advocate who supported Trump's prison reform agenda, said that the president's actions in Washington reflected a common dynamic in tough-on-crime tactics that often target Black and brown communities. 'I think that this is a typical pattern that politicians, especially white politicians, fall into,' she said. 'They view certain people as deserving and others as not.' But she said sending the National Guard to the streets of Washington was excessive. 'The Trump administration is trying to manufacture a domestic enemy in Black and brown people,' she said.
