U.P. govt to offer more incentives, flexibility in new EODB measures

The Yogi Adityanath government in Uttar Pradesh is preparing to introduce new ease-of-doing-business (EODB) measures under the PLEDGE (Promoting Leadership and Enterprise for Development of Growth Engine) Park Scheme, which is being revamped to offer developers more flexibility and incentives, officials said.
According to the state government, the MSME department has drafted a detailed proposal for amending the existing provisions of the PLEDGE Park Scheme to make it more developer-friendly.
Once approved, these changes will provide new advantages, including land use flexibility and reduced development charges.
At present, the scheme allows private investors to establish industrial parks on 10 to 50 acres of land, offering benefits like stamp duty exemption, subsidised interest rates on loans, and financial support.
The proposed amendments aim to boost participation by introducing significant reforms. These include permitting up to 10 per cent commercial and business activities within the parks, easing land use conversion regulations, and offering concessions in development charges, officials said.
To fast-track industrial park approvals, the revised policy may authorise the director and commissioner of industries to approve layouts and building maps. Further, the uniformity in stamp duty rates for PLEDGE Park-related transactions is being prioritised, and the power to approve stamp duty exemptions may also be extended from district magistrates to deputy commissioners of industries, officials said.
The government plans to develop a better road network to and from the parks. Developers will also benefit from relaxed norms reducing the required external road width from 12 metres to 7 metres.

In an attempt to boost the career prospects of students from Uttar Pradesh, the Yogi Adityanath government has signed a memorandum of understanding (MoU) with the United Kingdom to offer the prestigious Chevening Scholarship Programme in the state. The UP government's new international scholarship programme, rolled out under the scheme Chevening UP Atal Scholarship, has been designed for students who have shown exceptional academic performance. As per the agreement, up to 15 students from Uttar Pradesh will be eligible for full financial support to pursue a one-year master's degree in Britain. "The UK Government has signed a Memorandum of Understanding with the Government of Uttar Pradesh to offer the prestigious Chevening Scholarship Programme in the state. Under the agreement signed today in Lucknow in the presence of CM Yogi Adityanath and British High Commissioner Lindy Cameron, up to 15 scholars from the state will be eligible for full financial support to pursue a one-year master's in the UK," the British High Commission to India said in an official statement. "The Chevening programme in India is the largest in the world, benefitting over 3,900 scholars and fellows since 1983, demonstrating the UK's commitment to developing the leaders of tomorrow. Chevening alumni use their world-class education and global networks gained in the UK to create meaningful, lasting change when they return home, whether by tackling global challenges or making a tangible impact in their own communities," the statement added. The MoU was signed in the presence of Chief Minister Yogi Adityanath and British High Commissioner Lindy Cameron in Lucknow. The cost of sponsoring each student from the state would be around ₹ 45-48 lakh. Half of the cost will be borne by the UP government, while the other half will be funded by the UK's Foreign, Commonwealth And Development Office (FCDO).

Uttar Pradesh government will launch a statewide campaign from September 16 to achieve 100 per cent farmer registration. Acting on Chief Minister Yogi Adityanath 's instructions, district magistrates will review progress daily in the run-up to the drive. The Revenue Department has been directed to issue standard operating procedures (SOPs) to revenue officers to ensure the correction of land ownership records in line with Aadhaar. The Yogi government has set a target of over 2.88 crore farmer registrations. So far, around 1.45 crore farmers, more than 50 per cent of the target have been registered. Bijnor leads the state with over 58 per cent registrations, followed by Hardoi (57.84%), Shravasti (57.47%), Pilibhit (56.89%) and Rampur (56.72%), placing them among the top five districts in farmer registry. According to the release, the data of farmers who are yet not part of the registration process, their credentials are being verified by field officers. In districts like Amroha, Azamgarh, Balrampur, Etah and Jaunpur, 100 per cent verification has already been completed. Meanwhile, the Uttar Pradesh government today reaffirmed that there is no shortage of fertilizers anywhere in the state. The state government has urged people not to indulge in unnecessary hoarding. The government has reiterated that adequate stocks are available to meet farmers' needs, according to the Chief Minister's Office (CMO). The Agriculture Department has shared detailed data on the availability and sale of fertilisers across all 18 divisions. According to the available statistics, during the Kharif season 2024, 36.76 lakh metric tonnes of fertiliser had been sold by August 18. In comparison, this year's sales have already reached 42.64 lakh metric tonnes, showing a significant increase. CM Yogi has appealed to farmers to purchase fertilisers only as per requirement and assured that supplies are available whenever needed. He also directed every district to maintain a complaint cell to promptly resolve farmers' grievances. The statement also mentioned that the CM warned against overpricing and black marketing of fertilizers, instructing district officials to conduct regular inspections, maintain direct communication with farmers, and ensure smooth distribution.

A round-table discussion is being organised in the capital on Friday at the behest of the State government to identify the sector-specific risks and mitigation strategies in connection with the Kerala-specific implications of the U.S. tariffs on India. Organised by the Gulati Institute of Finance and Taxation, an autonomous institute under the Finance Department (GIFT), and the Kerala State Planning Board, the round table will assess, among other things, the direct and indirect impacts of the 'penal tariffs' on Kerala's export sectors, particularly the agriculture sector, marine products and spice-based commodities. Finance Minister K.N. Balagopal will inaugurate the round table discussion on 'The impact of U.S. penal tariffs with a special focus on Kerala' at Hotel Mascot here on Friday. Earlier this month, Mr. Balagopal had warned that the looming 'tariff war' could have harder economic impacts than COVID-19 and urged GIFT to organise the round table to chart the way forward for the State. The round table aims to generate actionable ideas for strengthening the State's economic resilience in an era of shifting global alignments and politicised trade by bringing together different stakeholders from academia, industry and policy circles, GIFT said. 'Tariffs on fisheries, coir, textiles, tea, coffee and spices, among others, threaten the rural export economy, while parallel concerns such as potential tightening of U.S. immigration (H1B) policies amplify the risks,' according to GIFT. The double whammy of reduced export demand and softened remittance inflows jeopardise growth prospects, public finances and social stability, it added. Sector-specific risks, especially for MSME-dominated export clusters, opportunities for trade diversification, value addition and digital market access as strategic responses to trade realignments, will come up for discussion at the event. It is also expected that a major outcome of the event will be policy recommendations that can be submitted to the State government and the Union Ministry of Commerce. Representatives of commodity boards, export promotion councils, industry associations, and policy think-tanks are expected at the one-day event.
