Delhi Assembly panel row: Speaker warns disruptive MLAs can be removed, AAP's Atishi calls it undemocratic
Gupta's statement came after AAP's Leader of Opposition Atishi raised questions on the panel's powers after the 2021 amendment to the Government of National Capital Territory of Delhi (GNCTD) Act, which placed curbs on the powers of Assembly committees, and demanded that an opinion on the power of the committee be sought from the Law Department.
The PAC examines the expenditure of government departments and the CAG reports.
Responding to a letter from PAC chairman and BJP MLA Ajay Mahawar, which alleged that AAP MLAs on the committee – Atishi, Kuldeep Kumar and Virender Singh – had disrupted committee meetings, Gupta said they can be removed from meetings.
Atishi first raised the issue with the Speaker on May 6. In response, Gupta said that while committees must function within the boundaries of law, they still retain sufficient authority under the Constitution and Rules, including the power to examine CAG reports.
On Wednesday, Atishi demanded that the Speaker ask the Centre to withdraw the amendments made to the GNCTD Act in 2021.
'That's the first step if you're serious about empowering Delhi Assembly's committees. Why is the Speaker refusing to even raise that demand? If there are no curbs on Committees in this context, why are you afraid of sending it to the Law Department for an opinion? It's not the Speaker's job to interpret the law — it's the Law Department's,' she said.
On Gupta's letter allowing Mahawar to remove members from Committee meetings, Atishi said, 'We are being told that if we raise these questions in a committee, we'll be thrown out of the meeting. This has never happened in the democratic history of our country.'

Kurmis to launch indefinite ‘rail roko' stir in three states
1 2 Jamshedpur: The Adivasi Kurmi Samaj (AKS) announced indefinite 'rail roko' agitation across Jharkhand, West Bengal, and Odisha from September 20 in support of their demands, including Scheduled Tribe (ST) status for the Kurmi community. "We have called the rail roko, and several like-minded outfits, which are on the same page regarding the issues of the Adivasi Kurmi community, will join us in making the agitation a total success," said AKS president Shanshak Shekhar Mahato. The outfit held its meeting at Kurmi Bhavan in Rugdi under Chandil block of Seraikela-Kharsawan district on Sunday, during which members from the three states attended. AKS secretary Gunadham Mutruwar said, "Apart from the demand for Adivasi status for the Kurmi community, the outfit demands recognition of Kurmi as Adivasi in the religion column in the 2026 national population census, inclusion of Kurmali language in the Eighth Schedule of the Constitution, amendment of the Panchayats (Extension to Scheduled Areas) Act (PESA) 1996 to include the conventional panchayat system of the Kurmis. UT declares all PGI employment as essential
Chandigarh: UT chief secretary on Monday declared all employment at the PGI an "essential service," extending the Haryana Essential Services Act, 1974, to Chandigarh. The move prohibits any strikes by PGI staff. This is the first time the Act was invoked without an official strike notice from any union. The notification follows a 2024 public interest litigation (PIL) filed by PGI, which led to a Punjab and Haryana high court ruling on August 7 this year. The court noted that PGI services weren't previously declared essential under the East Punjab Essential Services Maintenance Act, 1947, yet it pre-emptively barred unions from future strikes or protests. The decision comes amidst an ongoing legal dispute with the PGI union president, Ashwani Munjal, who was banned from campus. The high court, while addressing Munjal's challenge, has permitted union activities only within their designated office space and explicitly forbidden any actions that would obstruct patient care or movement within the institute. According to Munjal, the recent court ruling and subsequent notification vindicate the union's decades-long position that ESMA was not previously applicable to PGI. However, he acknowledged the court's strict stance on protests, stating that any future demonstrations would be restricted to the institute's residential areas to prevent disruption of patient services. "The three decades old stand of union(s) that there is no notification imposing ESMA at PGI has been vindicated whereas PGI filed more than 6-8 CWP-PIL during 2018 to 2024 seeking orders to take action against leaders/staff under Section 6 & 7 ESMA, 1947/1968," said Munjal.
