Bronx public school student Dylan, who was detained by federal authorities at a recent immigration hearing, received a medical diagnosis over the weekend that his lawyers say demand his immediate release. Worse yet, since learning this new information, Dylan's legal team has been unable to reach him. Dylan is believed to be in Pennsylvania, leaving the 20-year-old Venezuelan student in the dark about his health, according to new filings Monday in his habeas case. 'Counsel have been unable to contact Dylan to confer with him about this critical medical development,' read the court documents. 'In other words, while Dylan's counsel know his medical diagnosis and the serious risk he faces, but Dylan does not.' Dylan had been receiving medical tests for possible Crohn's disease or cancer at the time he was detained, the Daily News previously reported. 'It would be profoundly unfair, and irreversible, if prolonging this unlawful detention causes further and possibly very serious harm to this young man's health at an exceptionally delicate point in his medical history,' the documents continued. Dylan's lawyers were expected to confer with U.S. District Judge Stephanie Haines at 3pm. Separately, the city's Law Department made a motion to file an amicus brief on Monday, saying the manner in which Dylan was arrested on May 21 posed a risk to the general welfare of New York City. 'The tactics employed in Dylan's case — using his appearance at court for a routine immigration hearing as an opportunity to detain him — threatens to deter people from accessing the court system on which local governance depends. The implications threaten to reach well beyond the immigration arena and reach the countless other matters affecting public welfare that require our residents to appear in court every day,' the city said. DHS last week condemned a Biden-era asylum process that allowed immigrants like Dylan to enter the country with a notice to appear before a judge. The agency claimed President Trump has gone back to following the law and that the student and others in his position should have faced expedited removal from the beginning. 'If individuals have a valid credible-fear claim, they will continue in immigration proceedings,' officials said in a statement, 'but if no valid claim is found, aliens will be subject to a swift deportation.' DPS Dwarka incident triggers public outrage The move follows mounting concerns over unregulated fee hikes, particularly after a controversy involving DPS Dwarka, where several students were reportedly expelled for failing to pay increased fees. The Delhi High Court intervened, terming the school's actions 'inhuman' and ordering the reinstatement of affected students upon partial payment of the hiked fee. Parents alleged that 'bouncers' were deployed to block entry, and some students were confined to the library. Show-cause notices served to defaulting schools On April 16, the government issued show-cause notices to 10 schools accused of arbitrary fee increases and failing to submit mandatory audit reports. So far, the government has collected audit reports from 600 schools, though the names of the penalised institutions have not been disclosed. New audit framework and corruption checks planned Delhi Education Minister Ashish Sood earlier told ANI that a 'strong documentation system' would be established to scrutinise past approvals of fee hikes, investigate potential corruption, and prevent future malpractice. 'We will not tolerate any such malpractice under any circumstances,' he said. 'We aim to collect audit reports from all 1,670 schools in Delhi. There will be no room for dishonesty,' Sood had said. Chief Minister vows to protect students and parents Chief Minister Rekha Gupta has also reiterated the government's commitment to ensuring fair treatment of parents and students. She has stated that unauthorised fee hikes and harassment will not be tolerated under her administration.

New Delhi [India], May 30 (ANI): The Delhi government is planning to introduce an ordinance to regulate fees in private schools. The ordinance may be introduced within a week. The Delhi government is preparing to bring this ordinance to curb arbitrary fee hikes by private schools. According to sources, the draft of the proposed ordinance, under the 'Delhi School Education Bill, 2025', has already been sent to the Law Department. The ordinance proposes a fine of up to Rs50,000 for violations, and in cases of repeated violations, provision has been made for the confiscation of school property. Committees will be formed at the school, district, and review levels to determine fees. This bill was initially scheduled to be presented during the special session proposed on May 13-14, but the session could not be held. It will now be introduced as a bill in the upcoming Monsoon Session. On 16th April, show-cause notices were served to 10 schools about the arbitrary fee hike and to the schools that didn't submit their audit reports. The present Delhi government has already collected audited reports from 600 schools. Previously, while speaking to ANI on the issue of fee hike by private schools, Delhi education minister Ashish Sood said, 'We will create a strong documentation system and tighten the noose around such schools. We will investigate how arbitrary fee hikes were approved in the past and whether any corrupt dealings took place with the previous government. We will not tolerate any such malpractice under any circumstances.' The matter of an arbitrary fee hike came to the fore when several students in DPS Dwarka were disenrolled when they failed to pay the hiked school fee, and the court intervened. The government also sent a committee that investigated the matter, following which show-cause notices were served to the schools. Delhi Chief Minister Rekha Gupta has also repeatedly announced that such fee hikes and harassment of parents and students will not be tolerated. Keeping this in mind, the government plans to introduce this ordinance to curb arbitrary fee hikes. The Rekha Gupta government aims to provide quality and modern education to every child in the state. The issue of arbitrary fee hikes by private schools in Delhi has been a longstanding concern, with the Delhi government taking various measures over the years to address it. (ANI)

Security video obtained by the I-Team through a public records request shows Mayor Kahlil Seren enter the Cleveland Heights Law Department office early in the morning on Thursday, April 3, for about four minutes. Then, also in the afternoon on Saturday, April 5, you see the mayor go in for about two minutes. City hall was closed both times. Medina police searching for suspect in attempted child abduction The mayor appeared to let himself into the office both times, even though he had said during an April 2 Cleveland Heights Council meeting that he does not have access to get inside the Law Department. 'There are a few specific areas of the city and city government that are restricted,' Seren said during the meeting. 'My key card does not open those areas. That would include the courts, the law department.' The I-Team sent e-mails to the mayor, the Communications Office for Cleveland Heights, and the law director to discuss the video. We also went to Cleveland Heights to talk to the mayor, but he was not available. In the e-mail requesting comment, we asked why the mayor went into the Law Department on April 3 and April 5, when no one was inside the office. 'The Cleveland Heights Prosecutor's Office informally consulted our office regarding a body camera video recorded by a Cleveland Heights Officer while on duty during an incident that occurred at Cleveland Heights City Hall. The question was posed to us whether our office felt felony charges were appropriate pertaining to the Cleveland Heights Officer's conduct. The video was never provided to us. However, based on the facts articulated to us, we felt no criminal conduct occurred. The ongoing controversy over the powers of the Public Accounts Committee (PAC) of the Delhi Assembly took a turn on Tuesday, after Speaker and BJP leader Vijender Gupta said MLAs who create 'chaos' during meetings can be asked to withdraw or be removed. Gupta's statement came after AAP's Leader of Opposition Atishi raised questions on the panel's powers after the 2021 amendment to the Government of National Capital Territory of Delhi (GNCTD) Act, which placed curbs on the powers of Assembly committees, and demanded that an opinion on the power of the committee be sought from the Law Department. The PAC examines the expenditure of government departments and the CAG reports. Responding to a letter from PAC chairman and BJP MLA Ajay Mahawar, which alleged that AAP MLAs on the committee – Atishi, Kuldeep Kumar and Virender Singh – had disrupted committee meetings, Gupta said they can be removed from meetings. Atishi first raised the issue with the Speaker on May 6. In response, Gupta said that while committees must function within the boundaries of law, they still retain sufficient authority under the Constitution and Rules, including the power to examine CAG reports. On Wednesday, Atishi demanded that the Speaker ask the Centre to withdraw the amendments made to the GNCTD Act in 2021. 'That's the first step if you're serious about empowering Delhi Assembly's committees. Why is the Speaker refusing to even raise that demand? If there are no curbs on Committees in this context, why are you afraid of sending it to the Law Department for an opinion? It's not the Speaker's job to interpret the law — it's the Law Department's,' she said. On Gupta's letter allowing Mahawar to remove members from Committee meetings, Atishi said, 'We are being told that if we raise these questions in a committee, we'll be thrown out of the meeting. This has never happened in the democratic history of our country.'
