CM holds meeting on agri sector: Farmers to get loans worth Rs100bn through Kissan Cards

LAHORE: While according in-principle approval for the Phase-II launching of the projects of the Agriculture department, Chief Minister Punjab Maryam Nawaz Sharif also sought a plan for providing agricultural inputs to the wheat farmers at subsidized rates.
The farmers will be given loans worth Rs 100 billion through 628,000 Kissan Cards in Phase-II.
The Chief Minister Maryam Nawaz Sharif presided over a special meeting regarding the Agriculture Department which approved CM Special Projects Phase-II. Under the Agriculture Transformation Programme, 500 mini dams and 250 water reservoir projects were reviewed in Pothohar. It was agreed to provide interest-free loans worth Rs 100 billion under Kissan Card Phase-II.
A detailed briefing was given on Green Tractor, Model Agriculture, Tube Well Solarization, Wheat Programme, Super Seeder, Citrus, Pothohar, Agri-Transformation and other issues. The chief minister underscored that wheat farmers will not be left alone, a new project will be launched before the crop is harvested. The meeting reviewed proposals for advance subsidy to reduce the input cost of wheat.
Farmers owning up to 25 acres of land will be able to get diesel, fertilizer, seeds and agricultural chemicals through Kissan Card. On the direction of Chief Minister Maryam Nawaz Sharif, the processing fee of Rs 1,000 has been abolished in Kissan Card Phase-II Project. The registration of 4,200 agricultural suppliers for Kissan Card Phase-II has been completed. The target of 99 percent loan recovery from farmers in Kissan Card Phase-I has been achieved.
Under the Green Tractor Programme Phase-II, 20,000 tractors will be available on subsidy. The government will pay a subsidy of Rs 500,000 for 50 to 65 horsepower and Rs 1 million for 75 to 125 horsepower. The collection of applications for the Green Tractor Scheme will start in August. The manufacturing and distribution of green tractors will be completed in September.
The chief minister directed continuous monitoring to ensure the presence of green tractors in the field. The CM Model Agriculture Mall Phase-II will be launched in 10 districts from July. Model Agriculture Malls will be built in Faisalabad, Jhang, Okara, Khanewal, Rajanpur, Vehari, Rahim Yar Khan, Sheikhupura, Attock and Mianwali.
The CM directed to make Model Agriculture Malls functional in Multan, Sargodha, Bahawalpur and Sahiwal in July. It was informed in the meeting that under the Agri Internship Programme in Punjab, 1000 agricultural graduates have assisted two million farmers. Under the Agri Internship Programme Phase-II, training of 2000 agri interns will start in September and field service in October. CM Solarization of Agriculture Tube Wells received 7988 applications and 500 applications were rejected after physical verification was found to be fraudulent. Solarization of 7670 agri tube wells has been started and solarization of 652 tube wells has been completed.

He also told that the rate of new cotton in Sindh is in between Rs 16,200 to Rs 16,300 per maund and the rate of cotton in Punjab is in between Rs 16,200 to Rs 16,300 per maund. The rate of Phutti in Punjab is in between Rs 6,300 to Rs 7,400 per 40 kg and the rate of Phutti in Sindh is in between Rs 6,400 to Rs 7,400 per 40 kg. The rate of cotton in Balochistan is in between Rs 16,000 to Rs 16,200 per maund. The rate of Phutti in Balochistan is in between Rs 6,700 to Rs 7,600 per maund. Approximately, 1000 bales of Tando Adam, 800 bales of Sanghar were sold in between Rs 16,200 to Rs 16,400 per maund, 200 bales of Layyah, 200 bales of Khanewal, 200 bales of Kassowal were sold at Rs 16,200 per maund, 200 bales of Vehari were sold at Rs 16,250 per maund and 200 bales of Winder were sold at Rs 16,250 per maund. The Spot Rate Committee of the Karachi Cotton Association decreased the spot rate by Rs 100 per maund and closed it at Rs 16,200 per maund. Polyester Fiber was available at Rs 330 per kg. Sindh objects to Centre's wheeling capacity decision

ISLAMABAD: The Sindh government has raised objections over the federal government's decision to allocate 800 MW capacity for wheeling purposes, arguing that such determinations should rest with the regulator — National Electric Power Regulatory Authority (Nepra), well-informed sources told Business Recorder. In a letter to the Power Division, Sindh's Energy Secretary Mushtaq Ahmed Soomro, conveyed the province's position on the proposed amendments to the Eligibility Criteria (Electric Power Supplier Licences) Rules, 2023. He stated that the province accepts most of the amendments, except for Rule 5(2)(b), where additional provisions should be incorporated. According to Sindh's proposal, open access charges should be recovered under the following framework: (i) Grid charges —including transmission and distribution system use charges, market and system operator fees, cross-subsidy charges, metering service charges, etc — shall be borne by consumers opting for open access until the currency of the NE-Plan or as later amended by the federal government ; and (ii) the federal government, in meaningful consultation with provincial governments, shall issue frameworks or policy guidelines for recovering stranded costs arising from market liberalization and open access. These frameworks should reflect market realities, provide incentives to facilitate wheeling, ensure transparency and competition, protect consumer interests, and advance broader economic and social policy objectives. QTA & MTA: Nepra cuts tariffs for Discos and KE Sindh further argued that in cases where bilateral trading occurs entirely within the province, the provincial government should be responsible for providing the relevant framework or policy guidelines for open access charges. The province also emphasized that determining the quantum of capacity allocation is a regulatory function and should therefore be left solely to Nepra. Additionally, Sindh proposed that where no policy framework exists, stranded costs should be paid by all bulk power consumers of a competitive supplier. These costs would mirror the total generation capacity charges recovered from comparable bulk consumers of suppliers of last resort—whether on a volumetric (kWh) basis or through fixed charges — until revised by the federal government under applicable policy and regulatory procedures. The Sindh Government requested that its recommendations be incorporated into the proposed amendments to Rule 5 before consideration by the Cabinet Committee on Legislative Cases (CCLC). Separately, the Power Division has already informed the Prime Minister that stranded cost options and proposals for socializing costs, including possible wheeling charges, have been finalized. The Cabinet Committee on Energy (CCoE) approved wheeling charges of Rs 12.55/kWh, which were later endorsed by the federal cabinet. The framework for wheeling charges on an 800 MW capacity was included in the Indicative Generation Capacity Expansion Plan (IGCEP), approved by the ISMO Board after public consultation. The competitive electricity market is scheduled to be operationalised on September 30, 2025, with Nepra to declare the Commercial Operation Date (CMoD) after issuance of guidelines on optimal wheeling charges. LAHORE: In another initiative aimed at promotion of livestock sector, Punjab Chief Minister Maryam Nawaz Sharif is going to launch 1st comprehensive Internship Programme for 1,000 veterinary graduates & Para Vets in Punjab. Chief Minister Punjab Maryam Nawaz Sharif highlighted, 'A substantial amount of Rs600 million has been allocated for the veterinary internship program. Under Chief Minister Maryam Nawaz Sharif's internship programme, veterinary graduates will get a monthly stipend of Rs60,000, while Para vets/livestock assistants will get Rs40,000 per month during internship.' She added, 'Veterinary graduates with a DVM degree recognised by Higher Education Commission can apply for the programme in their respective districts. Young people who have completed a 2-year LAD course can also apply for the internship programme in their respective districts.' The CM added, 'Veterinary graduates and para vets can apply from home via link: Quota for Veterinary Assistants, AI-Technicians and Lab Assistants in 36 districts of Punjab has been fixed.' The Chief Minister said, 'Livestock farmers will get animal treatment and consultation facility at their doorsteps through Veterinary Internship Programme. The aim of this Program is to promote and develop livestock in Punjab.' She underscored, 'Veterinary Internship Program will not only provide practical experience to youth in the field but will also provide them with a monthly stipend.' The Chief Minister said, 'We want to take full advantage of true potential of livestock in Punjab. Increased milk and meat production will also increase foreign exchange reserves.'
