Senate Dems plan another big bump in financial aid

Yahoo05-05-2025

BOSTON (SHNS) – The Senate Ways and Means Committee wants to keep its foot on the gas of ballooning financial aid with a 25% increase to the MASSGrant Plus program, according to someone with knowledge of the committee's plans for next year's state budget.
The MASSGrant Plus program, which is meant to cover unmet costs of tuition and mandatory fees for low-income community college students attending public higher education institutions, was expanded to an $80 million investment last year. The committee's fiscal year 2026 budget, set to be unveiled Tuesday, will recommend increasing that investment to $100 million.
The goal is to make public higher education close to completely free for more lower income students, including those who also qualify for federal Pell grants.
The financial aid investment has grown rapidly in recent years. When it was launched under former Gov. Charlie Baker in 2018, the program had just $7.5 million to distribute to students in need.
Under the $80 million invested in fiscal 2025, MASSGrant Plus covers the full cost of tuition and fees and an allowance of up to $1,200 for books and supplies for full- or part-time students at public four-year colleges and universities from families earning up to about $85,000 per year.
For families earning up to $100,000, the program covers about half of the out-of-pocket costs for tuition and fees for full-time students at the state's community colleges and 15 state universities.
Additionally, the University of Massachusetts announced last fall that through the expansion of MASSGrant Plus, any in-state student coming from a family who earns under $75,000 will be able to attend a UMass school for free by next school year.
The current state budget included a number of other higher education financial aid investments as well, including making community college free for every Massachusetts resident and an additional $175.2 million for other scholarships awarded through the General Fund.
The Board of Higher Education approved budget recommendations in December for fiscal 2026 which included, 'expanding the Massachusetts financial aid programs to make all public colleges and universities debt-free or nearly debt-free for almost all without an existing college degree.'
Gov. Maura Healey and the House proposed level-funding the program after years of rapid growth, keeping it steady at $80 million.
The most recent big increases in financial aid have been mostly funded through a pot of revenues collected from a 4% income surtax on the state's highest earners. That surtax was approved by voters in 2022, and may only be spent on education or transportation initiatives.
The committee plans to release its full annual budget bill Tuesday in advance of floor debate on it during the week before Memorial Day.

Man accused of hurling rocks, racial slurs at father and daughter fishing on Massachusetts lake

A father-daughter day on a lake in Lunenburg, Massachusetts ended with a 911 call they say because of a stranger who hurled rocks and racial slurs at them. Police said that stranger, David McPartlan, is now facing charges of assault with a dangerous weapon and assault to intimidate. With the catch of the day in hand, it should have been the perfect daddy-daughter day for Sheron Brown and his 10-year-old girl on Lake Shirley. Incident captured on video But their Memorial Day was marred by a man seen on video admitting he called them racial slurs and hurled rocks at them. "I was really angry," said Brown. "I'm sad that I had to deal with this with my daughter. I'm sad that I have to explain these things to her." "I didn't expect in our Zen, in our passion, in our field of play, in our home from home, that she would be confronted with a racist situation," added Brown. Sheron Brown said a man hurled rocks and racial slurs at him and his daughter while they were fishing in Lunenburg, Mass. CBS Boston Lunenburg police say McPartlan said the father and daughter were fishing too close to his dock and asked them to leave. However, Brown, a competitive fisherman since 1998 who's fished on the lake for years, wanted to be in the no wake zone because it was the safest place for his daughter to fish on a busy holiday weekend. "He just starts telling me, I can't fish here I shouldn't be here and I should go somewhere else and I'm like, but you didn't say anything to anybody else, I said there were three boats that were actually fishing close to your dock," said Brown. Words escalated to the frightening confrontation. "His mannerism was more aggressive, I don't know what he's going to do, he already threw the rock, so I'm recording him, and I said I'm going to call the police," said Brown. Investigators said, "Because of David's racial remarks combined with the assault on Sheron, and his minor child, his intent was to intimidate them due to their race." "Stand up to bullies" As painful as that experience was, Brown knows there's a lesson in there for all of us. "If anything, I'm showing my daughter you stand up to bullies, if someone harasses you and racism has no place in the world," said Brown. McPartlan has been summoned to Fitchburg District Court. He's expected to be arraigned June 16.

Patriots' Stefon Diggs Sends Five-Word Message Upon Arrival to OTAs Amid Latest Drama

Patriots' Stefon Diggs Sends Five-Word Message Upon Arrival to OTAs Amid Latest Drama originally appeared on Athlon Sports. By now, everyone has seen the viral video of Patriots' receiver Stefon Diggs with a 'pink substance' on a boat over Memorial Day weekend. The drama from the footage only intensified when Diggs failed to appear at OTAs on May 28. However, the four-time Pro Bowl receiver arrived at Monday's OTA with a five-word message as he jogged onto the field. Advertisement "Nice to see you all," Diggs said. There are many feelings fans could have about this return, as Diggs seems rather jolly arriving to the field following the drama of the past week. But, for Patriots fans wanting Diggs to be the No. 1 option for Drake Maye in 2025, like the plan was when he signed, this is the best news possible. Offensive coordinator Josh McDaniels spoke with the media this morning, expressing his excitement about working with the players at OTAs, which includes Diggs today. Stefon Diggs got in off-field trouble recently, less than three months after joining the Taormina-Imagn Images "It's a voluntary part of the year; we know that. As a coach, selfishly you love it when they're all here ... (Diggs is) here today, and we're excited to have an opportunity to work with the guys that are out here and available to us," McDaniels said. "I know he's staying up on the information and the material, and there's so many things and opportunities for us to teach all of our guys going forward ... so, I'm not concerned about Steph." Advertisement The Patriots' leading pass catcher in 2024 was tight end Hunter Henry. Tight end Austin Hooper was fourth on the team in receiving yards. Only three of the Patriots' top seven pass catchers were receivers last season. DeMario Douglas and Kayshon Boutte led the receivers with 621 and 589 receiving yards, respectively. The Patriots had an obvious need at the position this offseason if they want to see growth from Maye in his sophomore campaign. New England's answer was to sign Diggs to be Maye's No. 1 option. Despite Diggs' history of drama, with Vrable as the new head coach and a shift in culture underway in New England, the Patriots decided to take a chance on the All-Pro receiver. Now, after a week full of drama, Diggs' five-word message as he arrived at OTAs this morning is a welcoming sign for fans. Only time will tell if Diggs will work out with the Patriots. Bay Meadow Apartments in Springfield get high-speed internet boost

SPRINGFIELD, Mass. (WWLP) – State officials and agencies are celebrating the delivery of high-speed internet to the preservation of the affordable housing's Bay Meadow apartments in Springfield. This is the first housing development to get connected through the residential retrofit program, a statewide initiative to upgrade broadband infrastructure in public and affordable housing properties. The funds will allow a telecommunications company to deliver high-speed, affordable internet to 148 households in Bay Meadow, which Congressman Richard Neal says is a civil right, given the current digital economy. 'It remains a challenge in rural America,' Neal said. 'The last mile has been a challenge across the country, largely because of the payment system. But we keep expanding it and expanding it, and as you heard MBI say today, there's going to be more grid announcements coming.' Both the president and CEO add that internet access is pivotal to our economy, providing a means for increased mobility in our society.
