GSIS chief Veloso placed under preventive suspension by Ombudsman
In an Order dated July 11, the Ombudsman said it 'found sufficient grounds' to place Veloso and six other GSIS officials under a six-month preventive suspension 'considering that there is strong evidence showing their guilt' of possible grave misconduct, gross neglect of duty, and violation of reasonable office rules and regulations over the P1.4 billion stock purchase from AlterEnergy Holdings Corporation.
'The [Ombudsman's Results of Investigation] expounded that the provisions [of the GSIS Investment Policy Guidelines] were contravened by the respondents because: the Perpetual Preferred Shares were not listed with the PSE (Philippine Stock Exchange) on the dates of the execution of the agreement and the payment of the subscription, the investment was non-compliant with the Minimum Market Capitalization and exceeded the Free Float Market Capitalization Cap,' the Ombudsman said.
Likewise, the Ombudsman said that the P1.4 billion worth of preferred shares were purchased by GSIS without the necessary endorsement from the Assets and Liabilities Committee (ALCO) and the Risk Oversight Committee (ROC) for the approval of the Board of Trustees (BOT).
'Their continued stay in office may prejudice the investigation of the case filed against them. [The suspension order is being issued] in order to preserve documents and evidence pertaining to this case which they have control and custody; and in order to avoid respondents' commission of further malfeasance and/or misfeasance in office,' the Ombudsman said.
GMA News Online has reached out to Veloso for comment but he has yet to reply as of posting time.
Meanwhile, the Ombudsman said the GSIS officials can appeal the suspension, although its immediate implementation cannot be interrupted. —VAL, GMA Integrated News

GSIS: Over P1.5B in emergency loans released to calamity-hit members, pensioners
The Government Service Insurance System (GSIS) said Thursday it has released over P1.5 billion in emergency loans, extended to members and pensioners affected by Tropical Storms Crising, Dante, Emong and other calamities in the country. In a statement, GSIS said the emergency loan was provided as an immediate financial relief to states workers and pensioners hit by the calamities. The over P1.5-billion in funds released have benefited more than 44,000 emergency loan applications from active members and pensioners, according to the pension fund. 'As soon as the loan window opened, thousands of our members and pensioners turned to GSIS for help. This reflects how deeply the recent calamities have affected their lives and how urgently they need support.' said GSIS officer-in-charge Juliet Bautista. GSIS' emergency loan program offers a one-time loan of up to P40,000 for active members and P20,000 for pensioners. It carries a 6% interest rate per annum, computed in advance, and is payable in 36 equal monthly installments. The loan is also covered by Loan Redemption Insurance, meaning that in the event of the borrower's untimely death, the loan will be considered fully paid provided repayments are up to date. "We want our members to know they are not alone in recovering from the impact of recent storms. GSIS is here to extend support where it matters most,' said Bautista. The emergency loan can tapped by GSIS members whose residence or place of work is in a declared calamity area. Pensioners who live in the said areas may also avail of the loan. Loan availment periods vary depending on the date of the declaration and the submission of documentary requirements by the concerned local government units, according to GSIS. The pension fund said the emergency loan is open until August 15 in the province of Siquijor; until August 23 in Calumpit, Bulacan and Umingan, Pangasinan; from July 24 to October 23 in Cavite, Manila, and Quezon City; from July 25 to October 24 in Malabon, Marikina, Las Piñas, Navotas, Valenzuela, Roxas in Palawan, Agoncillo in Batangas, Balagtas in Bulacan, Malasiqui in Pangasinan, Bataan, Pampanga, and Dagupan City; from July 26 to August 25 in Mangaldan and Mangatarem in Pangasinan; from July 26 to October 24 in the province of Rizal; from July 26 to October 25 in Caloocan; from July 27 to October 26 in Muntinlupa; from July 29 to August 28 in the municipalities of Moncada and Paniqui in Tarlac, Anda and Lingayen in Pangasinan, Provinces of La Union and Laguna, and City of San Carlos, Pangasinan. DMW files plunder raps vs ex-OWWA chief Arnell Ignacio, 8 others over land deal
The Department of Migrant Workers (DMW) on Tuesday filed plunder and graft charges against former Overseas Workers Welfare Administration (OWWA) administrator Arnell Ignacio and eight others over the controversial P1.4-billion land acquisition deal. Filed before the Office of the Ombudsman, the complaint also accused Ignacio, his two former deputies at OWWA, and six individuals who belong to the seller group of malversation of public funds. The DMW said the complaint stemmed from the purchase of a 1.5-hectare property near Ninoy Aquino International Airport Terminal 1 in September 2024, on which a halfway house for returning overseas Filipino workers (OFWs) would be constructed. However, the DMW said that the property's close proximity to the airport runway made it unsuitable for development. The DMW added that OWWA's board of directors was not consulted and did not authorize the contract to sell, the deed of sale, and the supplemental agreement in connection with the purchase of the property. Vouchers and checks were also signed prior to the deed of sale, DMW Secretary Hans Leo Cacdac said. Diokno, De Lima point out SONA hits and misses
Akbayan Representative Chel Diokno and ML party-list Rep. Leila de Lima on Monday said President Ferdinand Marcos Jr.'s fourth State of the Nation Address (SONA) should have included issues that tackle accountability among public officials. 'Unang-una, sa issue ng accountability, nandyan 'yung pagbabalik natin sa ICC (International Criminal Court). Nandyan 'yung pagpapanagot sa likod ng mga EJK (extrajudicial killings) nung nakaraan,' Diokno said in an ambush interview following Marcos' speech. (First of all, on the issue of accountability, there is our return to the ICC. There is the holding accountable of those behind the EJKs in the past.) 'Nandyan 'yung issue sa corruption na hanggang ngayon ay wala pa rin tayong nakikitang konkretong mga hakbang na parusahan ang mga nasa likod ng iba't ibang sindikato at iba't ibang malalaking kompanya,' he added. (There is the issue of corruption, which until now we still haven't seen concrete steps to punish those behind the various syndicates and major companies.) Diokno was referring to the ICC case of former President Rodrigo Duterte, who was arrested last March, for crimes against humanity over his administration's war on drugs. Asked how he will rate this year's SONA, Diokno said they will give an 'incomplete' grade. ML party-list Rep. De Lima opined that President Marcos should have addressed the Supreme Court decision junking the impeachment case against Vice President Sara Duterte. 'I just wished he could have spoken about accountability because of the decision of the Supreme Court. He could have said something about how significant is accountability in our Constitution,' de Lima said after the SONA. 'Maybe the President is just being careful about it. [But] without necessarily taking issue with the SC decision, he could have stressed the importance of accountability,' de Lima added. In a separate interview, De Lima's fellow former impeachment prosecutor and Oriental Mindoro Rep. Arnan Panaligan said there are other ways to exact accountability outside of the Supreme Court decision and the SONA. 'Maybe the President is just allowing other independent government agencies, like the one will stop the Ombudsman if it wants to conduct an investigation [on a public official],' Panaligan said. 'The Ombudsman is an independent body and are free to investigate government officials. So there is no inconsistency concerning the President not mentioning the impeachment while he calls for accountability,' Panaligan added. In his speech, Marcos tackled issues related to the sports, economy, education, the missing sabungeros, water service interruptions, and flood control projects.
