IAS officer who pulled off ‘green elections' as observer urges EC to replicate model across India

Lal, currently secretary of Uttar Pradesh's National Integration Department mandated with promoting unity and social harmony, had implemented the green election concept in Punjab's Anandpur Sahib parliamentary constituency during the 2024 general election, when he was sent there as a general observer. He later experimented with the concept in Anushakti Nagar and Chembur seats during the Maharashtra Assembly elections last year, and the Visavadar assembly bypoll in Gujarat in June, in his capacity as general observer.
New Delhi: If the government is promoting environment-friendly practices across various sectors, shouldn't green elections also be the norm in India? That's the recommendation a senior IAS officer, Heera Lal, has shared with the Election Commission of India (ECI).
Lal wrote to Chief Election Commissioner Gyanesh Kumar on 22 July, requesting him to look at his green election framework, which involves use of biodegradable material, waste segregation, tree plantation and other practices to curb greenhouse gas emissions.
In his letter, seen by ThePrint, Lal also urged the ECI to issue guidelines directing political parties to establish a climate wing, ensure they comply with environmental norms during campaigns, and nominate eco-coordinators or ambassadors at the state/district levels.
'This model has been documented in over 90 pages (Green Election Booklet), with real-world data, visual proof, and testimonials from voters, officials and stakeholders. I am confident that with ECI's leadership, this can become a national movement for Green Democracy,' said Lal's letter to the polling body.
ThePrint reached the ECI spokesperson for its view on green elections via text message but had not received any response by the time of publication. This report will be updated if and when a response is received.
It's not that ECI is impervious to the issue. The commission has been promoting the idea of eco-friendly elections since 1999.
'The Commission has been urging all political parties and candidates to avoid the use of plastic/polythene for preparation of posters, banners etc. during election campaign, since 1999,' ECI said in a letter to general secretaries of political parties in August 2023.
Lal, a 2009-batch IAS from Uttar Pradesh, told ThePrint that when he was an election observer at Anandpur Sahib, Punjab, he formulated 'green booths' designed to minimise the use of single-use plastics while incorporating sustainable material. Another important initiative under the green election model was effective waste management.
To ensure proper disposal of waste material, separate collection bins were installed at polling stations and campaign events for recyclable and non-recyclable waste as well as organic waste. Other best practices included the use of digital platforms for campaigning instead of plastic banners and paper pamphlets as well as opting for car-pooling and public transportation during election campaigns and voting day.
'On election day, voters were given free saplings as a token of appreciation that were procured from nurseries of the forest department,' he said. According to Lal, no additional cost was incurred in sourcing these saplings as the forest department gave it free of cost.

Global potential
To push the concept of green elections nationally, Lal has released a comprehensive Green Election Booklet detailing his experiences, standard operating procedures, challenges and achievements. According to Lal, this concept has the potential to go global.
'The success of this initiative serves as a robust local model with a potential for global (Glocal) implementation,' he wrote in the booklet.
Around the world, nearly 90 countries have green parties who identify the ideals of social and environmental justice as their main ideological plank. While their popularity is more prominent in Europe, they also have a presence in the US, New Zealand and Australia.
In the 2024 UK elections, the Green Party managed to win four seats.
Lal said that to formulate a plan and implement a green election, collaboration is needed with multiple stakeholders, including district election officers, police representatives, returning officers and other key officials. Also, engaging community members like bankers, lawyers, schools, colleges, and traders helps drive awareness about green elections and eco-friendly practices.
'It is essential to instill the idea of green election in the minds of the people, making them aware that eco-friendly practices would help in reducing greenhouse gases,' he told ThePrint.
In 2019, the Ministry of Environment, Forest and Climate Change also approached the ECI to ask political parties to follow sustainable practices during campaigns and political advertisements.
The letter by the ministry urged the use of alternative options like compostable plastics, natural fibres and recycled paper materials during campaigns instead of plastic.
In 2019, Kerala conducted its first green election when the high court banned the use of PVC Flex boards and other non-biodegradable materials as campaign materials. Candidates were asked to use paper materials and cotton cloth for banners and hoardings.

On the third day of 'Voter Adhikar Yatra' Leader of Opposition in Lok Sabha Rahul Gandhi continued his attack on the Election Commission of India (ECI) accusing the poll body of having a partnership with the Bharatiya Janata Party (BJP). Mr. Gandhi, while addressing a public meeting at Bhagat Singh Chowk in Nawada, said, 'A partnership is ongoing between BJP and the Election Commission. They are stealing votes together. The Constitution has given the right to vote, which is being snatched by Narendra Modi, Amit Shah and the Election Commissioner.' He further said that the BJP, along with the Election Commission, has stolen votes in Maharashtra, Haryana, and Madhya Pradesh. He alleged that in Maharashtra, between the Lok Sabha and Assembly elections, the ECI created about 1 crore new voters. 'When we asked who these 1 crore new voters were, the ECI didn't have any answers. When we demanded videography, they changed the law. Now in Bihar, under the guise of SIR (Special Intensive Revision), the BJP and the Election Commission are stealing votes. We will not let them get away with vote theft, 'Mr. Gandhi said while accompanied by other leaders of the INDIA bloc. Explaining the impact of alleged vote-theft, Mr. Gandhi pointed out that first, voter cards will be taken away, then ration cards and lands will be given to Adani and Ambani. They shouted slogans of 'Vote Chor Gaddi Chhodd' (Vote thief, leave the throne).

This time, former Chief Justice of India Sanjiv Khanna appeared before the panel to share his views on the constitutional aspects of the proposal. Justice Khanna stated that the bill does not directly undermine or alter the basic structure of the Constitution. On the contentious clause 82A(5), which empowers the Election Commission of India (ECI) to defer assembly elections, he argued that since the ECI is already mandated to conduct free and fair polls and has the most accurate understanding of ground realities, it is appropriate to vest such authority with the commission. At the same time, he stressed the need for strong safeguards to prevent potential misuse of these powers. He also pointed out that while the bill seeks to reduce the frequency of elections, its objective may not always be achieved—particularly in cases of premature dissolution of legislatures. Still, he expressed confidence in India's democratic maturity, noting that the country has not seen midterm polls in decades, a sign of growing political stability and institutional resilience. On the issue of notifying election dates, Justice Khanna suggested replacing the current system of presidential notifications proposed in the bill with a fixed date mechanism written into the legislation itself. Justice DY Chandrachud, in an earlier deposition, had raised the same concern. In his written submission, Chandrachud also warned against vesting excessive powers in the ECI—a view echoed by Justice JS Khehar. Both stressed that unchecked powers could upset the institutional balance unless backed by stronger safeguards. Similar cautionary notes had been sounded earlier by other former CJIs, including Justice UU Lalit and Justice Ranjan Gogoi. The panel includes MPs from across parties: Supriya Sule (NCP), Mukul Wasnik, Randeep Surjewala, and Priyanka Gandhi Vadra (Congress), Anil Desai (Shiv Sena-UBT), and Kalyan Banerjee (TMC). On the NDA's side are Anurag Thakur, Sambit Patra, Bhartruhari Mahtab, Baijayant Panda, Anil Baluni (BJP), Shrikant Shinde (Shiv Sena), and Ganti Harish Madhur Balayogi (TDP), among others. Constituted in the last winter session after the Centre agreed to subject the ONOE Bill to greater scrutiny, the JPC has 39 members following its expansion. The Biju Janata Dal announced on Tuesday (August 19, 2025) it will oppose the Special Intensive Revision (SIR) scheduled in Odisha next month if the Election Commission of India (ECI) adopts the same approach as Bihar, where genuine voters were allegedly disenfranchised due to hasty processes and inadequate time The BJD was responding to Election Commission of India, which invited the regional party for its suggestion to improve election process. Amar Patnaik, former Rajya Sabha member, raised the issue of SIR with the Election Commission and said that the BJD will vehemently oppose its implementation if it follows the same approach as adopted in Bihar. 'The SIR should be conducted with the right objective of improving transparency in the electoral process, with active involvement of all stakeholders. No eligible voter should be disenfranchised under the pretext of removing ineligible voters from the electoral roll,' the party delegation told ECI. The BJD said it will chalk out its plan over the issues depending upon the response of the ECI and may take the agitational programme if the genuine issues are not addressed, the party said. The delegation led by Debi Prasad Mishra, senior party vice president, reiterated its objection to the unexplained and unusual variances in the number of votes polled and counted, the discrepancies between MP and MLA segment votes counted, and the sudden increase in polling percentage after 5 p.m. during the last simultaneous general and assembly elections in 2024. The party had earlier formally given memorandum to ECI on this issue in December 2024. The party also raised the issue of non-receipt of Form 17C, despite repeated efforts from local election officers to the apex level. According a statement issued by BJD, the Election Commission expressed surprise and acknowledged that Form 17C should have been provided. The BJD presented its findings to ECI, highlighting how the available data indicates voting irregularities and raised concerns regarding the integrity, legitimacy, and impartiality of the electoral process. 'Regarding the preparation of electoral rolls, the delegation suggested improvements with a focus on ensuring that no legal voter is disenfranchised, especially migrants and temporary workers,' the party said. 'Since NRIs are entitled to register their names in the electoral roll in their native constituencies in India as per the provisions of Section 20A(1-C) a harsh view should not be taken against migrant and temporary workers working outside Odisha,' Mr. Mishra pointed out. 'Doing so may lead to socio-cultural disharmony in their native villages if they are deprived of voting rights,' he said. According to BJD, the ECI assured that it would provide a longer period and more opportunities for enrolment.
