World Bank team holds discussion on dam safety with Odisha government
The team comprising task team leader of Dam Rehabilitation and Improvement Project (DRIP-II) C Rajagopal Singh, institutional expert Ajit Pattnaik and water resources expert Vishakha Jha reviewed the progress made under the World Bank-assisted DRIP. Under DRIP-I, 26 dams were successfully rehabilitated, while rehabilitation work is currently underway for 13 dams under DRIP-II.
The World Bank officials lauded the performance of the state in implementing both DRIP-I and DRIP-II and expressed optimism regarding the effective implementation of DRIP-III. The upcoming DRIP-III phase includes construction of an additional spillway at Hirakud dam and automation of its gates.
The team also appreciated the state's initiative in preparing emergency action plans (EAPs) for 25 dams.
They emphasised the importance of integrating the EAPs into the state disaster management plan.
Initially, the EAP will be implemented on a pilot basis in one or two districts, followed by expansion to all districts across the state. 'Odisha's initiative is expected to serve as a model for other states in the country,' said Singh.
A budgetary provision of Rs 200 crore has been made for the scheme, which aims at rehabilitating other distressed dams within the state, further strengthening dam safety and resilience.

HC relief for CHRI, sets aside I-T dept notice to cancel NGO designation
In a relief to the Commonwealth Human Rights Initiative (CHRI), the Delhi High Court on Tuesday set aside a notice issued under the Income Tax Act that sought to cancel the NGO's registration as a charitable institution. The bench of Justices V Kameswar Rao and Vinod Kumar set aside the notice and allowed CHRI's petition. The I-T Department had cited the NGO's earlier FCRA cancellation by the Centre while issuing the notice. FCRA cancellation implies the organisation can't accept foreign contributions. Notably, the NGO's Foreign Contribution Regulation Act (FCRA) registration was cancelled twice by the Centre through the MHA. It was first cancelled in April 2022, which was challenged by the NGO before the HC. The court had quashed the Centre's order on the ground it was not reasoned, directing it to reconsider the case. Following reconsideration, the Centre cancelled the FCRA registration a second time through an order in September 2024. This is now under challenge before the HC, and is due to be heard next on September 14. Pending the challenge, the I-T Department on July 29 issued notice to CHRI under Section 12AB(4)(a), which deals with revocation of IT Act registration certificate granted in case of specified violations — that is, if the institution violates any other law. The Commissioner of I-T (Exemption), Delhi, issued a hearing notice to CHRI under Section 12AB(4)(a) proposing cancellation of registration under Section 12A of the IT Act — its designation as a charitable organisation — on the ground that FCRA registration cancellation is a 'specified violation' under Section 12AB(4)(f). Senior advocate Arvind Datar, appearing with advocate Kabir Dixit, in their challenge to the I-T department's notice, highlighted that such a notice proposing cancellation of their IT Act registration at this stage is premature and legally untenable.

Nagpur: A lot of behind-the-scenes deliberations took place as the Maharashtra govt brought back the historic sword of Maratha general Raje Raghuji Bhonsle-I of the Nagpur royal lineage to India, CM Devendra Fadnavis told exclusively to TOI. The sword was brought back to Mumbai on Monday after winning it at an auction in London in April for Rs47.15 lakh. Fadnavis said that the govt was aware of opposition criticism if the deal exceeded the expected or failed altogether. "We knew that if the cost exceeded the budget or if we failed to secure the sword, the opposition would raise questions," he said and added that the sword will be brought to Nagpur after discussions with local MLAs. Earlier, speaking at the sword unveiling ceremony in Mumbai, Maharashtra cultural affairs minister Ashish Shelar said they first learned about the auction late Friday night. "With Saturday and Sunday in between and the bidding scheduled for Monday morning, there was concern, but CM Fadnavis managed to pull it off successfully," he said. The govt sanctioned funds for its acquisition, but Fadnavis said his team had contingency measures in place. The sword has been kept at PL Deshpande Kala Academy at Prabhadevi in Mumbai for public viewing. Fadnavis emphasised that the intention was always to bring the artefact home. "It was for the entire Maharashtra, our culture and heritage. We were determined that this sword should not slip away. If needed, citizens' contributions would have made it possible," he said. Speaking at the same event, Fadnavis said when Shelar asked him about the bidding price and process, "I told him that whatever the cost, we will ensure the sword comes to us. " As Nagpur eagerly awaits the sword's arrival, Mantralaya sources have clarified that the relic may not be permanently housed in the city, despite a request from Mudhoji Raje Bhonsle, a descendant of Raghuji Bhonsle and head of the Bhonsle family in Nagpur. "The sword will certainly come to Nagpur and remain here for a few days for public viewing. However, its permanent location may not be Nagpur," top sources confirmed.
