Compelling need for tax reforms in GST, says Congress' Jairam Ramesh

NEW DELHI: Congress on Sunday attacked government, alleging that "sharpening inequality" is now firmly embedded in the nature of the country's economic growth. It also said there is a "compelling need for tax reforms in GST, ending brazen corporate favouritism and providing
income support for families
and incentives for household savings".

said. World Bank has said, "Over the past decade, India has significantly reduced poverty. Extreme poverty defined as living on less than $2.15 per day fell from 16.2% in 2011-12 to 2.3% in 2022-23, lifting 171 million people above this line."
Ramesh said as per calculations , poverty has continued its downward trend in recent years to reach extremely low levels. "This reflects the success of India's growth story - which began with liberalisation in June 1991 and which has since taken a momentum of its own - and that of several social welfare interventions developed by Dr Manmohan Singh's govt during 2004-14," he said.
The most important intervention was
MGNREGA
, which effectively set a floor on the annual income for crores of families, acting as a safety net to keep them out of poverty, and National Food Security Act that provides the foundation for Pradhan Mantri Garib Kalyan Anna Yojana, he said.
He said, "Lack of clarity and transparency over prevalence of poverty in India is a result of this govt's confused and opaque policymaking". "Since the Rangarajan Committee Report submitted in 2014, govt has not set any updated poverty line," Ramesh said.

World Bank Ends Ban On Funding Nuclear Energy Projects To Meet Power Demands

The World Bank is re-entering the nuclear energy space "for the first time in decades," its President Ajay Banga said Wednesday, as it works towards meeting growing electricity demand in developing countries. Mr Banga said in an email to staff that the bank will work closely with United Nations nuclear watchdog the International Atomic Energy Agency (IAEA), "strengthening our ability to advise on non-proliferation safeguards" and regulatory frameworks. The decision comes as electricity demand in developing countries is set to more than double by 2035, Mr Banga noted in the memo seen by AFP. To meet this need, annual investment in energy generation, grids and storage will have to increase from $280 billion today to about $630 billion. "We will support efforts to extend the life of existing reactors in countries that already have them, and help support grid upgrades and related infrastructure," Mr Banga said. The Washington-based lender will also work to speed up the "potential of Small Modular Reactors" so these can become a viable choice for more countries eventually. Mr Banga, who took the helm of the development lender in 2023, has pushed for a change in the bank's energy policy -- and his letter comes a day after a board meeting. "The goal is to help countries deliver the energy their people need, while giving them the flexibility to choose the path that best fits their development ambitions," Mr Banga said. Besides focusing on improving grid performance, he added that the institution will continue financing the retirement or repurposing of coal plants, supporting carbon capture for industry and power generation. In April, on the sidelines of the International Monetary Fund and World Bank's spring meetings, US Treasury Secretary Scott Bessent said the bank could use resources more efficiently by helping emerging countries boost energy access. He said that it should focus on "dependable technologies" rather than seek out "distortionary climate finance targets." This could mean investing in gas and other fossil fuel-based energy production. Bessent at the time also lauded the bank's efforts toward removing restrictions on support for nuclear energy. Beyond the shift in nuclear energy financing, Mr Banga said Wednesday that the bank has yet to reach agreement within its board on whether it should "engage in upstream gas," and under what circumstances it should do so. The United States, which is the World Bank's biggest shareholder, is among countries to have campaigned for the group to rethink its ban on supporting nuclear projects.

The Congress has asked the government to share with it the report of a Supreme Court-appointed committee that probed graft allegations against Justice Yashwant Varma so that it can firm up its stand on the issue of his impeachment before the Monsoon session of Parliament, party sources said on Thursday. The government, however, is yet to respond, the sources said. Several burnt sacks containing cash were allegedly discovered at Justice Varma's residence in Delhi after a fire broke out there in March, when he was a Delhi High Court judge. Though the judge, who was later transferred to the Allahabad High Court, has claimed ignorance about the cash, the Supreme Court-appointed committee indicted him after speaking to a number of witnesses and recording his statement. Union Parliamentary Affairs Minister Kiren Rijiju has initiated discussions with all political parties to bring an impeachment motion against Justice Varma in Parliament's Monsoon session, starting from July 21. The Congress sources said the party has asked Rijiju to share the report of the committee so that it can firm up its stand on the issue of impeachment. The minister is yet to get back to the Congress, they said. Last week, Rijiju underlined the government's resolve to take all political parties on board in moving the impeachment motion against Justice Varma, saying corruption in the judiciary cannot be approached through a "political prism". He said the government wants the exercise to be a "collaborative effort". According to the Judges (Inquiry) Act of 1968, once a motion to remove a judge is admitted in any of the Houses, the speaker or the chairman, as the case may be, will constitute a three-member committee to investigate the grounds on which the removal (or, in popular term, impeachment) has been sought. The committee consists of the chief justice of India (CJI) or a Supreme Court judge, the chief justice of one of the 25 high courts and a " distinguished jurist". Rijiju, however, has said the present case is "slightly different" as an in-house committee formed by former CJI Sanjiv Khanna has already submitted its report. "So what is to be done in this matter, we will take a call," he said earlier. The minister had said the process has to be followed, but how to "integrate the inquiry already conducted" needs to be decided. Following the Supreme Court's in-house inquiry, former CJI Sanjeev Khanna is believed to have prodded Varma to resign but he dug in his heels. The apex court has since transferred him to his parent cadre, the Allahabad High Court, where he has not been assigned any judicial work. Former CJI Khanna had written to the president and the prime minister, recommending Justice Varma's impeachment.

Congress high command asked Karnataka government to conduct a fresh caste census to make up for the damage to the image of the party in the Bengaluru stampede in which 11 persons died, Shobha Karandlaje, Union Minister of State for Labour and Employment and Micro, Small and Medium Enterprises, said in Mangaluru on June 12. Speaking to press persons in the BJP's district office, Ms. Karandlaje said that the stampede tarnished the image of the Congress-led State Government. 'The Congress high command's decision to opt for a re-enumeration of castes is to divert the attention from the stampede deaths,' the Union Minister said. Ms. Karandlaje said that the decision is also aimed at dividing the castes further by breaking them into pieces at the deeper level. The Union Minister alleged that the Congress, through caste census, wants to project that minorities are in large numbers in Karnataka. 'It is to help them get reservation benefits. Those who are in majority in Karnataka should understand this design (to help the minorities) of the Congress,' she said. The Union minister wondered how the fresh census can be conducted in just three months as being planned now. CM not attending Niti Aayog meetings To a question, Ms. Karandlaje said that Chief Minister Siddaramaiah has not attended any meeting of Niti Aayog. 'If he (Mr. Siddaramaiah) is not attending any meeting, how can he put forth the development proposals of Karnataka?' The Union Minister alleged that Mr. Siddaramaiah is only interested in 'playing drama with the guarantee schemes of the State Government'. Ms. Karandlaje alleged that Karnataka government is not handing over land for projects of railways, National Highways Authority of India (NHAI), and for Namma Metro projects in Bengaluru. 'In the federal structure, the State Government should hand over land for projects of the Union Government. The State should also send its development project proposals to the Union Government if Karnataka is to flourish. But the Congress government is not interested in both,' she alleged. The Union Minister inaugurated a workshop for BJP workers organised on the occasion of Narendra Modi-led Union Government completing 11 years in administration.
