Empowering Women through Clean Energy: African Development Bank Launches Country Diagnostics to Accelerate Inclusive Energy Transitions
Commissioned by the Bank under CIF's Scaling Up Renewable Energy Program, the diagnostics provide evidence-based, country-specific recommendations to enhance women's leadership, financial inclusion, and participation in Africa's clean energy economy. Focusing on localized, actionable solutions, the reports identify opportunities to embed gender considerations into national energy planning, investment strategies, and policy frameworks. They also propose inclusive financing models that de-risk women-led energy enterprises and highlight the need for capacity-building efforts to strengthen technical skills, entrepreneurial readiness, and leadership among women in the renewable energy sector.
The findings were officially unveiled at a virtual launch event on 30 June 2025, hosted by the Bank's Climate Change and Green Growth Department and Gender and Women Empowerment Division. The event brought together stakeholders from government, civil society, the private sector, and development institutions, underscoring a strong regional commitment to gender-equitable and resilient energy transitions.
Opening the event, Al Hamndou Dorsouma, Manager of the Climate Change and Green Growth, reaffirmed the Bank's commitment to a just and inclusive energy transition. 'Gender equality is a source of serious innovation and sustainable growth,' he stated, emphasizing the need to translate diagnostic findings into concrete reforms, strengthening institutional coordination, and gender-responsive business and financing mechanisms. He noted that the initiative directly responds to growing country-level demand for stronger gender integration in energy strategies, building on earlier successes in East Africa.
Nathalie Gahunga, Manager of the Gender and Women Empowerment Division, closed the event with a compelling call to action. She urged governments, development partners, NGOs, financiers, and the private sector to turn the data into transformative investments, innovative programs, and inclusive policy reforms. 'The real work begins now,' she declared, calling for cross-sector collaboration to remove structural barriers and unlock women's full participation in Africa's green economy.
Fewstancia Munyaradzi, Executive Director of Rand Sandton Consulting Group (www.RandSandton.com), presented a consolidated action plan focused on closing financing gaps, building institutional capacity, and integrating gender-responsive approaches into energy policy and project design.
At the African Development Bank, gender integration is a core priority. Gender considerations are mainstreamed in 100 percent of the Bank's climate operations—from design through implementation. These diagnostics reflect that commitment, providing practical tools to help countries operationalize gender equality in energy planning and programming.
As Africa advances on its path to energy transformation, diagnostics are now available to guide gender-responsive policy and investment decisions across the continent. They affirm that gender inclusion is not only a development imperative but a cornerstone of sustainable, resilient progress.
This new effort builds on the Bank's earlier collaboration with the Climate Investment Funds in 2020, which produced Gender and Sustainable Energy Access country briefs for Kenya, Rwanda, Tanzania, and Uganda (https://apo-opa.co/46MLNiY). Ghana: President Mahama flags off work on second phase of Blekusu sea defence project
President John Dramani Mahama was in Agavedzi on Saturday for a groundbreaking ceremony for the second phase of the Blekusu Coastal Protection Project. The project, a significant initiative that will protect lives and livelihoods in the Ketu South Municipality of the Volta Region, was met with palpable joy and deep gratitude from the chiefs and people of the Some and Aflao Traditional Areas, who gathered to witness the realisation of a long-awaited development. The ceremony saw an emotional outpouring of appreciation, as community members sang praises and danced, celebrating the President's commitment to addressing their decades-long struggle against severe tidal erosion. Upon completion in four years, the project, which will protect an 8-kilometre stretch of coastline, is set to bring immense relief to the communities of Blekusu, Agavedzi, Salakope, Amutsinu, and Adina. Messrs Amandi Holding Limited is the contractor and will deliver 37 groins, extensive dune restoration, reinforced embankments, and other critical shoreline defence structures. President Mahama stated that the project is a comprehensive one that will extend beyond mere coastal protection. 'Aside from the coastal protection works, government has incorporated vital development projects to enhance the lives of the people in the affected area,' he noted. These integrated initiatives include a modern fish market, cold storage and processing facilities for fisherfolk, dedicated spaces for fish drying and smoking, a car park, and a lorry station. Additionally, public sanitation facilities and a comprehensive waste collection system will be provided. 'The sea has taken a lot from this community. It has taken land, it has taken livelihoods, and it has taken our peace of mind. But today, I stand here to say no more will the sea consume our land', the President said. 'We are here to reclaim what has been lost, to rebuild stronger, to offer our children a future where they are not forced to flee their homes because of rising tidal waves.' President Mahama added that the Blekusu Coastal Protection Project and other ongoing infrastructure developments reflect his government's strong dedication to building a better Ghana. 'This is not merely symbolic,' he asserted, 'but a clear demonstration of what responsive leadership can do when it listens, when it cares, and when it acts.' Phase I of the project, covering 4.3 kilometres of coastal defence works, commenced in 2015 under the Presidency of Mahama to mitigate the serious threat of tidal erosion in Ketu South. While that phase offered significant relief, the President lamented, 'Unfortunately, for nearly a decade after this, the second phase of the project stalled. Despite repeated appeals by residents, Members of Parliament, traditional authorities, and civil society, the project did not commence.' The President specifically referenced the devastating tidal waves that pounded the communities in 2017 and again in 2021, recalling the harrowing images. I can still picture the videos and photos showing the aftermath of these tidal waves,' he said, highlighting 'the pain, the anxiety, the fear that was etched on the faces of our fellow citizens.' He reaffirmed the pledge he made earlier this year during his visit to the Volta Region, promising swift action. 'And today, I am proud to say that this commitment is being fulfilled. Your cries have not been in vain. Your voices will no longer be ignored. Today is your day – a day of renewal and a day of reassurance.' President Mahama also announced progress on the West Africa Coastal Areas (WACA) Programme, designed to enhance coastal resilience across the sub-region. Currently awaiting approval, the WACA project is envisioned to extend coastal protection from where the Blekusu project ends, all the way to Aflao, securing Ghana's vital 550-kilometre coastline, which supports countless livelihoods through fishing, trade, and tourism. OQAE, Naqaa to develop wind power projects in Oman
OQ Alternative Energy (OQAE) has signed an agreement with Naqaa Sustainable Energy to jointly develop a series of wind power projects across the Wilayats of Duqm, Mahout, and Sadah, located in the Dhofar and Al Wusta governorates of Oman, with a total capacity of 1,100MW. The projects will utilise locally manufactured wind turbines from Mawarid Turbine, which is expected to be established in Duqm following a memorandum of cooperation previously signed between OQ and Mawarid Turbine, reported ONA. This partnership aligns with OQ Group's broader efforts to create a fully integrated renewable energy value chain, support local industries by localising know-how, and foster innovation by empowering Omani startups in the green energy space, while maximising in-country value. The signing ceremony took place under the patronage of Salim Al Aufi, Minister of Energy and Minerals. The agreement was signed by Said Al Masoudi, Chairman of OQ Alternative Energy, and Mustafa Al Hinai, CEO of Naqaa Sustainable Energy. Al Masoudi commented: 'This agreement is a tangible expression of the government's vision to expand renewable energy sources and drive sustainable development across Oman. It reinforces the vital role of OQ as a national investment platform for clean energy solutions, strengthening the electricity grid and addressing the needs of the future through its subsidiary OQ Alternative Energy.' Al Hinai added: 'We're excited about this partnership with OQAE to develop wind power projects, tapping into Oman's vast wind potential and advancing homegrown innovation.
