RAIPUR: In a significant development ahead of the monsoon session of the Chhattisgarh Legislative Assembly, the Chhattisgarh Divyangjan Seva Sangh has announced that differently-abled individuals across the state will stage a massive gherao of the Assembly on July 16.
The move comes after three years of protests over a six-point charter of demands that remain unaddressed by the government.
One of the key demands gaining attention is the inclusion of unmarried differently-abled women aged 21 and above under 'Mahtari Vandan Yojana', a state-run welfare scheme currently limited to married women. The Sangh has urged the state government to modify the eligibility criteria to accommodate these women, highlighting the social realities faced by the differently-abled.
Explaining the rationale behind this demand, Sangh functionaries said that many differently-abled women are unable to find life partners due to prevailing social biases and challenges. 'Just because they are unmarried shouldn't mean they are excluded from financial support,' said Sangh Secretary Santosh Kumar Tonde. 'The rule mandating marriage for eligibility under the scheme must be re-examined in the case of differently-abled women.

The Mahtari Vandan Yojana, launched by the state government to empower women through monthly financial assistance, currently extends benefits only to married women. The Sangh's demand is rooted in the broader principle of social justice and inclusive welfare, arguing that marital status should not determine eligibility for basic economic rights, especially for those who are already marginalized.
Another major concern raised by the Sangh is the alleged misuse of disability certificates. The association has submitted a list of 127 individuals, including deputy collectors, naib tehsildars, accounts officers, cooperative inspectors, and veterinary doctors, who, they allege, secured government jobs using fraudulent disability certificates. The list includes seven deputy collectors and several officers selected by the Chhattisgarh Public Service Commission (CGPSC).
'The government must initiate a thorough inquiry and dismiss those found guilty, as they are taking away opportunities meant for genuinely disabled persons,' Tonde stated.

Increase in disability pension from Rs 500 to Rs 5000 per month.
Special recruitment drive to fill backlog posts reserved for the differently-abled, pending since 2009.

Inclusion of unmarried differently-abled women above 21 years in the Mahtari Vandan Yojana.
Recovery of loans taken fraudulently in the name of disability and provision of interest-free loans without guarantors for genuine differently-abled individuals.

Governor's rationale Sources indicate that the governor's decision to escalate the matter to the President stemmed from two main concerns: The state's attempt to override the 50% reservation ceiling — a threshold reaffirmed by various Supreme Court rulings — through legislative amendments and legal ambiguity over whether a state govt possesses the authority to unilaterally remove this cap without prior central approval. Development works in villages have come to a grinding halt, and crucial Finance Commission funds — amounting to over ₹1,600 crore — remain frozen, as these can only be released to duly constituted local bodies. The term of existing local governing institutions expired over 18 months ago, resulting in a vacuum of leadership — no sarpanches, mandal parishad territorial constituency members, or zilla parishad territorial constituency members are in place. Cong plans next moves To push for the Centre's assent, the Congress govt has drawn up an action plan. A series of political programmes are scheduled to be held in Delhi between Aug 5 and 7. The state plans to wait until Aug 15 for a response from the Centre. If there is no progress, the govt is contemplating holding the elections with 42% BC reservations regardless of the pending assent, sources said.

At a public gathering, Yogi noted that the region was the 'karmabhoomi' of revered figures such as Goswami Tulsidas, Maharishi Valmiki and Nanaji Deshmukh. The YSRCP chief, who met former minister Kakani Govardhan Reddy at Nellore central prison, slammed the govt for targeting YSRCP leaders and intimidate the opposition. Criticising the TDP-led govt for booking 14 "false cases" against Kakani, he said when YSRCP activists were attacked near Kavali, Kakani held a press conference and condemned the ruling party for instigating the attacks. "TDP holds a grudge against him for that. He was immediately booked in multiple cases with the help of fake witnesses and evidences and has been confined to Nellore prison," he alleged. Aren't they guilty of pledging support to the mining mafia? The whole of Andhra Pradesh condemned the derogatory and sexist remarks passed on me by Prasanna Kumar Reddy. Even the high court condemned his comments and refused to grant anticipatory bail to him. It is unfortunate that Jagan has stooped so low to shield a person who is a disgrace to the society," the TDP MLA lamented. She further said that despite being shunted out of power, Jagan hasn't learnt any lessons. "YSRCP can never return to power as its prime agenda is to shield criminals and humiliate women," she added.
